Altieri, Town Administrator Joanne Aquilino, Recreation Supervisor Kelly Brennan, Director Hommocks Playground Bruno Duarte, Assistant Director Hommocks Playground Pam Triano, Director Camp Central Charlene Farrell, Assistant Director Camp Central Maria Ellin, Director Camp Monroe Dorothy Puleo, Recreation Department Secretary Mary Ellen Faulkner, Commission Secretary CALL TO ORDER: This special meeting of the Town of Mamaroneck Recreation Commission held in Palmer's Crossing Restaurant, 1957 Palmer Avenue, Larchmont, New York was called to order at 6:10 P.M. ACCEPTANCE OF MEETING MINUTES: On a motion by Commissioner Plansky, seconded by Commissioner Rainaldi the meeting minutes of July 10, 2007 were unanimously approved as submitted. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. Soccer Camp begins the week of August 13th. Registrations are about the same as last year. 2. Tennis Camp enrollment is down this year. This is the first year that Linda Rosensweig was not the Director and a period of adjustment is not unexpected. 3. The final Outdoor Concert in Memorial Park was held on Monday, July 30th. Due to inclement weather, the concert on July 23rd was held at the Hommocks Park Ice Rink. 4. There was a large turnout for our Movie in the Park that was held on Friday, July 20th. 5. The Hommocks Park Ice Rink has its' first rental scheduled for September 10th Public skating is scheduled to begin on Sunday, September 30th 6. The Fall/Winter Recreation Brochure is being worked on. The goal is to have it out to residents by the second week of September. 7. Hommocks Playground and Camps Monroe and Central end on Friday, August 10th 8. The Extended Day Camp has 72 campers enrolled this summer. Town of Mamaroneck Recreation Commission Meeting Minutes August 7, 2007 - Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 9. Following Labor Day, the Hommocks Pool will be closed September 4th through 9th for cleaning after the busy Summer season. 10. The two therapy ladders are in the pool for those users requiring extra assistance. 11. The 2008 annual budget process has begun. More information will be provided at future meetings. 12. Ms. Fisher is being taken to small claims court by Mr. Carlos Martinez regarding his pool permit refund request. At the July 10, 2007 Recreation Commission Meeting, the Commission denied his request to have his pass extended by three months. Chairman Druker suggested that the Town file a "Qualified Immunity" motion on behalf of Ms. Fisher to have the case dismissed. Mr. Altieri suggested that Chairman Druker discuss this with the Town Attorney. 13. The Larchmont/Mamaroneck Senior Center has officially moved to the VFW Building on the Boston Post Road. After some repairs, upgrades and a lot of cleaning the seniors have settled in. 14. This Fall the Recreation Department will begin accepting credit cards as a method of payment. Currently, only cash and checks are accepted. Once we are able to accept credit cards, it is hoped that we will eventually be able to do on-line registration. 15. The new "no smoking" policy at the Hommocks Pool went into effect as soon as the signs were posted. To date, there has been no negative feedback. LETTER OF REQUEST FROM RESIDENT MAMATA HOTHA: Mrs. Mamata Hotha has sent a letter requesting that swings be installed in the playground in Memorial Park. The Commission appreciates Mrs. Hotha taking the time to write, but due to a lack of space and mandated clearance issues, it is not possible for swings to be placed there. Ms. Fisher will contact Mrs. Mamata and inform her of the Commission's response. NON RESIDENT POOL PASSES: Ms. Fisher proposed that non residents be allowed to purchase a non-resident pass for use of the Hommocks Pool for the period of September 10, 2007 until June 20, 2008. At the November 14, 2006 Recreation Commission meeting, the Commission approved the selling of passes to non residents that were valid from January 2nd to March 31st. A total of 13 passes were sold last year without any problems. On a motion by Commissioner Paonessa, seconded by Commissioner Devaney the Commission unanimously approved the selling of Hommocks Pool passes to non residents of the Town of Mamaroneck that will be valid from September 10, 2007 until June 20, 2008 at the following rates: Family - $415.00 Individual - $185.00 Senior Citizen - $100.00 Town of Mamaroneck Recreation Commission Meeting Minutes August 7, 2007 - Page 3 RECOMMENDATION FOR 2007-2007 YOUTH HOUSE LEAGUE HOCKEY PROGRAM: Rink Manager Rob Lunde, Town Administrator Steve Altieri and Ms. Fisher have met with Mr. Don Kerr, President of the Mamaroneck Youth Hockey Association regarding the possibility of the Town and MYHA working more closely in the future. In an attempt to improve the Town program and the quality of instruction, Ms. Fisher proposed the following change in the instructor format with MYHA's help. The Town House League program would still solely be under the direction of the Recreation Department. All procedures including registration, program administration and program philosophy would remain the same. Mike Chiapparelli would still direct the program and oversee the participants, program and volunteer coaches. MYHA would assist with recruiting and training adult volunteer coaches for our recreation house league program. The program philosophy would remain as recreational, non-competitive program for all those wishing to participate. As in the past, any child wishing to participate in both the travel and recreation programs will have that opportunity. Ms. Fisher asked the Commission for their endorsement. After a brief discussion the Commission approved this proposal provided that all the coaches understand that the Town hockey program is a recreational program and all inclusive. Par Triano, Camp Central Director Mrs. Triano feels that this summer was very successful. Parents, staff and campers like Central School as the campsite. The Nature Specialist was great and CITs were fantastic. Recommendations & Concerns: • Keep Central as campsite • Add 1 more water table • Schedule different entertainers • More age appropriate games and toys • Peanut allergies • Different snacks (possibly Town provide juice and children provide their own snack) Parent Comments: • Need different snacks • Offer reduced fee for families with more than one camper Mrs. Triano then thanked: • Joanne Aquilino for always responding ("my angel on a daily basis") • Jill Fisher for visiting and her concern • The Recreation Department Office Staff She then thanked the Commission and Recreation Department for allowing her to grow personally and professionally. Maria Ellin, Camp Monroe Director The campers and staff at Camp Monroe also had a terrific summer. Having only 4 and 5 year olds is great. Recommendations: • Could use one more water table • 4's room (downstairs) could use updating (painting, furniture, toy refrigerator, stove, etc.) • Downstairs bathroom needs to be painted Town of Mamaroneck Recreation Commission Meeting Minutes August 7, 2007 - Page 7 Parent Comments: • Extend program until 3:00 P.M. • Swim at the Hommocks Pool • Change drop-off time to 8:45 to 9:15 A.M. to reduce traffic • Use child's age as of September 1st for camp enrollment Mrs. Ellin thanked: • Joanne Aquilino for being available and helpful, but most importantly for putting up the "No Parking" signs. These signs have eliminated the blocking of the driveways. • Jill Fisher for her support • Michael Orchanian for maintaining the facility • Recreation Office staff who are always helpful Mrs. Ellin also thanked the Commission for their support. Kelly Brennan, Hommocks Playground Director: Ms. Brennan stated that her campers had a fun and active summer. Recommendations: • Restructure program offerings to provide more diversity • Create Trip Program for older campers • Continue to increase salaries to attract additional quality staff • Create better definition for given areas (nets to section off rink) • Offer different trips Parent Comments: • Provide additional picnic tables under tent and in rink • More swim time/instruction • More diverse program offerings and schedule Ms. Fisher feels it is time to restructure the Playground Camp by: • Offering more age and gender appropriate activities • Create a teen camp • Revisiting the installation of a spray ground at the Hommocks Pool A brief discussion was held regarding different possible activities that might be of benefit for the camps. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Commissioner Paonessa, seconded by Commissioner Morello the meeting was adjourned at 8:35 P.M.
