HomeMy WebLinkAbout2018_10_09 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES October 9, 2018 PRESENT: James Druker, Chairman Nathalie Orans William Paonessa Rita Plansky Susan Sigel EXCUSED: Terry Rainaldi ALSO PRESENT: Jill Fisher, Superintendent of Recreation Stephen Altieri, Town Administrator Jaine Elkind Eney, Town Board Liaison Vicky Laoutaris, Recreation Supervisor Eileen Puleo, Commission Secretary CALL TO ORDER: The meeting held in the VFW Lodge, 1288 Boston Post Road was called to order at 7:15 P.M. by Commissioner Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Paonessa, the Meeting Minutes of August 7, 2018 were unanimously approved as amended. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. A thank you letter was received from Ms. Ah-Young Lee thanking the camp staff for all their hard work and for doing such a great job with camp. 2. Fall registration began on August 22nd. Several new programs are being offered this season. 3. The attendant at the Memorial Park Tennis Courts will be on site limited hours after October 1st. The courts will remain open until the end of October. 4. Registration for the first session of Skating School was held on September 17th. Current registration for Session 1 is at 120. Last year at this time enrollment was at 150. An Open House was held on Sunday, September 16th from 11:00 am — 1:00 pm to introduce our Skating School program. 5. A copy of the October ice rink calendar is enclosed for your information. Also enclosed are copies of current publicity materials and advertisements for the Hommocks Park Ice Rink. 6. All fall aquatic programs will begin the first week of October and are fully enrolled as follows: Swim Lessons: 101 Dolphins: 37 7. The pre-season Hockey Clinic began on September 18th with an enrollment of 25. Last year we had an enrollment of 24. 8. Fall tennis programs began the week of September 17th. 9. All Kayaking programs have finished for the season. All equipment has been stored for the winter. Town of Mamaroneck Recreation Commission Meeting Minutes October 9, 2018 - Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 10.A copy of our brochure for the Hommocks Park Ice Rink and a copy of "Hommocks Happenings" are enclosed for your information. These have been generated in-house. 11.We had a beautiful night for our last Movie in the Park this season with a showing of Toy Story which took place on September 7th. 12.A copy of our Fall Food Truck Festival flyer is enclosed for your information. We will be featuring 16 trucks this year. Last year we had 10 food trucks. 13.The Early Morning Swim Program currently has 23 enrolled in the fall session. Last year we had 18 enrolled. If this program is to continue in 2019 we are considering dividing up the year into three sessions fall/winter, winter/spring and spring/summer. 14.Copies of our upcoming Trivia Night and Ladies Bingo flyers are enclosed for your information. 15.A copy of the Teen Travel Camp surveys is enclosed for review. 16.The annual maintenance to the fields was completed on August 29th by Landtek and the fields re-opened for play on September 8th. 17.Rob Lunde and Mike Gibson have been busy locating and repairing a broken pipe at the outdoor pool. Once repairs are made the outdoor pool will be closed up for the winter. 18.New exterior signs have been installed at all Town of Mamaroneck facilities. The Hommocks Park Ice Rink sign has been replaced at the corner of Boston Post Road and Weaver Street. 19.On Wednesday, September 19th, the Town held a bid opening for the Hommocks Park Ice Rink Concession Expansion. Only 1 bid was submitted for $160,000 which is approximately $100,000 over our budget. This bid has been rejected. Plans will be made to make improvements to the concession within the existing footprint. 20.A copy of the proposed Hommocks Park Ice Rink locker room expansion plan by Mr. Daniel Tenney, Weston and Sampson Architect are enclosed for review. The proposed plan stays within the existing footprint of the building and has 6 locker rooms with access to showers and bathrooms. Ms. Fisher stated that the plan was also being submitted to the Town Board for review. Ms. Fisher will keep the Commission updated on this project. 21.Ms. Fisher has also been working with Weston and Sampson on the expansion of the outdoor pool complex. Weston and Sampson came up with (3) proposals which were enclosed for the Commission to review. The Commission expressed their preference in Proposal #2. Ms. Fisher hopes to have the estimated cost for the next meeting. 22.The bathrooms at Memorial Park will undergo some improvements this winter with the addition of new restroom stalls, sinks, toilets and urinals. REQUEST FROM MYHA: MYHA President, Brendan Collins submitted a letter of request for a donation of ice time for the Annual "Turkey Shoot-Out Thanksgiving Tournament" to be held on Saturday, November 24th. After further discussion, Chairman Druker, seconded by Commissioner Plansky, made a motion to donate 3 hours of ice time to MYHA for this event. All in favor. Town of Mamaroneck Recreation Commission Meeting Minutes October 9, 2018 - Page 3 2019 RECREATION DEPARTMENT PROPOSED BUDGET: Ms. Fisher reviewed the Proposed 2019 Recreation Department Budget. EXPENSES: General: Increased by $7,000 which will cover full-time salary increases, repairs to the rubber playground surface at the Richbell Road Playground and new office furniture. We will need to upgrade our current credit card processing system and the registration software in 2019 however; this expense will come out of the IT. Department budget. Pool: Increased by $8,000 which will help cover increases in the lifeguard salary schedule, an increase in operating expenses, the replacement of 1 exterior shade awning and maintenance work on the mushroom pool. Rink: Increased by $25,000 which will cover a stipend that has been approved for Rob Lunde, Rink Manager, additional hours worked by the hockey coaches and a new full-time employee for the rink. Youth: Increased by $22,000 which will cover reimbursements for contractual youth programming, special event supplies and camp expenses. Adult: Increased by $2,400 to help cover additional operating and program expenses. Memorial Park: Increased by $700 to help cover costs associated with planned restroom improvements at the park. REVENUE: Adult: Decreased by $16,000 to reflect the decline in our recreation participation. Youth: Increased by $65,000 due to additional programs planned, increased enrollment numbers and fee increases. Hommocks Fields: Decreased by $1000 due to anticipated lower expenses. Rink Concessions: Decreased by $9,000 due to a reduced rental rate for current Concession operator. Community Room: No change Pool Admissions: Decreased by $5,000 due to no longer being allowed to sublet pool time to other user groups. Pool Programs: No change. Rink Admission: Increased by $5,000 due to fee increase. Rink Ice Rentals: Increased by $5,000 due to rate increase. Town of Mamaroneck Recreation Commission Meeting Minutes October 9, 2018 - Page 4 2019 RECREATION DEPARTMENT PROPOSED BUDGET CONTINUED: Hockey Program: Increased by $5,000 due to enrollment projections and slight fee increase to cover additional ice time. Skating School: Decreased by $5,000 to reflect to decline in enrollment numbers. Swim Club: Increased by $5,000 due to ongoing growth in this program and fee increases. ADJOURNEMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Paonessa, the meeting was adjourned at 8:40 P.M.
