HomeMy WebLinkAbout2000_02_01 Coastal Zone Management Commission Minutes CZMC MINUTES - DRAFT February 1, 2000 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on Tuesday February 2, 2000 in the Town Conference Room, 740 West Boston Post Road, Mamaroneck, NY. The meeting was called to order at 8:08 P.M. Members Present: Lili Andrews Madelaine Berg, Chair Marc Godick Bernard Kaplan Dr. C. Representing Marchese, 96 Weaver Street Dom Marchese Applicant John Woodruff, Architect Representing Marchese Lorraine Roxbury Applicant Kenneth Roxbury Applicant Stephen Land Applicant, 29 Mohegan John Slater, Architect Representing Land Paul Kasbouris, Pool Contractor Representing land Stephen Coleman Wetlands Consultant Announcements: Madelaine Berg announced that James Athey had left the Town to take a job with Metcalf & Eddy in Boston. M. Berg and the Commission acknowledged that he will be sorely missed and wished him well. Madelaine Berg then announced that Nancy Seligson had been appointed to the Town Board and will no longer be able to serve on the CZMC. Nancy Seligson stated that she will miss CZMC and invited all the members to call upon her with any issues. - 1 - 1. Approval of Minutes: The minutes from October 26, 1999 were unanimously approved on a motion from Bernard Kaplan and seconded by Nancy Seligson. The minutes from November 23, 1999 were unanimously approved on a motion from Bernard Kaplan and seconded by Lili Andrews. 2. Consistency Referrals: Demolition of Existing Single Family Residence and Construction of New Single Family Residence at 2 Pryor Lane, Block730 Lot 223 Referred by: Village of Larchmont Building Department After discussion, the Commission agreed that a preliminary decision of consistency could be determined with the caveat that additional information showing the calculations for runoff and a landscape plan showing the use of predominately native species be provided to the Village of Larchmont Building Department as soon as possible. A letter stating such will be sent to the referring agency. Property Subdivision 96 Weaver Street, Block 406, Lot 47 Referred by: Town of Mamaroneck Planning Board After discussion, the Commission agreed to issue preliminary consistency determination contingent on the applicant providing calculations showing the change in the rate of runoff and how the proposed drywell system will accommodate it. That information is to be submitted to the Town Planning Board as soon as possible. A letter stating such will be provided to the referring agency. Freshwater Wetlands and Water Courses Permit-Swimming pool Installation 29 Mohegan Road, Block 208, Lot 546 Referred by: Town of Mamaroneck Planning Board After discussion, it was decided to request additional information showing the calculations for water retention on site and the change in the rate of runoff. The change in impervious surface was determined to increase from .08 acres to .14 acres. Due to the significant increase in impervious surface for the area, it was suggested that perforated spreader pipe or a galley system to spread out the increase and concentration of the runoff be used to avoid concentrated seepage through he retaining wall. It was also requested that the applicant plan for handling a higher year storm than just a five year storm. 3. Discussion of Proposed Wetlands Law The Commission reviewed the proposed wetlands law with edits reflecting changes from Judy Gallent, Town Attorney. Upon review, several changes were made by the - 2 - Commission. The Commission decided to submit the law to the Town and Village Boards after adopting the changes and present it with the hand-drawn maps currently available. Digitized maps were created by a company in North Carolina that seems to have closed shop. James Athey tried to obtain the disks on which the maps exist. Madelaine Berg will speak with Steve Altieri about obtaining the disks. The meeting was adjourned at 10:30 P.M. The next scheduled CZMC meeting will be held on February 29, 2000.
