Altieri, Town Administrator Ernie Odierna, Town Board Liaison Mary Ellen Faulkner, Commission Secretary EXCUSED: Robert Morello William Paonessa Amy Siskind CALL TO ORDER: The meeting was called to order at 7:30 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Commissioner Rainaldi, seconded by Commissioner Plansky, the Meeting Minutes of January 12, 2010 were unanimously approved as submitted. EXECUTIVE SESSION: The meeting adjourned at 7:35 P.M. into Executive Session for Mr. Altieri to update the Commission on pending negotiations. The Executive Session ended at 8:05 P.M. and the regular meeting reconvened. REQUEST FROM SCHOOL DISTRICT REGARDING HOMMOCKS PARK ICE RINK TIME: Due to the Town Board's decision to charge the School District the full fee for ice rentals for the 2010-2011 season, the District has requested that they be allowed to apply the 50 hours of free ice time allotted for physical education classes to the hockey program. The Commission unanimously agreed to this request under guidelines as established by Ms. Fisher and Rob Lunde, Hommocks Park Ice Rink Manager, for the 2010-2011 season. Town of Mamaroneck Recreation Commission Meeting Minutes March 9, 2010 - Page 2 FLINT PARK DAY CAMP: The Village of Larchmont has announced that, due to construction this summer in the Hommocks School, Flint Park Day Camp will be limited to grades 1 to 3. This could have a direct impact on the enrollment numbers at the Hommocks Playground. Ms. Fisher informed the Commission that she and Joanne Aquilino, Recreation Supervisor are investigating potential ways to accommodate additional campers and the associated costs. A tent would need to be erected and port-a-sans would have to be rented for the camp season. Additional staff, equipment and supplies would also be needed. Chairman Druker is concerned that adding 20 to 60 campers and staff will have a negative effect on the program. The Commission unanimously agreed with him and wants the camp limit enforced at 400. Mr. Altieri asked the Commission to allow Ms. Fisher to proceed with gathering information about the cost and bring it back to the Commission to reconsider at the April Commission meeting. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. Postcards were sent out to residents the week of February 22nd announcing that the Spring/Summer Brochure is now available on the Town's website. Brochures are also available in the Recreation Office, at the Hommocks Park Ice Rink and at the Hommocks Pool. To date, 4 positive emails have been received from residents who are happy that the Recreation Department is "going green". 38 brochures have been mailed to seniors and others who do not have access to a computer. 2. Confirmation was received on February 25th that Central School will once again be the site for the neighborhood pre-school camp. 3. Tennis permit renewal applications will be mailed out to all 2009 permit holders the last week of March. 4. The Spring Hockey Program begins on March 20th. Currently there are 82 participants enrolled. 5. A new coupon for the Hommocks Park Ice Rink was introduced last month in a few of the advertisements for the Rink. The small change of offering a $2.00 off an adult or $1.00 off a child admission (rather than buy one, get one free admission) will help to generate additional admission revenue. We will be transitioning this coupon into our remaining ads. 6. LandTek is scheduled to aerate, fertilize and over-seed the Carpino-Steffens Fields (weather permitting) on March 15th. Opening date is scheduled for April 1 St 7. Preparations will soon begin for the opening of the Memorial Tennis Courts. The courts open officially April 1st, however attendants will not be on duty until May 1 St 8. The Town's financial books are now closed. The Recreation Department had a very successful year. The "A" account exceeded projected revenue by $321,800. The only revenue account that was down was Skating School by approximately $24,000. Town of Mamaroneck Recreation Commission Meeting Minutes March 9, 2010 - Page 3 SUPERINTENDENT'S UPDATE CONTINUED: 9. At a meeting held on February 5th, the Town was informed by the School District that the Hommocks Pool will be closed for 3 to 4 weeks in September. It is a complex project replacing all the windows around the pool deck and locker rooms due to asbestos and lead paint involved. Since fall programs do not start until early October, it is only recreational swimming and the Early Morning Swim program that will be affected. 10.A letter has been sent to Meryl Rubinstein, Assistant Superintendent for Business Operations for the Mamaroneck School District regarding justification of pool invoices that the Town has been questioning for several years. We hope that they will consider our calculations as outlined and adjust our two outstanding invoices accordingly. ADDITIONAL 2010 SPRING/SUMMER PROGRAM FEES: On a motion by Commissioner Rainaldi, seconded by Commissioner Plansky, the Commission unanimously approved the following program fees: Bubble Babies - $ 60/session Seahorse - $ 60/session Breakfast Club (non resident) - $ 60/week Extended Day (non resident) - $165/week Summer Fun Dance (family) - $ 20/dance REQUEST FOR USE OF THE CARPINO-STEFFENS FIELDS: A request has been received from Bari Suman, Athletic Director for Mamaroneck Schools, for additional use of the Carpino-Steffens Fields. Since Memorial Field is tentatively scheduled for construction beginning April 18th, the School District would like to use the Carpino-Steffens Fields for six additional days for practice. On a motion by Commissioner Plansky, seconded by Commissioner Rainaldi, the Commission unanimously approved this request, for this year only and only if no other field is available in the community. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Commissioner Rainaldi, seconded by Commissioner Plansky, the meeting was adjourned at 9:00 P.M.
