CZMC Minutes
April 24,2001
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on April 24,
2001 in Conference Room A, Town Center, 740 West Boston Post Road, Mamaroneck, New
York. The meeting was called to order at 8:15 p.m.

1. Approval of Minutes
The minutes of the meeting of 3/27/01 were read and approved with changes submitted by
Phyllis Wittner.
2. Introductions
Chris Verni, Liaison from the Village of Larchmont was introduced.
3. Phone List Revisions
The CZMC phone list was reviewed for any corrections. An updated list will be sent to all
members.
4. 298 Rockland Avenue
Referred by the Town of Mamaroneck Building Inspector
Sediment and erosion control plans for the construction of a single-family house were referred
to the CZMC by the Town of Mamaroneck's Building Department. The proposed home will
be located on a site previously occupied by a single-family house that had since been

demolished. The property is located on the top of a hill, at the hairpin curve on Rockland
Avenue. The south side of the property has a steep incline and the north end of the property is
relatively flat. Runoff from the property is of great concern. The proposed house will feature
a gravel driveway and a drywell will be installed to handle any stormwater runoff from the
additional impervious surface area added to the property.
The c onstruction of the house will require the removal of several trees. The builder had
applied for a tree removal permit and met with members of the Town's Tree Preservation
Commission. The builder will be required to replace the removed trees elsewhere on the
property or contribute funds to the Town's Tree fund. The tree protection detail provided on
the plans does not demonstrate adequate compaction protection for the tree root zone. Leaflets
describing the proper methods of protecting trees during construction can be obtained by
contacting the International Society of Arborists. It would be a good idea to distribute these to
anyone applying for a construction permit.
The Commission reviewed the plans and found the project to be neither consistent nor
inconsistent with the policies in the Local Waterfront Revitalization Program, provided that
the project's engineer submits acceptable percolation tests. A letter will be sent to the Town
of Mamaroneck indicating these findings.
5. Liaison Assignments
Liaison Assignments will be completed at next month's meeting.
6. Old Business
A. 15 Briarcliff Rd.
Work has recently begun at 15 Briarcliff Road. This project involves the construction of
an addition to the rear of the house. Frank Buddingh wanted to check if the original plans
included the construction of a covered front entranceway, which would create additional
impervious surface area to the property. The plans were reviewed and the modifications
to the front entranceway were not included on the drawings. The Building Inspector was
notified.
B. One Cedar Island
Elizabeth Paul was asked by the CZMC to contact Joe Morgan, the Village Engineer for
the Village of Larchmont to see if the installation of the sewage pipe under the bridge was
supposed to be enclosed in a metal pipe, instead of pvc. He said the plans called for the
sewage pipe to be encased in a PVC pipe for protection. He said that the work was
completed as specified.
Elizabeth Paul reviewed the project's plans and found that, as Joe Morgan stated, the
force main was to be enclosed in an insulating jacket protect the pipe from freezing and
then encased in pvc, not metal, for extra protection. This issue was discussed at the
CZMC's meeting on 10/26/99. The minutes describe the proposed sewer line as a"...one
and a half inch pressurized pipe with two inches of insulation for all piping at a burial
depth of less than four feet where the pipe is directly exposed to the surface. All piping
will have PVC secondary containment." A consistency letter was sent to Mr. Morgan on
11/4/99 stating that the proposed project was found to be consistent with the policies of
the LWRP. Joe Morgan can be contacted at 834-6210 for additional information.

C. Weaver Street
Two new houses have been constructed on the old Grant Florist property. The driveways
for the homes were supposed to be circular to allow the cars to pull onto Weaver Street
without backing out. These driveways are now straight. The files will be checked to see
what the plans were for the driveways. A large Horse Chestnut was removed from the
property. Frank Buddingh asked if a tree permit was needed. Elizabeth Paul will check
the tree permit on file to see if there was a violation of the permit.
D. 54 Magnolia
According to K. Dehais and L. Andrews, extensive landscaping work is being done at 54
Magnolia in Larchmont Village. There is soil erosion from the property and no erosion
control measures installed. Is a permit needed to do extensive landscaping work? Joe
Morgan should be contacted to clarify the requirements.
7. New Business
The CZMC requested that representatives from the Tree Commissions of both the Town of
Mamaroneck and Village of Larchmont attend the next CZMC meeting to discuss their roles.
Nancy S eligson w ill attend t he next meeting to discuss the undertaking of an open space
inventory.
The Town of Mamaroneck will be launching its web site on May 2, 2001. The Commission
recommended having the Town Code on line in downloadable format. All CZMC meeting
agendas will be posted on the web site.
Kate Dehais shared information on the Computers for Kids Program. Hommocks School will
be accepting donations of old computers to ensure that every student has a computer at home.
New York State's air conditioner bounty program will begin in May. Old air conditioners
may be turned in at a designated drop off center. If a new "energy star" air conditioner is
purchased, the State will rebate $75.
Plans to expand the Town's maintenance garage have changed. The work will now be
completed in phases beginning with the construction of the retaining walls and the salt dome.
Modifications to the garage buildings will be done next year.
The meeting was adjourned at 9:20 p.m.
