April 23,2002
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on April 23,
2002 in Conference Room A, Town Center, 740 West Boston Post Road, Mamaroneck, New
York. The meeting was called to order at 8:00 p.m.

1. Introduction of New Liaison
Trustee Marlene Kolbert, the new liaison for the Village of Larchmont, was introduced. She
will be replacing Chris Verni.
2. Approval of Minutes
Additional comments on the minutes for March 26, 2002 were received. Corrections will be
made and the minutes will be sent to CZMC members for further review. Their approval will
be voted on at the next meeting.

3. Referrals
a. Continued Discussion - Local Consistency Review-Installation of a Gangway
and Floating Dock at 11 Bishop Place - Block 712, Lot 573
Referred by the New York State Department of State
John Barry, the Applicant, was asked at the last meeting to stake out the location of
the channel at low tide and to demonstrate that the proposed dock will be at least 6
feet from the center of this channel. He presented revised plans showing the location
of this channel and indicating the location of the ramp and float. He has met with the
neighbors as well as Chuck Neider of NYS DEC and there were no objections.
Letters were received from Tor Hogan and the Urmeys, neighbors of the Applicant,
stating that they had no objections to the proposal,provided the ramp and float are
located outside the channel. Copies of the letters will be sent to CZMC members.
CZMC finds the installation of the proposed ramp and float to be consistent with the
policies set forth in the LWRP. The applicant has demonstrated that the structures
will be more than six feet from the center of the navigable channel during low tide.
CZMC recommended and the applicant agreed that a ladder be installed on the side
of the float closest to the channel to prevent a boat from docking at this location,
keeping the channel free.
b. Special Permit-Nordone and Sons Auto Body, Inc.,2430 Boston Post Road-
Block 503, Lot 421
Referred by the Town of Mamaroneck Planning Board
The applicant is seeking a special permit to operate an auto body repair shop at this
location. According to the applicant,the building has had an auto body shop in it for
30 years. In 1990, CZMC reviewed a proposal for Collision Technologies Ltd. and
made several recommendations to the Planning Board about its operation. The
applicant agreed to follow all of the conditions of the previous special permit. The
applicant will not be performing any lube or oil changing operations in the shop. The
previous tenant modified the spray booth to comply with the conditions of the special
use permit. The daily operations and maintenance of the shop were discussed in
detail.
CZMC finds that the granting of a special permit for the operation of Nordone and
Sons Auto Body is neither consistent nor inconsistent with the policies set forth in
the LWRP. CZMC recommended and the applicant agreed to continue to use a
contaminant trapping material in the exterior drains ("pig mat"or equivalent) and
have the mats collected by an approved toxic waste removal company. In addition,
the applicant agreed to place a small piece of this absorbent material in the interior
floor drain to collect any pollutants before they enter the sanitary sewer system.

c. Local Consistency Review-Installation & Rearrangement of Floating Docks at
Larchmont Yacht Club, 1 Woodbine Ave.-Block 729,Lot 124
Referred by the US Army Corps of Engineers
CZMC visited the site with John Roberge, the consulting engineer for the Larchmont
Yacht Club on April 19, 2002. The Yacht Club is proposing to install additional
floating docks and rearrange the position of other docks to accommodate the Junior
Sailing Club.
Ellie Fredston and Mr. and Mrs. Spencer Falk, neighbors of the Larchmont Yacht
Club, attended the meeting to express concerns about the proposal. The Yacht Club
addressed their concerns about safety, navigation and visual impacts. The proposed
docks will only extend an additional ten feet into the Cedar island waterway and will
not impact navigation in any way, for large or small crafts.
The following members voted to find this proposal consistent: Madelaine Berg,
Elizabeth Cooney, Bernie Kaplan, C. Alan Mason, Marc Godick and Frank
Buddingh. The following members abstained: Howard McMichael, Dickson Brown
and Lili Andrews. CZMC finds that the proposed enlargement and rearrangement of
floats is consistent with the policies set forth in the LWRP. CZMC recommends and
the applicant agrees that when the floats are arranged in an alternate configuration,
on either the north or east side of the existing dock(as indicated on Sheet 6 of the
proposed plans) that no boat storage racks will be placed on the 10' x 55' float and
will instead be located on the preexisting floating dock. This will be done to
minimize the visual impact on the neighbors. CZMC has no objection to the storage
of boats when the movable float is located in the southerly position.
4. Open Space Inventory
The Village of Larchmont passed a resolution last night pertaining to open space. Village
Trustee, Marlene Kolbert will send us a copy of the resolution. They voted to have an adhoc
committee on open space. Get packages back to Elizabeth Paul.
5. Old Business
No old business to discuss.
6. New Business
The Town of Mamaroneck is surveying the Leatherstocking Trail and the Sheldrake River
Trails to identify and eliminate encroachments. All of the neighboring property owners have
been notified.
Nancy Seligson and Noam Bramson (City of New Rochelle)are working on a project to
interconnect the trail systems for New Rochelle, Larchmont, Mamaroneck Town and Village,
Eastchester, Scarsdale and Westchester County. Once completed, a 16-mile double loop of
trails could be created. Grants are being sought for things like signage and trail markers, and
the municipalities are meeting to discuss issues like permitted uses and maintenance

standards. A few gaps exist in the trails and in those cases, users would be routed along local
roads.
Howard McMichael discussed the use of dogs to control goose populations. He noted that
parks that allow dogs seldom have geese.
The meeting was adjourned at 9:30 p.m.
