Salary Authorizations -Recreation -Highway Department PROCLAMATION—Arbor Day Tree City USA Next regularly scheduled meetings -May 18, 1994 - June 1, 1994 MINUTES OF THE REGULAR MEETING OF THE TOWN BOARD AND THE BOARD OF FIRE COMMISSIONER OF THE TOWN Of MAMARONECK, HELD ON MAY 4, 1994 AT 8:15 PM IN THE COURT ROOM OF THE TOWN CENTER, 740 W BOSTON POST ROAD, MAMARONECK, NEW YORK. CONVENE REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Pri ce at 7:00 p.m., at which time on motion duly made and seconded, the meeting was unanimously declared adjourned into Executive Session in Conference Room A to discuss personnel matters and certiorari. The Executive Session, on motion duly made and seconded, was unanimously declared adjourned at 8:30 PM with no official action being taken. RECONVENE REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Price at 8:35 PM. Present were the following members of the Board: Supervisor: Elaine Price Councilwoman: Kathleen Tracy O'Flinn Councilman: Paul A. Ryan Councilwoman: Valerie M. O'Keeffe Councilman: Barry Weprin Also present were: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator Steven M. Silverberg, Town Counsel CALL TO ATTENTION Supervisor Price pointed out to those assembled the locations of exits as required by law for public gatherings. PUBLIC HEARING - No Parking Here to Corner Edgewater Place & Dillon Road On motion of Councilman Ryan, seconded by Councilwoman O'Keeffe, the hearing was opened. The Supervisor asked if anyone wished to speak in favor or against the proposed amendment. As no one came forward, she asked if Mr. Altieri would explain the proposed amendment. He explained that the Traffic Committee was recommending this change based on requests they had received from residents in that area who said that as anyone neared the corner of Dillon and Edgewater its hard to see because of parked cars. The Traffic Committee is therefore advocating the prohibition of parking on the north side of Dillon Road. After a brief discussion, on motion duly made and seconded the public hearing was declared adjourned. On motion of Councilman Ryan, seconded by Councilwoman O'Flinn, it was unanimously, RESOLVED, that this Board does hereby approve the following amendment to the parking ordinances: LOCAL LAW NO. 4-1994 NO PARKING HERE TO CORNER DILLON ROAD Section 1. The purpose of this local law is to regulate parking at the intersection of Dillon Road and Edgewater Place. Section 2. Parking Parking shall hereafter be prohibited at the following location: a) On the north side of Dillon Road at its intersection with Edgewater Place from the corner of Edgewater Place to a point thirty (30)feet east of Edgewater Place. Section 3. Signs to be Erected Appropriate signs shall be erected on Dillon Road designating the area described in section 2 as a "No Parking Here to corner" area Section 4. Effective Date This local law shall take effect immediately. BOARD OF FIRE COMMISSIONERS The meeting was called to order by Commissioner Price at 8:55 PM in the Court Room. O'Keeffe Commissioner: Barry Weprin 1. Fire House Renovation Update Mr. Altieri explained that he had received from the construction manager, Tartaglione Consultants, the news that the project would be put out to bid in the beginning of June, which he added was close to our schedule. The Board than held a discussion an investigation procedures for the asbestos problem. Supervisor Price then said that she believed that the specifications for demolition of the Firehouse were ready and would be sent out with a expected return date of May 31st. She added that there appeared to be interest amongst contractors for this job, as the construction manager was being asked about it constantly. There being no further business to come before this commission, on notion duly made seconded the meeting adjourned at 9:11 PM. WRITTEN COMMUNICATIONS ORAL COMMUNICATIONS There were no communications. AFFAIRS OF THE TOWN 1. Appointments - Budget Advisory Committee - Beautification Committee -Conservation Advisory Committee 3 The Supervisor requested the Board members make the necessary motion for the appointment to the Budget Advisory Committee. Councilwoman O'Keeffe said that it was with great pleasure that she move to appoint Geoffrey Young as a member of the Budget Advisory Committee, seconded by Councilwoman O'Flinn, it was unanimously, RESOLVED, that the Town Board does hereby appoint Geoffrey Young, 5 Guion Lane, Village* of Larchmont, as a member r of the Budget Advisory Committee* effective immediately, with the term expiring April 1996. Beautification Committee Councilwoman O'Flinn offered the name of Sue Ellen Commender, who she said was very interested in serving on the Beautification Committee. She added that Ms. Commender was enrolled in programs in landscape design as well as ornamental plant identification. On motion of Councilwoman O'Flinn, seconded by Councilman Ryan, it was unanimously, RESOLVED, that the Town Board does hereby appoint Sue Ellen Commender, 2 Dante Street, Town of Mamaroneck , as a member of the Beautification Committee effective immediately. Conservation Advisory Commission On motion of Supervisor Price, seconded by Councilman Ryan, it was unanimously, RESOLVED, that the Town Board does hereby appoint Elizabeth Colleary, Hillcrest Avenue, Town of Mamaroneck, to fill an unexpired term on the Conservation Advisory Commission effective immediately, said term expiring December 1994. 2. Authorization -Westchester Joint Water Works Project 1-1090 The Administrator explained that Board approval was necessary in order for the Westchester Joint Water Works to relocate 30" water main pipes that are leaking and also because they are presently located under tennis courts In Yonkers, which makes access difficult. The Council members discussed the cost, location and necessity, and on motion of Councilwoman O'Flinn, seconded by Councilman Weprin, the following resolution was unanimously adopted, WHEREAS, the Westchester Joint Water Works is experiencing leakage from pipes located in Schultze Park, Yonkers; and WHEREAS, said leaking pipes are located under Tennis Courts, thus making access limited; and WHEREAS, said project has been approved by the WJWW Board; NOW THEREFORE, BE IT RESOLVED. that the Town Board of the Town of Mamaroneck does hereby approve WJWW Project A-1 090. to relocate 740 feet of 30" main pipe located in Schultze Park, Yonkers at a total cost to the Town of$59.760. 4 3. Ratification -Stipulation of Agreement- CSEA The Administrator explained that the contract for employees had been approved by them and that it would now be necessary for the Board to approve the stipulation of agreement. On motion of Councilman Weprin, seconded by Councilman Ryan, it was unanimously, RESOLVED, that the Town Board of the Town of Mamaroneck does hereby approve the Stipulation of Agreement between the Town and CSEA. (There was no documentation on the above). 4. Resolution - Resurfacing of Murray Avenue The Board held a discussion regarding the timing and problems associated with the resurfacing of the complete length of Murray Avenue. (No paperwork). On motion of Councilwoman O'Flinn. seconded by Councilman Ryan, the Board unanimously adopted the ensuing resolution: WHEREAS, the resurfacing of Murray Avenue is presently budgeted in the 1994 Westchester County Capital Project, and WHEREAS, Murray Avenue is badly in need of resurfacing, and WHEREAS, the Murray Avenue School is located on Murray Avenue, and WHEREAS, Murray Avenue is a highly congested street within the Town of Mamaroneck, and WHEREAS, the Town Board is concerned that should resurfacing occur during the school year the activities will present a danger to children and their parents, as well as motorists, and WHEREAS, the Town_Board is concerned that if resurfacing takes place during the school year the activities of the contractors undertaking the resurfacing will be impaired by the substantial additional traffic generated by the school, it is RESOLVED, that the Town Board hereby requests that the County take all appropriate actions to complete the resurfacing of Murray Avenue during school summer vacation. 5. Settlement of Certiorari Supervisor Price explained that these settlements of certiorari were being made on the recommendation of George Derderian. who is our consultant on these matters. She said that the reduction to the assessment roll was a continuing problem all over Westchester. Salary Authorizations - Recreation - Highway Department The Administrator said that these authorizations were for recreation positions and were outlined and approved in the budget. On motion of Councilman Ryan, seconded by Councilman Weprin, it was unanimously, RESOLVED, that as provided for in the 1994 Town Budget, authority in hereby given for payment of salary to the following: Ratio Donovan, Life Guard, Hommocks Pool, $5.50/hr, retroactive to 4/20/94, replacing Dan Immediato. John-James Shepherd Alt. Life Guard, Hommocks Pool, $5.75/hr, effective 4/29/94. Darleon Pallett, Alt. Swim Instructor, $16.50/hr, Alt. Life Guard, Hommocks Pool, retroactive to 3/1/94. Margie Donovan, Alt. Life Guard, Hommocks Pool, $5.50/hr, effective 4/25/94. Brian Gallarello, Alt. Key Attendant, Hommocks Pool, $4.75/hr, retroactive to 4/21/94 Vanessa Acevedo, Alt. Life Guard, Hommocks Pool, $5.75/hr, retroactive to 4/10/94. Brian Donegan, Early Morning Swim Life Guard, $20/session, retroactive to 4/15/94 RESOLVED, that the Town Board does hereby authorize the hiring of David Carter as a part time records clerk at a rate of $9.50 per hour, said salary to be fully paid out of the Records Management Grant given to the Town by the State of New York for the 1993-1994 grant cycle. 7 I Highway Department- Motor Equipment Operator Mr. Altieri said that this request was to promote John Barretto from laborer to Motor Equipment Operator in the Highway Department beginning May 2, 1994. On motion of Councilman Ryan, seconded by Councilwoman O'Flinn, it woo unanimously, RESOLVED, that the Town Board does hereby authorize the promotion of John Barretto to the position of Motor Equipment Operator effective May 2, 1994 at a salary of$32,875 per year.
