Altieri, Town Administrator Mary Ellen Faulkner, Commission Secretary EXCUSED: Ernie Odierna, Town Board Liaison CALL TO ORDER: The meeting was called to order at 7:30 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Commissioner Rainaldi, seconded by Commissioner Plansky, the Meeting Minutes of August 10, 2010 were unanimously approved as submitted. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. A letter was sent on August 20, 2010 to Mr. Donald Kerr informing him that due to budget concerns, the Mamaroneck Youth Hockey Association would be required to pay the full fee of$400 per hour for ice rentals at the Hommocks Park Ice Rink for this season. However, that fee will be frozen for the 2011-2012 season. 2. An email was received from Donna and Gary Wallach thanking Ms. Fisher for the wonderful summer their special needs daughter had at the Hommocks Pool. 3. Summit Soccer had a very successful season with 205 campers participating. Net revenue was $14,975. 4. 278 children participated in Tennis Camp this summer, slightly less than last year. 5. Fall program registration began on Monday, September 13, 2010. 6. There will be no park attendant at Memorial Park after September 30th 7. In April, the Department applied for free hockey jerseys from USA Hockey and Degree deodorant for our youth hockey program. 500 jerseys were received in August and will be used this coming season. 8. Skating School registration begins on September 20th 9. The Sport Court flooring in the rink has been removed and ice has been made. The first ice rental was on September 11t". Public skating begins on October 1st 10.The investigation into the vandalism at the ice rink is ongoing, however the damage resulted in requiring the replacement of one of the compressors. Since the rink will be undergoing a renovation in the next two to three years, the department was able to find and purchase a used compressor at a significant savings of over $10,000. Total cost of repair was $12,500. Town of Mamaroneck Recreation Commission Meeting Minutes September 14, 2010 - Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 11.The Hommocks Pool is closed until approximately October 13th due to a window replacement project. Arrangements have been made during this time for those permit holders wishing to swim at the Rye YMCA at a reduced rate. 12.The annual maintenance to the Carpino-Steffens Fields was partially completed as scheduled on Friday, August 27th. The fields were seeded and fertilized, however due to equipment problems, the fields were aerated and top dressed on September 7th. This did not cause any delay in the opening on September 13th 13.Maintenance to the outdoor pools and surrounding area will be completed and they will be closed for the season. The training pool is in need of re-surfacing with marcite, which was last done in 2003, and will need to be re-tiled in the near future. Chairman Druker suggested the Ms. Fisher investigate using pebble aggregate instead of Marcite. This material is supposed to last longer than Marcite. 14.The tennis courts at Central School desperately need to be renovated. The estimated cost of$45,000 to $65,000 has been included in the 2011 budget as a capital project. In the past, repair costs have been split with the School District. However, they have expressed that they have no funds for this project. TENTATIVE 2011 BUDGET: Ms. Fisher informed the Commission that all departments were instructed to reduce their 2011 budgets by 5%. The staff has tried to abide by this mandate while not impacting the quality of programs and service. Some of the proposed changes include: General Recreation: • Eliminate all recreation trips. • Full time personnel cost should be reduced with the retirement of 2 staff members. • Eliminating 2 recreation attendants. • Another way to reduce expenses is by reducing and/or eliminating evening office hours. Hommocks Pool: • Reducing and/or changing hours of operation based on school invoice. • Eliminate early opening after camp has concluded. It is difficult to make reductions to this account, since it is unknown what the total payment will be due to the School District and how it is comprised. Hommocks Park Ice Rink: • Part-time personnel can be reduced by decreasing various part-time hours and reducing E.M.T.s during weekday public sessions. • Since the rink will be undergoing renovations within the next few years, unless something breaks we will not be spending a lot of money making upgrades to the facility at this time. Youth Programs: • Increase in salary lines to cover new programs. • Eliminate camp subsidy and increase fee by $30. • Eliminate camp snacks and one out of camp trip per age group. • Eliminate the Open Gym Program. • Eliminate 8 Junior Counselor positions. Town of Mamaroneck Recreation Commission Meeting Minutes September 14, 2010 - Page 3 TENTATIVE 2011 BUDGET CONTINUED: Adult Programs: • Tai Chi has been discontinued due to the instructor retiring. • Adding a $10 per session surcharge for non residents who participate in Zumba. Commissioner Paonessa is concerned that by eliminating all camp subsidies that the camp may be too costly for some families. Commissioner Plansky and Commissioner Siskind would like to see snack continued at camp. Ms. Fisher stated that this is the first draft of the budget and there probably will be additional changes. NOT ON THE AGENDA: Mr. Altieri explained to the Commission that since the closing of the Town Center on Tuesdays and Thursdays during the summer was so successful the Town was considering permanently closing the building on those evenings. He asked if the Commission would consider changing their meeting night to Monday or Wednesday or finding another place to meet. Commissioner Plansky is not available on Wednesdays. Ms. Fisher will attempt to secure another site for Commission meetings. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Commissioner Plansky, seconded by Commissioner Rainaldi, the meeting adjourned at 9:00 P.M.
