HomeMy WebLinkAbout2008_10_07 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES OCTOBER 7, 2008 PRESENT: James Druker, Chairman Maura Devaney Robert Morello William Paonessa Rita Plansky Terry Rainaldi Amy Siskind ALSO PRESENT: Jill Fisher, Superintendent of Recreation Ernie Odierna, Town Board Liaison Stephen Altieri, Town Administrator Dorothy Puleo, Commission Secretary CALL TO ORDER: The meeting was called to order at 7:30 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Commissioner Paonessa, seconded by Commissioner Rainaldi, the Meeting Minutes of September 9, 2008 were unanimously approved as submitted. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. Registration began on September 22nd for all fall/winter programs. Enrollment is progressing for all programs with the exception of the Mamaroneck Swim Club, which has been cancelled due to the lack of interest. With the cancellation of the Mamaroneck Swim Club, time is now available at the Hommocks Pool to rent to the Badger Swim Club. Mr. John Collins has been contacted and Ms. Fisher will keep the Commission informed as to his decision. 2. The Hommocks Park Ice Rink opened for public skating on Sunday, September 28th and the rink website has been updated for the 2008-2009 season. 3. The first "Cosmic Skate Night" of the season brought in $2,100 in rink revenue. 4. Session 1 of Skating School has a total of 204 participants. 5. The outdoor pools have been closed for the season. 6. As of September 25th, 14 non resident pool passes have been sold (3 Family; 7 Individual; 4 Senior Citizen) with additional revenue totaling $2,755. 7. A presentation by the architect, who conducted the Hommocks Park Ice Rink Feasibility Study, has been scheduled for Wednesday, November 19th with the Town Board and the Recreation Commission. The Commission feels with the expected state of the economy, any improvements to the rink should be postponed for at least one year. The architect's report will also be discussed by the Commission at their November 11th meeting. 8. The Department is currently looking at ways to reduce the cost of the attendants at Memorial Park. The Department is investigating the possibility of installing a water meter at the Carpino-Steffens Fields to determine the amount of water used for the fields. The cost of water could then be included in the field maintenance bill sent to the Board of Education and the Larchmont Junior Soccer League. REQUEST FROM THE CITY OF NEW ROCHELLE FOR A SPECIAL ADMISSION FEE TO THE HOMMOCKS PARK ICE RINK: A letter has been received from William V. Zimmermann, Commissioner of Parks and Recreation for the City of New Rochelle requesting a special group admission fee to the Hommocks Park Ice Rink. On a motion by Commissioner Devaney, seconded by Commissioner Paonessa, the Commission unanimously agreed to charge the City of New Rochelle Recreation Department a total of$3,000 for their use of the Hommocks Park Ice Rink on January 9, 16, 23, 30, February 6, 13, 27 and March 6, 2009 from 4:15 to 5:15 P.M. This special fee is for these dates only (including one-weather related make-up) and is for this season only. PROPOSED 2009 RECREATION DEPARTMENT BUDGET: Memorial Park: On a motion by Chairman Druker, seconded by Commissioner Paonessa, the Commission unanimously approved an increase in all tennis permit fees of $10.00 and increased all guest fees by $1.00. After a brief discussion regarding the usage and expense of having attendants at the Memorial Park Tennis Courts, Ms. Fisher proposed eliminating the attendants at the courts completely during the months of April and October and cutting back one hour in the middle of the day. The Commission unanimously decided to allow Ms. Fisher to use her discretion in both matters. Youth: After a brief discussion on camp fees and subsidies, Commissioner Devaney made a motion, seconded by Commissioner Paonessa, unanimously approved, by the Commission to lower the camp subsidy fees as follows: Hommocks Playground from 25% to 24% Neighborhood Pre School from 16% to 15% Monroe Pre School from 18% to 17% Hommocks Pool: This year it is necessary to budget for: • New drain covers that are required (by law, as of December, 2008) for the 2 outdoor pools. Town of Mamaroneck Recreation Commission Meeting Minutes October 7, 2008 - Page 3 Hommocks Park Ice Rink: • The cost for the House League jersey will now be added to the program fee and jerseys will be given out to participants to keep. • The Hommocks Park Ice Rink Trust Fund can be utilized for any needed repairs. • Consider reviewing the ice rental fee discount percentage for Mamaroneck Elementary Schools, Mamaroneck High School Hockey and the Mamaroneck Youth Hockey Association. On a motion by Commissioner Siskind, seconded by Commissioner Rainaldi, the Commission unanimously approved lowering the current discount for ice rental to 25% of the adopted 2009-2010 fee for the above users. Mamaroneck Elementary Schools will continue to have the first 50 hours of ice time free. NOT ON AGENDA: Ms. Fisher updated the Commission regarding the new Richbell Playground. The playground equipment has been received and installation has begun and is scheduled to be completed by Christmas. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Commissioner Devaney, seconded by Commissioner Paonessa, the meeting was adjourned at 8:50 P.M.
