A regular meeting of the Coastal Zone Management Commission(CZMC) was held on August 24, 2004
in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W.Boston Post Road,
Mamaroneck,New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The minutes of July 27, 2004 will be considered for approval at the next meeting.
2. Referrals:
a. Site Plan Approval—Mr. & Mrs. Gregory Sposito— 8 Grove Avenue—Block 727,
Lot 33
Referred by the Village of Larchmont Planning Commission
A representative was not present for this application. A letter will be written to the Village
Planning Commission requesting additional time to review the application.
b. Wetlands and Watercourses Permit—Vesta Development— 29 Marbourne Drive—
Block 221, Lot 25
Referred by the Town of Mamaroneck Planning Board
Mark Mustacato of RMG Associates presented the proposal for the construction of a single-
family house within 100 feet of a watercourse (a tributary of the Mamaroneck River, located in
the adjacent Saxon Woods Park). The application was previously approved in 2001,but the
house was never constructed and the permit has since expired. The applicant,Vesta
Development is also building houses on the two adjacent lots, which do not require wetlands

permits. However, since the three lots will be developed simultaneously, and the disturbed area
will exceed one acre,the applicant may be required to file a Notice of Intent with the New York •
State Department of Environmental Conservation(NYSDEC)for coverage under the Phase II
Stormwater Permit for Construction Activities. The Town's consulting engineer and the
NYSDEC will be contacted to determine if this is necessary.
In addition,there is an underground stormwater detention structure located at the rear of the
property. The future homeowner must be made aware of the restrictions associated with the
easement with respect to permitted structures and plantings.
c. Special Permit—Bellizzi Restaurant— 1262 Boston Post Road— 1262 Boston Post
Road—Block 407, Lot 192
Referred by the Town of Mamaroneck Planning Board
The applicant was unable to attend to present the proposal. CZMC requests that the
applicant appear at our next scheduled meeting on September 28, 2004.
d. Special Permit—Moriarty Tree Service—20-24 Valley Place—Block 131, Lot 33 &
36
Referred by the Town of Mamaroneck Planning Board
John Moriarty and Benedict Salanitro presented the application for a special use permit. The site
was previously occupied by Beechmont Bus Service and was used for bus parking. Beechmont
Bus had made some improvements to the property—an oil/water separator was installed and the
old underground storage tank was removed along with contaminated soil and replaced with a new
tank. Mr. Moriarty had Phase I and Phase II environmental assessments completed and will send
copies to the Town to keep on file.
CZMC finds the proposal to be neither consistent nor inconsistent with the policies set forth in •
the LWRP,provided that the applicant uses good housekeeping techniques to prevent stormwater
contamination.
3. Open Space Inventory Recommendations to Town/Village Boards
This will be discussed at the next meeting.
4. Old Business
Flint Park Update—The RFP is being prepared for the detailed design and construction of the ball
fields and the conservation area. Names of qualified landscape designers are being sought. One
company could do both portions of the project or just one component.
5. New Business
The Village of Larchmont Board requested CZMC's Annual Report for their October meeting. Also,
the Village of Larchmont is looking for material for their newsletter.
Reminder to everyone in CZMC, attendance at meetings is required.
The meeting was adjourned at 9:00 p.m.
The next scheduled CZMC meeting will be held on September 28,2004 at the Mamaroneck Town
Center,740 West Boston Post Road, 2" Floor, Conference Room A. Anyone unable to attend this
