Altieri, Town Administrator Jaine Elkind Eney, Town Board Liaison Eileen Puleo, Commission Secretary CALL TO ORDER: The meeting held at the VFW Lodge was called to order at 7:15 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Rainaldi, the Meeting Minutes of February 21, 2017 were unanimously approved. REVIEW OF PROPOSED EARLY MORNING SWIM PROGRAM FEE SCHEDULE: Jill Fisher, Superintendent of Recreation welcomed the audience of five Early Morning Swim participants. The Commission reviewed three proposed fee narratives. Each fee narrative outlined the revenue to expense ratio. All proposed fees would cover the program expenses. The following fee options were presented: Option 1: The program fee is based on everyone paying the same fee. Overall program expenses are divided between 50 participants. This option includes a fee increase of$80/session and would be the easiest to administrate. The fee would be $240/session for the fall, winter and spring sessions and $220 for the summer. Option 2: Provides a slight discount of$30/session for residents. However, this just adds $30 more onto the non-residents fee. A fee increase of$70/session for residents and $100/session for Rye Neck/non- residents would be required. The Resident fee would be $230/session for the fall, winter and spring sessions and $210 for the summer. Non-residents would pay $260/session for the fall, winter and spring sessions and $240 for the summer. Option 3: This option allows for flexibility by the consumer. This option would allow participants to pick one of two options that might best suit their needs. Those that have or purchase either a yearly (12) month Individual or Family pool permit will pay a discounted program fee of$170/session for the fall/winter/spring sessions and $150 for the summer. Those that opt not to purchase a permit will pay the higher fee of$240/session for the fall, winter/spring session and $220 per summer. After further discussion of the various options and listening to feedback from the audience, the Commission selected and voted on Option 3. The Commission also voted to phase the increase in over two sessions beginning with this summer session. On a motion by Chairman Druker, seconded by Commissioner Rainaldi, Option 3 will be put into place. All in favor. Town of Mamaroneck Recreation Commission Meeting Minutes March 21, 2017 - Page 2 SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. Brochures were mailed out the week of February 22nd. Registration for Camp begins on Saturday, March 12th. All forms are available on the department website. 2. Registration for Session 5 of Skating School began on March 20th. 3. Tennis permit applications have been mailed out to all 2016 permit holders. 4. General admission attendance numbers for February 2016 and 2017 are enclosed for review. Attendance was down by 1,700 visitors compared to last year. 5. A copy of the March Hommocks Park Ice Rink calendar is enclosed for your information. 6. Winter programs are ending in March. Spring sessions are set to begin in April. 7. The Hommocks pool will be closed over the Spring Break for annual maintenance. Notifications have been posted. 8. Summer concert sponsorship letters have gone out. 9. A flyer for the Annual Ice Breaker Hockey Tournament is enclosed for your information. 10.To date, $20,500 has been received in Groupon payments. Last year at this time, we received $22,000. 11.Two High School Sectional Games were held at the rink on February 21st and 24th. Mamaroneck High School won both games. 12.Our 3rd Annual 5K Bunny Run and Lil' Bunny Run is scheduled to take place on Sunday, April 23, 2017. 13.A copy of the Spring Youth Hockey flier is enclosed for your information. Spring Hockey begins on April 1st. 14.House League Hockey concluded on March 18th. A new program evaluation is being sent out to all participants to provide us with additional feedback to plan for next year's program. 15.The current Teen Travel Camp numbers look good with 32 enrolled in Session 1 and 27 enrolled in Session 2. The maximum enrollment is 38 per session. Rye Neck and Non Resident registration for Teen Travel Camp will begin on Monday, March 27th 16.Maintenance on the fields was scheduled to take place the week of March 20th This work has been delayed due to poor field/weather conditions. 17.The Memorial Park Tennis Courts will open on April 1st weather permitting. Park Attendants will be on duty starting May 1st 18.We have been notified from the school district that we will be given Central School this summer for the site of our Pre-School Camp. 19.A meeting with Reichgott Engineering will take place on March 22nd regarding the kayak launch feasibility study. Additional updates will follow. 20.The bid for the CAT6 Cabling for the ice rink was awarded. It is anticipated that this work will be completed at the ice rink by the end of April. Town of Mamaroneck Recreation Commission Meeting Minutes March 21, 2017 - Page 3 FACILITY REQUEST FOR CARPINO-STEFFENS FIELDS: Facility requests for use of the Carpino-Steffens Fields were submitted from Ms. Bari Suman, Mamaroneck School District, Ms. Anita Babikian, Larchmont/Mamaroneck Football Clinic (formerly LJSL), Mr. Peter Bennett, Larchmont/Mamaroneck Youth Lacrosse and Mr. Matt Popoli, Westchester Soccer Club. Ms. Bari Suman has also requested use of the fields on three dates for the Boy's Lacrosse team. On a motion by Commissioner Rainaldi, seconded by Chairman Druker, the commission unanimously approved field usage for the three dates that were requested from Ms. Suman. All in favor. DISCOUNTED ICE RINK RENTAL RATES FOR SPRING 2017: Rob Lunde, Ice Rink Manager made a proposal to discount the spring ice rental fee from $460/hr. to $410/hr. for the month of April and $385/hr. for the months of May and June. This is a $10 increase on spring rates from last year. On a motion by Chairman Druker, seconded by Commissioner Rainaldi, the commission unanimously approved the discounted spring ice rental fees as recommended. All in favor. REQUEST FROM JENNIFER POLLAK, AQUATICS DIRECTOR: On behalf of the Town of Mamaroneck Swim Club, Jennifer Pollak, Aquatics Director has requested to host the Fourth Annual Invitational Swim Meet on Friday, July 14th at the Hommocks Pool. The event would have a starting time around 5:30 PM at the Hommocks Pool and would require closing down the main pool for public swimming at that time. The outdoor pools and lawn area would remain open to the public and patrons would be encouraged to watch the meet. Vendors will be on site and a BBQ will be held offering food for purchase for all pool patrons. Chairman Druker made a motion to approve this request, seconded by Commissioner Orans. All in favor. NEW BUSINESS: Stephen V. Altieri, Town Administrator provided a brief update on a meeting with Dr. Robert Shaps, Superintendent of Mamaroneck Schools regarding the Town of Mamaroneck consideration of the Town taking over operation of the Hommocks Pool. Dr. Shaps has stated that he is willing to consider this option and to share in the cost of hiring a pool consultant to conduct a study on the pool complex. More information will be provided in the future. NEW BUSINESS: A refund request was received from Mr. Patrick Maloney regarding the cancellation of his daughter's registration the Teen Travel Camp. The Commission was asked to make an exception on his behalf. The refund policy states that 10% be withheld on all refunds requested at least fourteen days in advance. The Commission unanimously agreed to consider amending this policy regarding Teen Travel in the future and unanimously agreed to grant his refund request and cap the administrative fee retained by the Town to $100.00. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Paonessa, the meeting adjourned at 8:30 P.M.
