MINUTES OF THE REGULAR MEETING OF THE TOWN BOARD AND
THE BOARD OF FIRE COMMISSIONERS OF THE TOWN OF
MAMARONECK, HELD ON WEDNESDAY, JUNE 15, 1994 AT 8:15
PM IN THE COURT ROOM OF THE TOWN CENTER, 740 W BOSTON
POST ROAD, MAMARONECK, NEW YORK.
CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Price at 7:00 PM.,
at which time on motion duly made and seconded, the meeting was unanimously declared
adjourned into Executive Session in Conference Room A to discuss the personnel matters.
They then opened the Work Session to discuss garbage and rubbish collection. The Work
Session was declared adjourned with no actions taken at 8:25 PM.
RECONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Price at 8:30 PM.
Present were the following members of the Board:

CALL TO ATTENTION
Supervisor Price panted out to those assembled the locations of exits as required by law for
public gatherings.
Councilman Weprin came in from Albany.
PUBLIC HEARING - Request for Easement- NYNEX
The hearing was opened at 8:30 PM, on motion of Councilwoman O'Flinn, seconded by
Councilman Ryan.
The Supervisor explained that the Board had previously held two public hearings on this
matter,and we have asked NYNEX to provide the Town with rock borings and an
environmental assessment form, which has been given to us.
She then asked if anyone wished to speak in favor of this proposal.
Mr. Bill Strecker, a representative here on behalf of NYNEX and an Engineer, said that NYNEX
had complied with the requests of the Town to have the borings done, and they have

prepared the environmental assessment form and wanted to reassure everyone that this type
of project is no threat as it is not a source of RF signals nor are there magnetic fields. This
project would put fiber optics in a vault below ground and is powered by an electronic system
equal to a 120 volt system. He said that special instruments were used to measure fields and
it was barely detectable. The purpose of fiber optics is to make wiring more reliable, faster
and cheaper, which fiber optics accomplishes through the speed of its pulse rate, it also
handles more in less space. He added that it was the first environmental vault in
Westchester.
Councilman Ryan asked if he could see a schematic that showed the underground box and
the junction. He did not have one with him but would send it.
Mr Deutschman, another representative from NYNEX, said that it is the first vault in
Westchester, but that there were over 80 installations on Long Island.
Ernie Odierna, said that this type of wiring has less radiation than a toaster and fiber optics
are essential to communications. Definitely in favor.
Rosalynn Toby, said that she lived a few yards away from the proposed vault and was
concerned about flooding, since when it rains heavily, her sump pump has to work overtime.
Mr. Strecker replied that the vaults are water tight, approximately seven feet by ten, and won't
disrupt the present ecology, and that Shimon Gitlitz had looked over the project and did not
voice any concerns about runoff.
Ms. Toby said that it could cause more water to drain onto her property.
Councilman Ryan assured her the water issue would be looked into, since the Board also
want to make sure the flooding situation doesn't get worse.
Supervisor Price agreed that water drainage would have to assessed before the Board could
move forward.
Alan Mason, said that the area does flood. The Town had put in an additional drainage pipe
which has helped, and if the vault added drainage in its plan, it might help. He added that
Shimon had not been with the Town long enough to know the problems we have run into with
flooding.
Fred Baron, a Murray Avenue resident, said that he walks in that area. The site lays four feet
below the water table and it will aim straight for the Toby home. If NYNEX added better
drainage, he would then have no objection.
Councilwoman O'Flinn asked if the existing trees would be left standing and was told they
would not have to be touched.
The Supervisor said that there are more questions which will need answering, flooding, soil
erosion, plantings, protection of trees, etc. She suggested that the Board hold a special work
session in June to work out these issues. She asked how long it would take NYNEX to get
answers to some of these questions, and was told they could be read in a few days.
The hearing on motion duly made and seconded was adjourned.

Commissioner O'Keeffe presented fire claims for authorization of payment and on his motion,
seconded by Commissioner Ryan, it was unanimously,

One of the claims for Tartaglione Consultants in the amount of $16,000.00 that was
included under Capital Fund was removed until a question could be answered regarding
the bill. Therefore the total for Capital was reduced from $29,365.84 to $13,365.84, and the
grand total was reduced from $39,117.60 to $23,117.60.
2. Ratification of Agreement-

The Administrator explained that this is the agreement with the paid firefighter that had been
approved by their membership. The agreement was for three years and provided a salary
increase of 3%the first year, 4% in the second, and 4.25%for the third. He recommended
that the Board approved it.
On motion of Councilwoman O'Keeffe, seconded by Councilman Ryan, it was unanimously,
RESOLVED, that the Town Board does hereby approved
the Firefighter Agreement for three years, which provides
for a salary increase of 3%the first year, 4% in the
second, and 4.25% in the final year of the contract.
The Supervisor and the Board members all thanked him for negotiating a good agreement.
3. Authorization - Firehouse Project - Demolition Contract -Weaver Street Firehouse
Mr. Altieri said as you will remember, at the last Board meeting, authorization was granted to
proceed with a contract with Tran Camp Corporation for the demolition of the Weaver Street
Firehouse. Upon notification of award of contract, Tran Camp advised the Town that they
were unable to provide the level of insurance as required in the bid specifications for the
price bid for the project. They advised the Town that there would be an additional cost of
$10,000 for the insurance coverage as required in the bid specifications. The request for
additional monies for the required insurance coverage was not acceptable to the Town since
the insurance requirements were clearly set forth in the bid specifications. In order that the
project may proceed, however, we have researched the second low bidder, SRN Contracting
Corporation of the Bronx, New York. The SRN Contracting Corporation submitted a total bid
of$65,100 for Contract TA-94-1. This amount is $1,287 higher than the bid of Tran Camp.
The construction manager has spoken with the SRN Corporation and they have provided a
certificate of insurance verifying their ability to meet the contract insurance requirements.
Therefore we are recommending that Contract TA-94-1 be awarded to the lowest responsible
bidder meeting the Town's specifications, SRN Contracting Corporation.
On motion of Councilwoman O'Flinn, seconded by Councilman Rya, it was unanimously,
RESOLVED, that the Town Board does hereby rescind the
contract awarded to Tran Camp, who are unable to fill the
specifications as outlined in the bid documents; and
BE IT FURTHER,
RESOLVED, that the Town Board does hereby award the
contract TA-94-1 for the demolition of the firehouse to
SRN Corporation, who bid $65,100; and
BE IT FURTHER,
RESOLVED, that the Town Administrator is hereby
authorized to execute said contract on behalf of the
Town; and .
BE IT FURTHER,
RESOLVED, that the Town Administrator is also
authorized to collect from Tran Camp, $1,287 the
difference between the two contracts.
Fire chief spoke about the fire at the school and that it could have been dangerous, there
was a delay when the alarm company called the school to asking if the alarm was real or
just another false alarm. He said the policy is set by the school, but thought it should be
thought out more thoroughly. The fire was small, contained within one room, but it could
have been worse.

The Supervisor said that she knew that the school was outlining a policy, and sending a
communication to the alarm company informing them of the change which should help
ensure safety.
There being no further business to come before the Commission, on motion of Councilman
Ryan, seconded by Councilwoman O'Flinn, the Commission unanimously adjourned and
reconvened the Regular Meeting.
Added Item
Set Date for Public Hearing - Country Club Properties
Supervisor Price said that the public hearing on the rezoning of the Country Club properties
was ready to be scheduled and suggested that the date be set for June 30.
Thereafter, on motion of Councilman Ryan, seconded by Councilman Weprin, it was
unanimously,
RESOLVED, that the Town Board does hereby set the date for
Public Hearing on the Rezoning of the Country Club properties
for June 30, 1994 at 8:15 PM at the Town Center; and
BE IT FURTHER,
RESOLVED, that the Town Clerk be and hereby is authorized
to publish the legal notice of Public Hearings in an official
newspaper of the Town
SUPERVISOR REPORTS
She updated everyone on the progress being made on the firehouse and also on the
Hommocks Park Apartments. There was then a long discussion regarding both matters.
AFFAIRS OF THE TOWN
1. Appointments - Board of Assessment Review
On motion of Councilman Weprin, second by Councilwoman O'Keeffe, it was unanimously,
RESOLVED, that the Town Board does here by appoint Helen
Jennings to an unexpired term ending September 1996, and
effective immediately.
2. Resolution- Sale of Serial Bonds
There was no paperwork, but Mr. Altieri said that this authorization would allow him to having
bonding counsel prepare the necessary documents for the sale of serial bonds.
On motion Councilwoman O'Flinn, seconded by Councilman Ryan, it was unanimously,

RESOLVED, that the Town Board does hereby authorize
the Town Administrator to have the documents prepared
for the sale of serial bonds.
3. Ambulance district fees
Councilman Ryan said that the Ambulance District Committee had met June 9 to discuss
recommendations they wanted to make to the Town Board regarding fees for ambulance
service. He said they recommended a base fee of$225, with additional charges for Advance
Life Support at$100, oxygen fees would be $20 and mileage at $7.50 per mile. He said they
had reviewed many private and public ambulance company fees to set a fair rate. In
response to a question, he said that this is the fee that is charged to the insurance
companies, should a person not have insurance they would not be charged.
Then on his motion, seconded by Councilman Weprin, it was unanimously
RESOLVED, that the Town Board does hereby set the fees
for Ambulance Service as recommended by the
Ambulance district Board as follows:
Base Fee $225.00
Advance Life Support Surcharge 100.00
Oxygen Fee 40.00
Mileage 7.50
(per transported mile)
4. Authorization - Sarah Neuman Nursing Home

On motion Councilwoman O'Flinn, seconded by Councilman Ryan, it was unanimously,
RESOLVED, that the Town Board does hereby approved the
salary of Lillian Sten, to work as a part-time clerk-receptionist
in the Supervisor/administrator's office at the rate of$9 per
hour effective June 20, 1994.
Conservation Department
On motion Councilwoman O'Flinn, seconded by Councilwoman O'Keeffe, it was unanimously,
RESOLVED, that the Town Board does hereby approved the
salary of Regina Partridge, to work as a part-time typist, in the

Conservation Office, including preparing minutes for CAC
and CZMZ, at an hourly rate of$10 effective June 8, 1994.
Ambulance District
A salary authorization was requested to hire the following people as part time paramedics for
the Town of Mamaroneck Ambulance District. The salary authorization will be effective July
1, 1994. The rate of pay is 15.00 per hour.
On motion Councilwoman O'Flinn, seconded by Councilman Ryan, it was unanimously,
I RESOLVED, that the Town Board of the Town of Mamaroneck
does hereby authorize the payment of salaries for the
Ambulance District at an hourly rate of$15, effective July 1,
1994, as follows:

Monsignor George Bardes
11 UMEREAS, Monsignor George Bardes was ordained as priest of the New
York Archdiocese in 1944; and 1/
I WHEREAS, In 1948 he was assigned to his first pastoral duties at
the parish of St. John the Evangelist in White Plains.
While at St. John's, Father Bardes was elevated to the 11
11 rank of Monsignor and appointed pastor a position he held
until 1970; and
11
UMEREAS, from 1970 to 1981 he was pastor of the parish of Sts.
John and Paul in Larchmont a charge he executed with the 1/
li tact and tenderness and warm cordiality for which he was
known; and 11
11 WHEREAS, following his years at Sts. John & Paul he was appointed 11
pastor of the parish of St. Thomas More in New York
City. ,
