CALL TO ORDER:
The meeting was called to order at 7:30 P.M. by Commissioner Castellani in the Recreation
Office of the Town Center, 740 West Boston Post Road, Mamaroneck.
APPROVAL OF MINUTES:
On a motion by Commissioner Plansky, seconded by Commissioner Paonessa the minutes of
September 10, 2002 were approved as submitted.
SUPERINTENDENT'S UPDATE:
Ms. Fisher reported that:
• The Carpino-Steffens Fields opened as scheduled.
• The Hommocks Park Ice Rink opened on October Pt.
• A "Climb and Ride Action Fire Truck" has been purchased for the Monroe site and
will be installed in the next few weeks.
• A letter regarding the 10% permit credit being offered to pass holders, due to
Hommocks Pool closures this past summer, is in the mail.
• Work has begun on the elevated judges' box at the Hommocks Park Ice Rink. The
player benches have been extended and now include two doors onto the ice.
• To date there has been no response to the RFP for the Pro Shop at the Rink. The
Recreation Department will continue to try and find an interested party.
Ms. Fisher requested the Commission to once again approve allowing children attending
local schools, who do not reside within the Town of Mamaroneck, to register for the
Youth House League Hockey Program at the Rye Neck rate. The Commission
unanimously approved this request.
Ms. Fisher requested the Commission to once again approve the Recreation Department
co-sponsoring with the Town of Mamaroneck Fire Department, a Holiday Toy Drive at
the Hommocks Park Ice Rink. The cost to the Town will be approximately $85. The
Commission agrees that this is a good cause and unanimously approved this request.
BUDGET:
The Preliminary Recreation Budget was discussed. Ms. Fisher informed the Commission
that further revisions would most likely to be made. She briefly outlined a few of the
increases she feels are needed:

A7020 General Recreation
2106.0 $2,700 Irrigation pump needed to maintain water
pressure for Carpino-Steffens Fields.
4100.0 $1,000 Fungicide treatment for Carpino-Steffens Fields.
A7180 Hommocks Pool
1010.0 $16,000 Increases based on full year operation
A7265 Hommocks Park Ice Rink
1025.0 $2,000 Youth Hockey salaries increased for Spring
Program
4002.0 -$3,000 Decrease for Service Contracts (not used)
A7310 Youth Programs
1010 $16,000 Due to increased enrollment additional personnel
is needed.
Hommocks Playground - P.T. Custodian (needed
due to large number of children using facility)
5 new counselor positions
Chatsworth Pre School - Unit Leader
Commissioner Plansky inquired if any provision has been made for the Emergency Medical
Technician requested by the Director of the Chatsworth Pre School. Ms. Fisher hopes the
additional Unit Leader requested will also be able to fulfill this position. If not, the Department
is working on other options for having a medical person available to the camp.
4037.0 $3,500 Youth Golf Instructor, which was not in the 2002
Budget.
4171.0 $5,300 Co-Op Day Camp. Increase was requested by the
Town Board. Commission members are concerned
about the amount of money contributed.
Commissioner Castellani asked who approved this
allocation and how this money is spent. Ms. Fisher
stated that a presentation was made to the Town
Board, who then agreed to the increase. Ms. Fisher
will attempt to get a copy of that presentation.
Commissioner Dufficy would like a comparison of fees with neighboring communities.
Commissioner Castellani would like the subsidy for the Pre School programs to be lowered.
A7620 Adult Programs
4035.0 $5,000 Adult Golf Instructor, which was not in the 2002
Budget.
B7140 Playground & Recreation (Memorial Park)
4010.0 $4,820 2 outdoor movies, not budgeted in 2002, which
were a huge success. Ms. Fisher explained that
the Department will try to find corporate sponsors
to help defray this cost.

Revenue:
Youth Programs:
A2002.0 $45,000 Increased due to enrollment and fees.
A2025.0 No increase due to the 10% credit be given for
2003-3004 permits.
A2067.0 $10,000 Increase due to addition of Spring Youth Hockey
Program.
A2068.0 $5,000 Increase due to program fee increase.
A2070.0 $5,000 Increase due to being able to offer Fall/Winter
Swim Program.
Capital Improvement Requests
1. Installation of awnings over Rink entranceways for inclement weather and aestetics.
$ 1,500.
2. Purchase a snow blower for the Hommocks Park Ice Rink for the paths and walkways.
$ 2,000.
3. Purchase a new tent top for the Hommocks Playground Camp that is needed to replace
original one purchased (used) in 1997 that ripped at the end of the season.
$ 6,000.
4. Improvement of Hommocks Park Ice Rink Concession Area located inside the Rink.
Propose to use a large portion of the Hommocks Park Ice Rink Trust Fund as an
investment into the facility which would offer a good return on our money.
This improvement would provide a seating area that is elevated and comfortable so that
patrons can see onto the ice surface to watch their children or friends skate, play hockey
or take a lesson.
The area would offer radiant heating and improved lighting, all complimented by the
addition of a fireplace, new tables and cable TV.
Approximate cost (depending on what improvements are made) $50,000.
ANNOUNCEMENTS
Supervisor O'Keeffe has requested that the Recreation Commission meet with representatives of
the Mamaroneck Board of Education at the December Commission meeting. This meeting will
begin at 6:30 P.M.
