Approval of Minutes The minutes of the August 22,2000 meeting were reviewed and approved. 2. 992 Old White Plains Road,Mamaroneck,NY The proposed project was presented by Susan&Frank Nask and their representative, Scott Williams of David S.Natchez&Associates. The project will include development of a wooded parcel for construction of a 2-story residence. The project was referred to the CZMC due to the project requiring work within the wetland buffer zone. The work within the buffer zone would include connection of a sanitary sewer line to a main,as well as clearing of debris. CZMC considers the project neither consistent or inconsistent with respect to the goals of the LWRP,and that the activities associated with the project within the wetland buffer zone are not anticipated to result in a significant impact to this area. Notwithstanding,the CZMC makes the following recommendations with respect to potential approval of the project by the Planning Board: Maintain silt fence and other sediment/erosion controls throughout the course of the project; Minimize,to the extent feasible,the time period in which disturbed areas are open/exposed within or adjacent to the buffer zone;and Ars tit Printed on Recycled Paper © - Landscaping within or adjacent to the buffer zone should be utilized in manner which minimizes impact to the CEA. To the extent feasible,use of pesticides/fertilizers or mowing of grass should be minimized,and plantings should be consistent with indigenous species. 3. Recommendation to Planning Board for Approvals Where Applicant Borders CEAs or Property Owned by TOM or VOL The CZMC discussed the issue of encroachment by residents from their properties onto neighboring CEAs, as well as property owned by the TOM and VOL. CZMC recommends that future approvals by the Planning Board impose(remind)conditions to the applicant that they shall not encroach in any way into such areas. This would include,but not limited to,mowing of grass,application of fertilizer/pesticide,or any other landscaping activities. 4. Old Business/New Business The CZMC continued the discussion as to the possibility of developing an open space inventory to assist in identifying strategic properties within the TOM or VOL. While the members agreed that this would be a beneficial program to undertake,it was also discussed that the current inventory of open space/CEAs are not well maintained with regard to encroachment by neighboring property owners. CZMC recommended that the development of a Management Plant should be a top priority to eliminate encroachment of these areas within the TOM and VOL. While the Leatherstocking Trail was identified as one of the areas most affected by encroachment,the proposed Management Plan would be developed to address all areas. However,areas such as the Leatherstocking Trail may receive top priority during implementation of the plan. The following topics were discussed and recommended to be included within the plan: Identification&prioritization of CEAs C Surveying&installation/maintenance(including security)of monuments Development/maintenance of maps/GIS database(possibly incorporating data/support from Westchester County or NYS) Education of community to promote stewardship of CEAs It was agreed that a more formal outline for the plan be developed during the next meeting.
