Approval of Minutes The minutes of January 28, 2003 were accepted as submitted. 2. Referrals a. Special Permit Renewal—Augie's Restaurant—2417 Boston Post Road—Block 505, Lot 446 Referred by the Town of Mamaroneck Planning Board Elliott Pollack,the representative for Augie's Restaurant, presented the request for a special permit renewal. The restaurant is changing ownership, but there will be no changes to the CZMC—2/25/03, Page 1 of 3 Revised 3/28/2003 Printed on Recycled Paper conditions of the special permit. CZMC finds the proposed action not inconsistent with the IIIpolicies set forth in the LWRP. b. Site Plan Amendment/Freshwater Wetlands and Watercourses Permit—Winged Foot Golf Club—Construction of Tee Area—851 Fenimore Road -Block 347, Lot 1 Referred by the Town of Mamaroneck Planning Board Jim Hahn,the engineer for Winged Foot Golf Club presented the proposal for the construction of four tee boxes for the 12th hole and the extension of the fairway. The proposed action would use the fill material previously brought in and stockpiled by the golf club. Visual renditions of the proposed tees were shown from the neighbor's points-of- view. The applicant is proposing screening where necessary. Silt fencing and hay bales are proposed for erosion control. CZMC requested the use of filter fabric on all of the inlet drains in addition to hay bales. A few small trees will be removed from the fairway. All other trees will be welled and preserved. The applicant has hired Alpine to do all of the necessar tree work. h W 's (�ZMt fnd4 oposed action not inconsistent with the policies set forth in the LWRP. 'CZM requested nd the applicant agreed to use filter fabric and hay bales to protect storm drain inlets from imentation. In addition,the applicant shall provide the Building 'Department with4 opy of its Notice of Intent for compliance with the SPDES General Permit for Stormwater Discharges and shall comply with all of the requirements of that permit. ':y • 3. Open Space Inventory Update Kate Dehais gave an update on the Open Space inventory. The subcommittee met to work on the inventory. She suggested summarizing information on parcel sizes,zoning,building coverage, etc. This information is tedious to collect, but she feels it is important to be consistent and provide the same level of detail for all of the parcels. It was suggested that this information only be collected for the larger parcels. The information needs to get to the Town and Village Boards quickly to be useful. Another work session will be scheduled for a weekend. 4. Phase II Stormwater Regulations Elizabeth Paul reviewed the Notice of Intent, which was circulated to members before the meeting. Comments were submitted and will be incorporated into the next draft of the document. 5. Old Business a. Flint Park A letter was mailed to Mayor Bialo from CZMC with comments on the Flint Park proposal. CZMC is requesting involvement in the meeting, which will be held tomorrow,February 26 h,to discuss the proposed renovations to Flint Park. The Chair stated that all are welcome that wish to attend. b. Liaison Assignments • CZMC-2/25/03,Page 2 of 3 Revised 3/28/2003 QLiaisons were assigned to the various committees and boards. A memo will be sent to the Town and Village listing the new assignments. 5. New Business No new business to discuss. The meeting was adjourned at 9:15 p.m. The next scheduled CZMC meeting will be held on March 25,2003.
