August 28,2001
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on August
28, 2001 in Conference Room A, Town Center, 740 West Boston Post Road, Mamaroneck,New
York. The meeting was called to order at 8:07 p.m.

1. Approval of Minutes
The minutes of the meeting of 7/24/01 were approved as corrected.
2. Referrals
a. Modifications to Existing Seawall and Stone Dock

Referred by the New York State Department of State, Division of Coastal Resources
The applicant, Kip Buitoni and the architect, James Fleming presented the proposal for
modifications to the existing seawall and stone dock at 4 Cedar Island. NYSDOS
referred the application to CZMC for local consistency review.

The applicant is proposing to add an alternating stone and wrought iron fence to the top
of the existing sea wall to make the property safer for their small children. The addition
will be 33" in height. The alternating sections of fence and stone will help keep the wall
open visually from the inside and outside of the property. The existing stone dock is in
two sections, connected by a wooden catwalk. The footprint of the structure is not being
modified. Stone is being added to the top and sides of the dock to make the completed
structure the same width at the top and the bottom. A floating dock will be attached to
the structure when completed.
Lili Andrews expressed concern about the installation of lighting. If lights are installed,
she requested that they be kept low and be aimed downward to not distract boaters. The
applicant agreed.
The CZMC found the modifications to the seawall and the stone dock to be neither
consistent nor inconsistent with the policies set forth in the LWRP.
3. Open Space Inventory
Completed open space inventory packages were received from CZMC members and new
packages were distributed. Elizabeth Paul summarized the inventory for those members
that were not at the previous meeting.
Several comments on the open space inventory were discussed. It is difficult to identify
the property boundaries for the parcels being looked at. In some cases, residents are using
the parcels and it is unclear if they own the property or are encroaching on vacant public
lands.
In several cases, roads that are indicated on the tax map do not exist. CZMC members
agreed that it would be useful to know the ownership of the property before visiting it.
4. Old Business
CZMC discussed the continued lack of referrals from the Village of Larchmont. Chris
Verni agreed to look into the process and to prepare a memo to Joe Morgan and Anne Mc
Andrews.
5. New Business
Phyllis Wittner mentioned that the new Phase II storm water regulations are being phased
in over the next several years. The Town of Mamaroneck is prepared for this with its
existing legislation, however, the Town needs to work on the revision of its wetlands law.
Madelaine Berg reported on a letter from Mayor Cheryl Lewy regarding a proposed
zoning amendment in New Rochelle permitting 39 story buildings. The Mayor asked
CZMC to review the amendment for any adverse impacts it might have on the
Waterfront. CZMC determined that it had no jurisdiction over this matter.
The meeting was adjourned at 9:00 p.m.
