HomeMy WebLinkAbout2002_11_12 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION Meeting Minutes November 12, 2002 PRESENT: Richard Conlan, Chairman James Druker Rosemary Dufficy William Paonessa Rita Plansky Terry Rainaldi ALSO PRESENT: Jill Fisher, Superintendent of Recreation Valerie O'Keeffe, Town Supervisor Ernie Odierna, Town Board Liaison Stephen V. Altieri, Town Administrator Mary Ellen Faulkner, Commission Secretary EXCUSED: Patricia Castellani CALL TO ORDER: The meeting was called to order at 7:30 P.M. by Chairman Conlan. APPROVAL OF MINUTES: On a motion by Commissioner Plansky, seconded by Commissioner Rainaldi the minutes of October 8, 2002 were approved as corrected. INTRODUCTION OF SENIOR RECREATION LEADER: Ms. Fisher introduced the Department's new Senior Recreation Leader, Matthew Trainor who will be in charge of programming and staff at the Hommocks Pool. The Commission welcomed Mr. Trainor and wished him luck in his new position. BUDGET: Ms. Fisher inquired if there were any questions regarding the budget presentation she made at last month's meeting. Commissioner Druker inquired why the allocation for the Co-Op Day Camp was in the Recreation Budget and why their request for an increase was not presented to the Recreation Commission before being approved by the Town Board. Mr. Altieri replied that all youth programs that the Town donates money to are in the Recreation Budget. Commissioners Druker and Paonessa would like to have more information on how the Town's money is being spent by the Co-Op Day Camp Program. BUDGET UPDATE: Ms. Fisher met with the Town Board on November 8th to review the Recreation Budget. The following items were discussed: • The cost of maintenance for the Carpino-Steffens Fields. The Board of Education pays one-third of the cost. The Larchmont Junior Soccer League (currently the second largest user group) does not contribute any money for maintenance. Ms. Fisher asked the Commission's feelings on requesting the LJSL to contribute towards the maintenance costs. The Commission agrees that the Larchmont Junior Soccer League should be approached about paying one-third the cost of maintaining the Carpino-Steffens Fields. Ms. Fisher will contact them. Town of Mamaroneck Recreation Commission November 12, 2002 BUDGET UPDATE CONTINUED: • Since the SafeRides Program uses a room on weekends at the Hommocks Park Ice Rink. Ms. Fisher would like to approach SafeRides regarding reimbursement for the cost of the manager on duty (if there are no late night ice rentals). Commission agreed that SafeRides should be approached about paying for the extra hours a manager must be employed by the Town. • The Recreation Department is trying to obtain sponsors for the Summer Movies and Concerts at Memorial Park. One movie is planned for 2003 unless sponsorship can be found for a second. Commissioner Plansky inquired how many concerts are planned. Ms. Fisher replied four. • The Town is looking for ways to cut costs at Memorial Park. One suggestion was to shorten the season by one month in the Spring and one month in the Fall. Another option is to open weekends only in April and October. • Due to a lack of attendance, it is under consideration that the Teen Center be eliminated from the Budget. Co-sponsored events with the Village of Mamaroneck Teen Center will continue. • Program operational supply lines are being lowered wherever possible. • The Department will try to lower the camp subsidy. The Commission remains committed to having affordable camps for all residents. Commissioner Druker requested that before the Commission sets camp fees for next year, Ms. Fisher supply the following information. a. How much would fees have to increase to cover additional operating expenses. b. How much would fees have to increase to cover additional operating expenses and lower the subsidy. Ms. Fisher will have this information at the next Commission meeting. Supervisor O'Keeffe suggested that the Town do some sort of fund raising to cover costs of transportation for those who have no way of getting to camp, especially to the Monroe Pre School Camp . Chairman Conlan feels that fee increases are necessary to cover the cost of salary raises. Commissioner Druker stated that the Monroe Property (house) needs a "facelift", the paint is peeling. He inquired if it is a Recreation Department's responsibility or the Town's. He also asked if the Sheldrake Environmental Center pays rent to the Town. Mr. Altieri explained the arrangement with the Environmental Center, Supervisor O'Keeffe feels that needs to be looked into. SUPERINTENDENT'S UPDATE: Ms. Fisher reports there are 95 participants on the Mamaroneck Swim Club. ANNOUNCEMENTS: Commissioner Rainaldi has had a inquiry from a resident about the Town sponsoring a Water Polo Program. Commissioner Druker suggested that the resident contact Ms. Fisher. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Commissioner Druker, seconded by Commissioner Paonessa the meeting was adjourned at 9:25 P.M.
