HomeMy WebLinkAbout2017_02_21 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES February 21 , 2017 PRESENT: James Druker, Chairman Dr. Robert Morello Rita Plansky Terry Rainaldi William Paonessa EXCUSED: Nathalie Orans Susan Sigel ALSO PRESENT: Jill Fisher, Superintendent of Recreation Steve Altieri, Town Administrator Jaine Elkind Eney, Town Board Liaison Vicky Laoutaris, Recreation Supervisor Jennifer Pollak, Recreation Supervisor CALL TO ORDER: The meeting held at the VFW was called to order at 7:16 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Rainaldi, the Meeting Minutes of December 13, 2017 were unanimously approved. PUBLIC DISCUSSION OF EARLY MORNING SWIM PROGRAM: Chairman Druker opened the meeting and welcomed the audience of 22 Early Morning Swim and Master's participants. Following introductions of the Recreation Commission and Town Representatives, Chairman Druker stated that no one was planning on cancelling the program but that we are here tonight to discuss the various options for getting the program to be at a self-sustainable level. A brief history of the program was provided as well as an explanation of how the Town was and is now being billed by the Mamaroneck School District for all pool usage. Chairman Druker stated that due to new detailed billing by the school district, an hourly pool rental rate of$171.55/hr. has been established. A Revenue to Expense Comparison using the established hourly rate showed that this program was operating at an annual deficit in excess of$30,000 for many years. Since the Town has a mandate that all Recreation programs be self-sustaining, additional revenue will be needed to cover the program expenses in order to continue to provide this program. The Town has managed to negotiate a small discount on the rental rate on days that it shares the pool with the High School swim team which will provide a savings of approximately $6,000. However, this still leaves a deficit of$24,000. The floor was open to audience members who expressed their concerns and the Commission addressed all questions and comments. Chairman Druker thanked all participants for their attendance and reiterated that the Recreation Commission will consider all suggestions and concerns raised at tonight's meeting. Chairman Druker stated that they will review various fee options and will make a fee recommendation at the March 14th meeting. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. Classes for Session 4 of Skating School began on February 14th. Current enrollment is at 314 and registration is on-going. 2. Enclosed is a copy of the February Hommocks Park Ice Rink Calendar of Events. SUPERINTENDENT'S UPDATE: 3. Enclosed for your review are the February 2017 Rink General Public Skating Admission Numbers. 4. Our winter programs are all underway. We are offering a Brick Kids program over the February recess for youth ages K— 3. We currently have 23 registered for this program. I would like to extend a thank you to Vicky Laoutaris who worked on President's Day to oversee this program. 5. We had an Adult and a Youth Paint Party on Friday, February 3rd with a total enrollment of 52. 6. Enclosed is a flyer regarding the upcoming 3rd Annual 5K Run and Lil' Bunny Hop scheduled for Sunday, April 23rd 7. The spring/summer brochure is out to all residents and is also available on our website. Resident registration begins Monday, March 6th. A copy of the brochure is also enclosed. We have been sending out additional publicity this year regarding the new online registration procedures. 8. We held our first Family Bingo Night on Friday, January 20th. We had 49 participants who had a great time. We are planning on offering this program again next year. 9. We are hosting our first Boot Scootin' Line Dancing Night on March 3rd. Program flyer enclosed. 10.We still do not know the location of this summer's Pre-School Camp site. The school district has not yet made any decisions on what elementary school they will make available for our use this summer. 11.We have had enough interest in the new youth Padi Seal Scuba Team that we are offering another session this winter. We have also added an Adult Scuba program to our summer offerings. 12.We currently have 8 enrolled in our Lifeguarding class and we already have a few registered for our March session. We are trying to be very aggressive with soliciting teens to sign up for this program. 13.We have been able to create a payment plan option for the Teen Travel Camp. Registrants for this program will be able to put down a 50% deposit at the time of registration via on-line or in person. A deadline will be established for the payment balance. 14.Enclosed is a copy of an email from Rosalind Cimino, IT Director outlining the 2017 time frame for IT projects for our recreation facilities. As you can see, there are several projects and upgrades that need to be completed prior to installing a video surveillance system and new sound system equipment at the ice rink. Once the Lightpath Fiber Optic installation is completed it will allow us to move forward with network and cabling upgrades that will be necessary to handle the remaining IT projects. In the meantime, we have gotten additional proposals that are included in your packet for the video surveillance and sound system. Thanks again to Jim Druker and Susie Sigel for their vendor recommendations. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Paonessa, the meeting was adjourned at 9:25 P.M.
