1. Approval of Minutes
The minutes of the October 28, 2008 meeting were approved as submitted.
2. Referrals:
a. Preliminary Subdivision—Winged Foot Golf Club—Fenimore Road—Block
347,Lot 1
Referred by the Town of Mamaroneck Planning Board
Lori Dickson, Attorney and Colin Burns,Manager of the Winged Foot Golf Club
presented their proposal to subdivide out a residential parcel located on the
Griffen Avenue side of the property. The new parcel would be in character with
the neighboring parcels, which are all single family homes in the R-20 zone and
would comply with existing zoning.

The Winged Foot property is mapped as a part of the Larchmont Reservoir—
Sheldrake—Leatherstocking Freshwater Wetlands Complex Critical
Environmental Area(CEA). The subdivided parcel would remain in the CEA.
The Town's Attorney had suggested that the subdivision map include a note
stating, "The parcel is located in a Critical Environmental Area and is subject to
the provisions of the code of the Town of Mamaroneck."
CZMC found the proposal to subdivide the Winged Foot property to create a
conforming residential parcel on Griffen Avenue to be consistent with the policies
in the LWRP. CZMC understands that the subdivision of the property will not
change the new parcel's status as a part of the Critical Environmental Area. If
and when the parcel is ever developed,the action will be treated as a Type I
action under SEQR and referred to CZMC by the Town's Building Department
for another review. In addition,the applicant has demonstrated to the satisfaction
of CZMC that with the maximum amount of impervious surface permissible, a
stormwater management system can be located on the new parcel that is designed
to control runoff from a 100-year storm and should be required as a condition for
the issuance of a building permit.
3. Old Business
Mamaroneck UFSD update-A copy of the negative declaration for the capital
improvement project was mailed to CZMC. If anyone is interested in a copy of it,please
contact Elizabeth Paul.
4. New Business
a. Brownfield Cleanup Notice—a notice was received by the Town of Mamaroneck
from NYSDEC requesting comments on a Brownfield cleanup at 441-442 Waverly
Avenue in Mamaroneck Village. Additional information can be requested if any one is
interested.
b. Gypsy Moth Management Program-The USDA sent a copy of the DEIS for the
Gypsy Moth Management Program and is seeking comments. If anyone is interested in
reviewing it,please contact Elizabeth Paul.
