The meeting was called to order at 8:15 p.m. MEMBERS PRESENT: Lili Andrews Marc Godick Madelaine Berg, Chairperson C. Alan Mason Frank Buddingh Howard McMichael Elizabeth Cooney Eileen Weingarten REGRETS: William Bailey Bernard Kaplan OTHERS PRESENT: Phyllis Wittner, Member, Mam'k Town Board Robert Novak 1. Approval of Minutes The minutes of the July 25, 2000, meeting were read and approved as corrected. 2. Status of Search for New Environmental Coordinator Phyllis Wittner reported that since there were no candidates in the last group of individuals who took the Civil Service Exam, the Town will be putting an advertisement for Environmental Coordinator in the newspaper after Labor Day. The Commission discussed the type of projects that it would like to see the Environmental Coordinator take on. Amont those discussed were the updating of the wetlands maps, th einspection of on- going construction projects, the monitoring of encroachments on CEAs, erosion and sediment control inspections, interaction with other communities and the supervision of summer crews. • tJ Printed on Recycled Paper y 3. Referral of Blockbuster Video, 1331 Boston Post Road Town of Mamaroneck Planning Board Block411, Lot 119 The Commission reviewed a Site Plan Approval Application, and accompanying Environmental Assessment Form for this site. The owner proposes to reconfigure the existing parking lot to change a two-way exit/entrance into a one way entrance and create a one way exit. Robert Novak, the owner of the property, described the proposed changes for the Commission. The changes will require an additional 16 foot sidewalk cut and the exit of cars over a small strip of Town property, however there will be a reduction in the width of the existing sidewalk cut. The Commission determined that there is no need to recommend an oil/water separator at the lot because of the relatively small number of cars using the site, and the fact that it is used for short term parking. Mr. Novak described the additional screening and plantings proposed for the site in conjunction with the proposed changes. The Commission determined that this proposal is neither consistent nor inconsistent with the LWRP and that there will be no significant change to the current use. 4. Proposed Town Attendance Policy The attention of the Commission was called to a proposed local law, entitled "Removal from Boards, Commissions, Council and Committees of the Town of Mamaroneck" which was scheduled for public hearing on August 23, 2000. The law states that persons appointed to serve on boards, commissions, councils and committees of the Town are subject to removal from office by reason of three unexplained absences within a twelve month period. The Commission discussed the need to notify the Chair in the event that a . member will be absent, to ensure that there will be a quorum of the scheduled meeting. 5. Old Business The Commission was advised that the proposal for construction at 10 Evergreen Lane is on the agenda for the Town Planning Board meeting in October. 6. New Business The Commission discussed the possibility of conducting an open space inventory and zoning analysis, in light of the trend toward building very large houses on the relatively small parcels of open land available. A question was raised regarding the zoning of the current Badger Sports Club (day camp), with regard to the potential for future residential construction at the site. 2 Phyllis Wittner reported that she will be attending the Waterfront Rediscovery Conference on September 26-27 in Albany. The conference, sponsored by several state agencies, will address waterfront preservation, revitalization and development. The meeting was adjourned at 9:30 p.m. The next scheduled CZMC meeting will be held on September 26, 2000. 411)
