The meeting was called to order by Supervisor
Burton at 10:30 P. M.
Present:
Supervisor Burton
Justices Collins, Howell and Leeds

The minutes of the meetings of February 23, March 8,
9, 18, 23, April 6 and 19 were read., and upon motion
approved.
A communication from the Westchester County Park
Commission was received and read, requesting that parcels
which it had acquired and upon *Which back taxes are due, be
kept from publication in the "tax Sale" list . The commun-
ication was ordered noted in the minutes, placed on file,
and the matter referred to the Supervisor.
The matter of the publication of the "tax sale"
list was then taken un and after discussion, it was, upon
motion, duly seconded and upon roll call
RESOLVEID; that the publication of the
"tax sale" list be published in the
Mamaroneck Daily Times, in the manner
as prescribed by law.
Upon the recommendation of Counsel, the following
resolution was presented, and upon roll call, unanimously
adopted.
=?.ETAS , Harriett I . Moseley, who is the
owner of lots 14 and 15, in Block 15, 800tion
2, has erroneously paid the taxes on said
property for the year 1921 twice, to-wit,
on .gnril 15, 1922, and again on April 20,
1927, said duplicate payment being in the
scam of $4.68; and
=REAS, receipted tax bills showing such
duplicate payment have been presented to
the Receiver of Taxes and he has recoimnend.ed
that a refund be made:
THEREFORE, BF IT RESOLVED, that the Sup-
ervisor be- and he hereby is authorized,
-- empowered and directed, upon presentation
of proper claim therefor, to refund to
Harriett I Moseley the sum of x'4.68, being
a duplicate payment made by her on April
20, 1927, for the taxes for the year 1920
on Lots 14 and 15, in Block 15, Section 2,
on the assessment map of the Town of
Mamaroneck,

The Supervisor presented the following resolutions
and asked for their adoption:
REAS, this Board has received from
the Receiver of Taxes of this Town,
a statement under the provisions of
Section 28 of Westchester County Tax
Act, from which it appears that on
- April 1, 1927, the sum of .$14,956.31
was outstanding and unpaid for School
Taxes �,ihich were levied on September
1, 1925; and
REAS, the Supervisor has requested
this Board to authorize the issuance
and sale of one or more temporary
certificates of indebtedness not
exceeding, in the aggregate, the said
sum of $14,956.31, being the amount
reported by said Receiver of Taxes to
be uncollected and outstanding on
April 1, 1927, as aforesaid;
A7OW, THEREFORE , be it
RrSOLV4D, that pursuant to the provisions
of the Westchester County Tax Act, the
Supervisor be, and he hereby is author-
ized and empowered to borrow upon the
faith and credit of the Town of Mamaroneck
the said sure of $14,956.31 for which
sum he shall issue in the name and under
the seal of said Town against uncollected
School Taxes levied on September 1,
1925, against the taxable property within
Union Free School District , Number 1.
One or more certificates of indebtedness,
each in such denomination as the Supervisor
may determine, not exceeding, in the aggregate,
the said sum of $14,956.31, which shall
bear interest at a rate of not more than
6% per annum and shall be made payable
at such time as the Supervisor may
determine, but not later than July 1, 1928 .
Said certificates of indebtedness shall
be signed by the Supervisor and counter-
signed by the Town Clerk; and it is further
RESOy MD , that the Supervisor be, and lie
hereby is authorized and empowered to dis-
pose of said certificates of indebtedness
for not less than the par value thereof;
and it is further
RESOLVED, that the Supervisor and Town
Clerk be, and they hereby are authorized
and. empowered to sign and execute such
papers as may be necessary to effect the
sale of said certificates .
Upon the vote being taken upon the fore-
going resolutions, the same were declared
unanimously adopted by the following vote:

W=REAS, this Board has received from the
Receiver of Taxes of this Town a statement
under the provisions of Section 28 of the

Westchester County Tax Act, from which
it appears that on April 1, 1927, the
sum of $8, 802.47 in State, County, Town
and District Taxes which were levied on
April 1, 1925, was still outstanding
and unpaid; and
WHEREAS , the Supervisor has requested
this Board to authorize the issuance
and sale of one or more temporary
certificates of indebtedness not
exceeding, in the aggregate, the sum
of $8,802.47, being the amount reported
by said deceiver of Taxes to be un-
collected and outstanding on April 1, 1927,
as aforesaid,
NOW, THEPE ORE , be it
RESOLVED , that }pursuant to the provisions
of the Westchester County Tax Act, the
Supervisor be, and he hereby is authorized
and empowered to borrow upon the faith
and credit of the Town of Mamaroneck, the
said sum of $8,802.47, for which sum he
shall issue in the name of and under seal
of said Town against uncollected State,
County, Town. and District taxes levied
on April 1, 1925 against the taxable
property within said Town of° Mamaroneck.
One or more certificates of indebtedness,
each in such denomination as the Supervisor
may determine, not exceeding, in the aggregate,
the said sum of $8,802.47, which shall
bear interest at a rate of not more than
6% per annum and shall be payable at such
time as the Supervisor may determine, but
not later than Tuly 1, 1928. Said certif-
icates of indebtedness shall be signed
by the Supervisor, and countersigned by
the Town Clerk; and it is further
RESOLVED, that the Supervisor be, and he
hereby is authorized and empowered to dis-
pose of said .certificates of indebtedness
for not less than the nar value thereof; ,
and it is further
E SOLVED, that the Supervisor and Town
Clerk be, and they hereby are authorized
and empowered to sign and execute such
papers as may be necessary to effedt the
sale of said certificates.
Upon a vote being taken upon the foregoing resolu-
tions, the same were declared unanimously adopted by the
following vote:

A communication from the Larchmont Gardens Associa-
tion was received and read, that the Town Board take up the
question of erecting a suitable building to house the
executive offices in the vicinity of the Town Park. The
communication was ordered noted in the minutes, placed on
file for further consideration.

A communication from the Howell Park Association
was received and read, that the Town. Board take up the
question of erecting a suitable building to house the
- executive offices in the neighborhood of the Town Park. The
communication was ordered noted in the minutes, and placed on
file for further consideration.
A communication was received from the Chatsworth
Association, requesting the furnishing of copies of Town
Ordinances . The communication was ordered noted in the
minutes, rlaced on file, and the matter referred to counsel
for his attention.
The Clerk presented a letter from the Board of
Assessors advising the Board that certain alterations should
be made in the assessment maps, due to the large number of
transfers in property and divisions in parcels since the
original assessment map was made and certain additional
maps which would be necessary, due to the settlement of the
boundary line dispute with the City of -New Rochelle.
Upon motion, duly seconded, it was
RESOLVED , that the Supervisor be, and
he hereby is authorized and empowered
to arrange for the preparation and for
amendment and bringing down to date of
the assessment maps of the Town of
Mamaroneck, at a price, and upon terms
within his discretion.
The Cleric presented a letter from Mr. Santo Lanza,
Receiver of Taxes, advising the Board of the resignation of
Mrs. Jennie Griffen as Deputy Receiver of Taxes, effective
April 30, 1927.
Upon motion, duly sedrAnded, it was
RESOLVED, that the resignation of
Mrs. Jennie Griffen as Deputy Receiver
of Taxes be accepted, with regret .
The Clerk presented a letter from Mr. Santo Lanza,
requesting the appointment of Mr. George Johnson as Deputy
Receiver of Taxes, to fill the vacancy created by the
resignation of Mrs. Jennie Griffen.
Upon motion, duly seconded, it was
RESOLVED, that this Board approves
of the appointment of Mr. George
Johnson as Deputy Receiver of Taxes;
— same to take effect as of May 1, 1927
BE IT -FURTHER RESOLVED, that the Receiver
of Taxes require of fir. George Johnson a
surety bond in a suitable amount, as such
Deputy Receiver of Taxes.
The Clerk presented a letter from the Building
Commission, requesting the appointment of Mrs . Ii. T.
McGivney as Secretary to the Building Commission.
Upon motion, duly seconded, it was

RESOLVED, that Mrs. H. T. McGivney be
appointed Secretary to the Building
Commission, effective March 28, 1927,
at a salary of $3.00 per meeting.
- RESOLVED , that the following resolution;:
heretofore adopted by this Board on
April 19, 1927, be, and it hereby is
readopted and approved.
RESOLVED, that the Town Board of the
Town. of Mamaroneck hereby approve the
preliminary plan and estimates, dated
April 12, 1927, for a water supply system
for Westchester Joint later Works, Number
1, whereby the Town of Mamaroneck is
requested to appropriate the sum of
THREE HUNDRED SIXTY-ONE THOUSAND, THREE
HUNDRED AND SFVFNTY ( $361, 370) Dollars,
together with an additional sum for
extensions to the distribution system
made within the Town of Mamaroneck since
June 28 1926, of which sum, TWO HUNDRED
AND FORTY THOUSAND, SEVEN HUNDRED AND
SEVENTY ( $240, 770) DOLLARS shall be its
contribution towards the central
supply system, and additions thereto ,
and ONE HUNDRED AND T'!E.ITTY THOUSAND,
SIX HUNDRED (%20, 600) DOLLA_RS,the purchase
Brice of that portion of the distribution system
now owned by the NEW YORK INTER URBAI7
WATER COMPANY WHICH IS WITHIN THIS TOWN.
The question being taken upon the foregoing
resolution, the same was upon roll call, unanimously
adopted.
Upon the application of the Supervisor of the Town
of Mamaroneck,
RESOLVED, that a special town meeting
be held on May 27, 1927, for the sub-
mission of the two propositions stated
in the notice hereinafter set forth to
be submitted at said special town meeting
under, and pursuant to the provisions
of Laww 1927, Chapter 654.
FURTHER RESOLVED, that the hour of sun-
rise be, and it hereby is designated
as the time of the opening of the polls
for said election and the hour of sun-
set be, and it hereby is designated as
the closing of the polls thereof,
FURTHER RESOLVED, that Weaver Street
Fite Fouse, located at the corner of
leaver Street and Edgewood Avenue in
the Town of Mamaroneck, be, and it is
hereby designated and fixed as the
polling place for the holding of said
special Town. meeting.
FURTHER RESOLVED, that the Town Clerk
be, and he hereby is directed to cause
to be published in THE DAILY TI3,010, and
THE LARCH1,501T TIMES, the only two news-
papers published in the Town of Mamaroneck
on the 12th and 19th days of Tway 1927, and
also to post

conspicuously in at least four of
the most public places in the Town
of Mamaroneck, on, or before May 6, 1927,
a printed copy of the following notices
of said special torn meeting, to wit,
NOTICE OF SPECIAL TOW MEETING OF A1,D FOR THE
TOWN OF MAMA_RONECK.
Notice is HEREBY GIVEN that, upon the application
of the Supervisor, and pursuant to a resolution adopted by
the Torn Board of the Town of Mamaroneck, on the 4th day
of May 1927, a special town meeting will be held on May 27,
1927, for the adoption of the following propositions submited
under and pursuant to Laws 1927, Chapter 6,54.
PROPOSIITIOT NO . 1 .
"Shall the Town of Mamaroneck be authorized to issue
Water Bonds in the amount of TWO HUNDRED AND FORTY THOUSAND
( .$240, 000 ) DOLLARS , for the purpose of defraying its propor-
tionate share of the cost of acquiring the water works
System now owned by the New York Inter Urban ?Water Compay
by the Westchester Joint water Works, Not 1, and for the
additions, betterments, and improvements thereto ; such
bonds to be in the denomination of $1,000 each, payable
SIX THOUSAND ( AP6,000) DOLLARS two years from the date of such
bonds, and SIX THOUSAND ( $6,000 ) DOLLARS payable each year
thereafter up and to and including the year 1961, and
SEVEN THOUSAND ( $7, 000) DOLLARS, payable each year thereafter
_ up to and including the year 1967, bearing interest at a
rate not exceeding six percentum per annum, payable semi-
annually, and shall there be levied, assessed and collected
- annually upon the taxable property of said Town a sum suffic-
ient to pay the principal and interest of said bonds as the
same respectively become due and payable?"

"Shall the Town of Mamaroneck be authorized to issue
Water Bonds in the amount of ONE HUNDRED AND FIFTY-SIX
THOUSAND ( $156, 000) DOLLARS, for the purpose of purchasing
the water distribution system in said Town now owned by the
New York Inter Urban :Water Company; said bonds to be in the
denomination of ONE THOUSAND ( 21, 000 ) DOLLARS, each, payable
FOUR THOUSAND ( .$4, 000) DOLLARS two years from the date of
such bonds and FOUR THOUSAND ($4, 000) DOLLARS payable each
year thereafter up to and including the year 1967, bearing
interest at a rate not exceeding six per centum per annum,
payable semi-annually, and shall there be levied, assessed and
collected annually upon the taxable property of said Town a.
sum sufficient to pay the - incipal and interest of said
bonds as the same respectively become due and payable?"
Polls will. be opened at the hour of sunrise, and
closed at the hour of sunset .
The polling place designated and fixed by the Town
Board, at which said special town election will be held is as
follows:-

located at the corner of Weaver
Street and Edgewood Avenue, in the
Town of Mamaroneck.
