Approval of Minutes The minutes of the meeting of January 23,2000 were read and approved as amended. • 2. 15 Briar Cliff Road Referred by the Town of Mamaroneck Planning Board This matter was referred to the Commission because the Applicant, Anthony DiMaggio, intends to construct an addition to an existing house which lies in the buffer area of the Sheldrake River, and is adjacent to the 100 year flood plain. The proposed addition will add approximately 600 square feet of impermeable surface to the site. The Applicant intends to install a 3 foot drywell, 6 inches below grade. In the alternative,the Commission agreed to recommend a restriction be placed on the site,preventing the paving of the driveway in the future. The Applicant indicated a willingness to incorporate the paving of the driveway into the calculations. Rather than ask the Applicant to appear before the Commission once again,the Commission will ask the Planning Board to carefully check the calculations to make sure the proposed drainage plan is sufficient 3. Cedar Island Sewer Connection Referred by the Village of Larchmont Building Department Because of the expansion of one of the homes on Cedar Island, a connection to the sewer on the mainland is being installed. The line will run underground on the island, be strung along the bridge to the mainland and connect at an existing manhole on the mainland. The sewer line will be sheathed in PVC piping. The Commission asked that the portion of the line 1 running along side the bridge be contained in a metal sleeve for secondary containment. The Applicant's representative, Vincent Hackett,explained that the system includes safeguards against malfunctions, including air vents to prevent freezing. The Commission noted that the project will involve extensive trench work on the island and asked that a detailed erosion and soil control plan, incorporating best management practices,as required in the Village, be provided to the Village for its approval. The Commission also asked that soil be stockpiled on plastic on the land side of the trench and be covered with plastic sheeting at the end of every work day. 4. 28 Iselin Terrace Referred by the Village of Larchmont Building Department This project involves the construction of two single family houses on a lot which was previously occupied by one house which has recently been demolished. The plans provided by the Applicant, Robert Frederick, showed that there will be two drywells to accommodate one of the new houses,and three to accommodate the other. Commission member Mark Godick expressed concern about the percolation test, in that the test pits used for purposes of the pert test were dug to a depth of only 1.54 feet,whereas the drywells are proposed to be 4.5 feet deep. There is a risk that rock may be encountered at the greater depth,thereby making the perc test inaccurate. The perc test should be performed under conditions which more closely approximate the actual conditions. The Applicant also provided the Commission with a tree and landscaping plan, which,he advised the Commission,had been approved by the Larchmont Tree Commission. Thirty-one of the 55 trees on the site of 3 1/2 inches or greater are being removed. The Commission noted that the effect of the removal of so many trees on the absorption of water at the site should be calculated. Frank Buddingh also made several suggestions regarding the protection of the remaining trees during the building process. Among these were to protect the root systems from soil compaction due to the storage of building materials by placing at least 6 inches of wood chips under the tree canopy, and using care that the installation of underground utilities avoids damage to the roots_ It was further suggested that native vegetation be incorporated into the landscape plan. WAC 4 Management Plan Phyllis Wittner distributed a looseleaf volume entitled"Controlling Polluted Stormwater" which contained the final,January 2001, stormwater management plan for theWAC 4 muncipalities. The plan includes specific suggestions for each municipality regarding stormwater management. 6. Adjournment The meeting was adjourned at 9:30 p.m. The next meeting of the Commission is scheduled for March 27, 2001. 3
