HomeMy WebLinkAbout2018_06_12 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES June 12, 2018 PRESENT: James Druker Robert Morello Nathalie Orans William Paonessa Terry Rainaldi Rita Plansky Susan Sigel ALSO PRESENT: Jill Fisher, Superintendent of Recreation Stephen Altieri, Town Administrator Jaine Elkind Eney, Town Board Liaison Rob Lunde, Hommocks Park Ice Rink Manager Vicky Laoutaris, Recreation Supervisor Eileen Puleo, Commission Secretary CALL TO ORDER: The meeting held in the Senior Center, 1288 Boston Post Road was called to order at 7:15 P.M. by Commissioner Rainaldi. ACCEPTANCE OF MEETING MINUTES: On a motion by Commissioner Rainaldi, seconded by Commissioner Paonessa, the Meeting Minutes of May 8, 2018 were unanimously approved. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. The Mamaroneck CO-OP and Flint Park Camps have submitted their request for usage of the Hommocks Pool Facility this summer and approval has been granted. 2. The Westchester Recreation and Park Society, Inc., Awards and Scholarship Committee has honored Jill Fisher with the Joseph E. Curtis Achievement Award, Vicky Laoutaris with the Dr. Sal J. Prezioso Professional Fellowship award and the Hommocks Park Ice Rink Winter Festival with the Matt Dolan Innovative Program Award and a grant for $500. Congratulations went out to all winners. 3. The 2018 Ice Breaker Tournament netted a total revenue of$17,930.79. This money has been deposited into the Hommocks Park Ice Rink Locker Room Trust Fund account. The new balance is $80,339.39. 4. Summer program registration is ongoing. Current registration numbers as of June 7th are as follows: Hommocks Playground - 441 Hommocks Extended Day - 101 Hommocks Breakfast Club - 147 Teen Travel Camp - 72 Pre School Camp - 79 Camp Monroe - 75 Swim Lessons - 43 Golf Lessons/Camp - 27/7 Swim Team - 107 Late Summer Sports Camp- 42 5. All camps will begin on Monday, July 2nd. Staff is being hired and trained for all of the various summer programs. 6. Due to inclement weather, the May 18th outdoor movie was cancelled and rescheduled for Friday, June 15th. We will be showing "The Nut Job 2". Town of Mamaroneck Recreation Commission Meeting Minutes June 12, 2018 - Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 7. The final session of skating school ended with 150 enrolled. 8. Spring Hockey will end on June 16th. 9. Golf Camp will begin on Monday, July 9th 10.A copy of the Rink's attendance numbers for the month of May is enclosed. 11.All aquatic programs will begin the week of June 25th 12.Our concerts in the park will begin on Monday, July 9th. 13.The Kayaking classes have 22 participants currently enrolled. 14.All Adult Tennis lessons will begin the week of July 2nd. 15.We have received $2,075 to date in Summer Concert sponsorships. Capital One Bank has informed us that they will no longer be donating $2,500 to sponsor an outdoor movie. 16.The summer session of Early Morning Swim will begin on June 18th. We are still waiting on the 2018 — 2019 fee structure for our pool usage. 17.The Carpino-Steffens Fields will be fertilized the week of June18th. 18.The fall/winter brochure has gone to the printer. Registration will begin Wednesday, August 22nd. 19.Summer pool hours go into effect on Saturday, June 16th 20.The last day of public skating is Sunday, June 17th. Rob and his staff will be installing the camp floor on June 20th. 21.Several projects at Memorial Park have taken place. New shingles have been replaced on the roof of the park hut. A new Pickleball court has been lined on one of the tennis courts. Photos are enclosed. 22. A meeting with Weston & Sampson will take place later this month to discuss the locker room/shower additions. 23.The new air conditioning system that was to be replaced in the Ice Rink lobby has been delayed until the end of the summer. This is a joint project with the Highway Department. WEDNESDAY EVENING OFFICE HOURS: Currently, the Recreation Department Office offers evening hours on the first and third Wednesday of each month from 6:00 — 8:00 pm. With many of our services now available online, we are suggesting as a cost saving measure to reduce our evening office hours to only include the first Wednesday of each month. On a motion by Commissioner Rainaldi, seconded by Commissioner Plansky, the commission unanimously approved to reduce Wednesday evening to once a month. All in favor. ICE RINK FEES: Rob Lunde, Ice Rink Manager proposed to increase all Ice Rink General Admission Fees by $.50 for the 2018 — 2019 season and to increase the ice rental rate by $10.00/hour from $490/hr. to $500/hr. It is expected that these combined increases will generate approximately $28,000 in additional revenue. The admission fee for High School games and skate rental fees will remain the same. After a brief discussion, on a motion by Chairman Druker, seconded by Commissioner Paonessa this request was unanimously approved. REQUEST FROM SANDY KORKATZIS, VILLAGE OF MAMARONECK: A letter of request was received from Mrs. Sandy Korkatzis, Village of Mamaroneck Superintendent of Recreation to utilize the Hommocks Pool for the Village of Mamaroneck Summer Day Camp for seven weeks this summer through August 17th After a brief discussion, on a motion by Chairman Druker, seconded by Commissioner Paonessa, this request for the additional one week was unanimously denied. The approved camp usage dates will be from July 2nd —August 10th Town of Mamaroneck Recreation Commission Meeting Minutes June 12, 2018 - Page 3 ICE TIME AVAILABLILITY AND ICE SCHEDULES: Rob Lunde, Ice Rink Manager met with Bari Suman, Mamaroneck School District and Brendan Collins, Mamaroneck Youth Hockey Association to review their requested ice times. Mr. Lunde proposed the following changes to the schedule which will help to generate additional revenue and accommodate the ice time requested from both user groups. • Reduction of one hour of Sunday public skating ending at 4:00 pm. This time will be purchased by MYHA. • Sunday's public session will begin at 11:30 am. • Saturday's public session will be ending at 4:00 pm through the entire season. This time will be purchased by MYHA. • Monday's Figure Skating schedule will be eliminated. MYHA will purchase this time. After much discussion, on a motion by Chairman Druker, Seconded by Commissioner Morello, the commission unanimously approved the new schedule. SLAP SHOT CAFÉ CONCESSION AGREEMENT: The current concession agreement with Slapshot Cafe' expires September 15, 2018. Slap Shot Café is currently contracted to pay a monthly rent of$2,416 during the rink season and $1,916 during the pool season. The new term for the proposed amendment to the concession agreement term is January 1, 2018 — September 15, 2021 with a fee structure as follows: July 1, 2018 — June 30, 2019 Monthly Expense — Rent $1,146 Utilities 250 Capital Equipment 230 Total $1,626 Total Annual Rent $19,512 July 1, 2019 — June 30, 2020 Monthly Expense — Rent $1,180 Utilities 250 Capital Equipment 230 Total $1,660 Total Annual Rent $19,920 July 1, 2020 — September 15, 2021 Monthly Expense — Rent $1,250 Utilities 250 Capital Equipment 230 Total $1,730 Total Rent 14.5 Months $25,085 Slap Shot Café would be required to make a monthly payment of$230 that would be used to reimburse the Town for capital improvements made to the kitchen equipment. This equipment purchased will be owned by the Town and remain with the Town at the end of the concession agreement. After much discussion, the Commission agreed to the above rental agreement. On a motion by Chairman Druker, seconded by Commissioner Plansky, the commission unanimously agreed to the proposal. Town of Mamaroneck Recreation Commission Meeting Minutes June 12, 2018 - Page 4 NEW BUSINESS: Chairman Druker announced that Commissioner Morello has resigned from the Recreation Commission and that this would be his last commission meeting. Dr. Morello has sold his practice and house and is re-locating out of the area. The Recreation Commission wishes him well and thanked him for his years of service. 2018-2019 FALL/WINTER PROGRAM FEES: On a motion by Commissioner Paonessa, seconded by Commissioner Orans, the following program fees were unanimously approved for the 2018 — 2019 fall/winter season.
