MEETING MINUTES
October 3, 2017

CALL TO ORDER:
The meeting held in the VFW Lodge, 1288 Boston Post Road was called to order at
7:15 P.M. by Commissioner Paonessa.
ACCEPTANCE OF MEETING MINUTES:
On a motion by Commissioner Paonessa, seconded by Commissioner Morello, the
Meeting Minutes of August 8, 2017 were unanimously approved as submitted.
SUPERINTENDENT'S UPDATE:
Ms. Fisher reported the following:
1. Thank you letters were received from Ms. Elizabeth Learoyd and Ms. Catherine
Tabora thanking the camp staff for all their hard work and for doing such a great
job with camp.
2. Fall registration began on August 21st. Several new programs are being offered
this season.
3. There will no longer be an attendant at the Memorial Park Tennis Courts after
October 1st. The courts will remain open without an attendant until the end of
October.
4. Registration for the first session of Skating School was held on September 25th
A new on-line registration option is now available for those wishing to enroll.
5. A copy of the October ice rink calendar is enclosed for your information.
6. All fall aquatic programs will begin the first week of October and are fully
enrolled.
Swim Lessons: 105
Dolphins: 41
7. Fall golf lessons began the week of September 18th with an enrollment of 32.
8. The pre-season Hockey Clinic began on September 19th with an enrollment of
24.
9. We hosted a Paint Night with Nando on September 29th

SUPERINTENDENT'S UPDATE CONTINUED:
11.All Kayaking and Paddle Boarding programs have finished for the season.
12.A copy of our new brochure for the Hommocks Park Ice Rink is enclosed for your
information. The brochure was generated this year in-house.
13.Our first ice rental was on Monday, August 21st and public skating sessions
began on October 1st
14.Our last Movie in the Park this season took place on September 8th with a
showing of Zootopia.
15.Our new Tai Chi program began on October 1st
16.A copy of our Fall Food Truck Festival flyer is enclosed for your information.
17.The Early Morning Swim Program currently has 13 enrolled in the fall session.
18.The annual maintenance to the fields was completed on August 29th by Landtek
and the fields re-opened for play on September 9th
19.We will be working with Groupon again this season on a discounted admission
coupon.
20.The outdoor pool facility has been completely closed up for the winter. The pool
lawn will be top dressed, aerated and re-seeded.
21.Rob Lunde and Mike Gibson have been busy with small improvements at the ice
rink. Renovations have been made to the elevated judge's box and a new
storage closet has been built for program supplies.
22.A proposal from Weston & Sampson is expected soon with regards to the
Hommocks Pool Feasibility Study.
23.The ice rink video surveillance system and sound system have been completed.
The cost of the sound system was $30,400.
24.The Mamaroneck School District Athletic Director, Bari Suman notified us that we
will no longer be allowed to "sublet" the pool to Badger for a fee. Badger shares
the pool with us on Mondays and Wednesdays from 6:00 — 8:00pm for a fee of
$125/hour. The district will reduce our hourly rate by 50% during these days and
times and Badger will be required to pay the school district directly.
25.An email was reviewed from Mr. David Samuelsohn regarding an alternate
arrangement for use of the pool for the Master's Swim Program. Apparently,
Dave has been speaking with Bari Suman, Mamaroneck School District Athletic
Director regarding booking pool time directly through the district. Bari Suman is
informing us that the Master's Club would be required to pay the school directly
for early morning pool time if this moves forward. This new arrangement will
have an impact on the sustainability of the Early Morning Swim Program. Ms.
Fisher will keep us updated on this matter.
26.Commissioner Susan Sigel presented her findings on the usage and current
condition of the Central School Tennis Courts. Commissioner Sigel stated that it
is very clear that the tennis courts are in a desperate need of renovations and
maintenance. Commissioner Sigel also stated that this is not a priority for the
district at this time. Commissioner Sigel has reached out to many departments in
the district and has not found a solution to renovating the courts.
Superintendent Fisher stated that she too would reach out to Athletic Director,
Bari Suman for additional information.
REQUEST FROM NEW YORK RAPTORS:
NY Raptors Special Hockey Club Treasurer, Anne Majsak submitted a letter of request
for a donation of ice time for their annual Thanksgiving Hockey Tournament to be held
on Saturday, November 25th. Ms. Fisher stated that MYHA has agreed to donate an
hour of ice time again this year. After further discussion, Commissioner Morello,
seconded by Commissioner Orans, made a motion to donate the balance of 1.5 hours
of ice time to the NY Raptors for this event. All in favor.

2018 RECREATION DEPARTMENT PROPOSED BUDGET:
REQUEST FROM MYHA:
MYHA President, Brendan Collins submitted a letter of request for a donation of ice time
for the Ninth Annual "Turkey Shoot-Out Thanksgiving Tournament" to be held on
Saturday, November 25th. After further discussion, Commissioner Plansky, seconded
by Commissioner Morello, made a motion to donate 2 hours of ice time to MYHA for this
event. All in favor.
Ms. Fisher reviewed the Proposed 2018 Recreation Department Budget.
EXPENSES:
General: Additional dollars have been added to hire a company to provide
background screening checks for all part-time and contractual
employees. We still hope to establish a kayak launch site at the
Hommocks Conservation area pending the outcome of the
feasibility study. Provide more opportunities for the full-time staff to
attend professional development conferences and seminars.
Pool: In 2018 we plan to create additional shade areas at the outdoor
pool complex. Pool expenses for 2018 have nominal changes. The
department plans on continuing to be aggressive with training and
recruiting for lifeguard positions.
Rink: There are plans to expand the existing Rink/Pool Concession
footprint. The focus in 2018 will be trying to increase attendance in
rink programs and attendance.
Youth: Slight salary increase in the pay scale for camp staff in order to stay
competitive. Additional dollars have been included to extend the
pre-school camps by an additional 1 hour and add an additional
specialist at the Hommocks Playground Camp. We are looking to
replace the existing tent structure during the summer with a new
shelter for rain and sun on the rink black top area. Purchase new
software program that will allow parents to complete camp
applications online.
Adult: No Major changes were made.
Memorial Park: Continue to provide 4 evening concerts and increase the number of
outdoor movies to 3. We have requested capital funds to replace
the shingles on the park hut that are original and in need of
replacement. We also plan to add lines for Pickle Ball on 1 of the
existing tennis courts.
REVENUE:
Adult: Increased by $5,000 due to new Tai Chi program and fee increases.
Youth: Increased by $70,000 due to additional programs planned,
increased enrollment numbers and fee increases.
Rink Concessions: Decreased by $4,000 due to a reduced rental rate for current
concession operator.
Pool Admissions: Increased by $15,000 due to annual permit rate increase.

Pool Programs: Increased by $5,000 due to increased participation.
Rink Admission: Decreased by $15,000 due to lower public skating attendance.
Rink Ice Rentals: Increased by $5,000 due to rate increase.
Hockey Program: Increased by $9,000 due to enrollment projections and slight fee
increase.
Swim Club: Increased by $2,000 due to ongoing growth in this program and fee
increases.
ADJOURNEMENT:
There being no further business to come before the Commission, on a motion by
Commissioner Paonessa, seconded by Commissioner Sigel, the meeting was
adjourned at 8:20 P.M.
