In the absence of Supervisor Burton the meeting was called to order by Justice Boyd at 10 P. H. Present:. Justices Boyd, Leeds and Messersmith Town G.lerk Marvin Chief Captain Donald C. Howe of the 'Veaver Street Fire Company addressed the Board in regard to a number of Fire Company matters. lie urged that the Board provide for the repair of ladders on the Hook & Ladder Truck and also that the truck be repainted. In this connection the Clerk. presented a communication dated March 18th from Captain Howe concerning this work accompanied by a bid in the sun of $425.00 submitted by the Advanced Auto Painting Company, Inc. , for the entire job. The work would be done under the supervision of Mr. Jacobs of the American L,aFrance and F'oamite Industries, Inc. Justice Leeds reported for the Fire House Committee, saying that the committee favored having the work done as per the bid re- ceived. Upon motion by Justice heeds, seconded by Justice Yessersmith it was upon roll call unanimously RESOLVED, that the bid of Advanced Auto Painting Company, Inc. , in the amount of $425.000 for the repair of the ladders on the Hook & Ladder Truck and the repainting of the body of the truck, which has been in service for sever, full years, --- be and it hereby is accepted; and be it further RESOLVED, that the Fire House Committee be and it hereby is authorized, empowered and directed to execute a contract for the work specified and that the cost of same be made a proper town charge. Chief Captain Howe next referred to his letter of T. arch 13th which the Clerk thereupon read, relating to the "annoying frequency of fires in the dumps of the Fifth Avenue Section. " He said that alarms for these fires in the last six months 'nave resulted in the loss of five len tths of hose , the replacement cost of which will be $350.00. After discussion the matter was by resolution referred to the Clerk and Counsel. Chief Captain Howe next referred to his letter of March 13th in regard to the salaries of the four paid mere in the department, which letter the Clerk thereupon read. He pointed out that some time ago the Tomes Board had established- a schedule of periodic raises for these mere providing for an increase of X60.00 per annum each year said that no raises had until a certain maximum was reached, and been granted for the past two years. He stated that "inasmuch as the ,work of these men has been exceptionally good and commendable, we feel that their efforts should be awarded.0 The Board concurred in this view, after discussion and upon motion by Justice Deeds, seconded by Justice "Messersmith, it was upon roll call unanimously I y 0i TT SOIVED, that the communication of Captain iiowe be received and. placed on file; and be it- further RESOLVED, that an increase of salary of $60.00 per annum be granted the four paid men of the Weaver Street Fire Company in accordance with the salary schedule for these men here- tofare adopted., said increases to take effect as follows, in accordance with said schedule: Patrick Nolen, from $195. 00 to *200.00, effective April lst, 1931 Eictael Gallagher, from $155.00 to .„160.00 effective July 1, 1931 John Madden, from $165. 00 to $170.00, effective Sept. 1st-, 1931 Michael Harrington, from 0145.00 to y9150.00 effective Sept. 1, 1931, and be it further RESOLVED, that copies of this resolution be sent to Chief Captain Howe and lair. I-Icleand, Clerk to the Supervisor. Chief Captain Howe next referred to his communication of March 18th requesting confirmation by the Town Board of the appoint- ment of six active members of the Weaver Street Fire Company as emergency drivers which communication the Clerk thereupon read. Chief Captain Howe declared that the appointments had been made because there are only two paid drivers on duty at any one time and it might be necessary at any time to send out the third machine on a second alarm. He also pointed out that the underwriters re- quired all three pieces to roll out immediately for any fire of four stories or over. He explained to the Board that the six men selected had been chosen from 15 applicants for the position and were all thoroughly competent and reliable drivers. Upon motion by Justice Yessersmitn, seconded by Justice Leeds, it was unanimously =,SCLVLD, that this 3oard do and it hereby does confirm the appointment of the follow- ing active members of the weaver Street Fire Company as emergency drivers; Ualte-r Hazelton, Earl tiellor, Carmine Perciaseppe, C. H. Greenall, Matthew Conte, and Ray L. hills. Chief Captain Howe finally requested that the Board take - action on communications dated September 11th, 1930 and December 15th, 1930 , notifying the Board of his election as Chief Captain of the Company and the election of other officers and requesting_ confirmation of same. He said that as a matter of courtesy, he thought the Board should follow the usual custom of confirming these elections and declared that his work was being hampered by the lack of any indication of the Town Boards approval. justice ILessersmith pointed out that these communications __. had already been presented to the Town Board and laid over at the request of the Supervisor until such time as the Supervisor was ready to present a general report covering various fire Company matters. He said that the Board had full confidence in Chief Captain Howe but he thought it should take no action on this matter during the absence of the Supervisor. He added that the new law creating a Fire Department for the toirn had been passed, he understood, and thought it advisable to wait until the Board was familiar with the provisions of this law. He suggested that the board pass a resolu- tior, directing the Supervisor to report at the next meeting on the Fire Company matters which he had in mind. The Clerk said he sympathized with Chief Captain Howe and felt that the Board should indicate its confidence in him by a suit- able resolution so that he could carry on his work -with the Fire Company without embarrassment. Upon motion by the Clerk, seconded by Justice Messersmith it was unanimously RESOLVID, that this Board do and it hereby does express its full confidence in Chief Captain Howe of the Weaver Street Fire Com- pany Teo. 1 and in the fine work he is doing there, and be it further RESOLVED, that the Supervisor be and he here- by is requested to report to this Board at the next meeting at which he will be present, on Fire Company matters now pending. Justice Leeds for the Fire House Committee reported that on the recommendation of the Weaver Street Fire Company and Surgeon LeFurgy of the Fire Company two reserve tanks of oxygen for use with the inhalator recently purchased had been ordered as a precautionary measure. He alsa reported that., acting on the request of the Fire Company for additional equipment as recently presented to this Board bids had been obtained for the equipment from three firms, namely American La France and Foamite Industries, Inc. , in the total amount of $350. 551 ,Browning Bing and Company in the amount of $407.50, and the Woodhouse Manufacturing Company in the amount of $383.40, and that the order had been awarded to the American La France and Foamite Industries, Inc. , which Company had submitted the lowest bid. He also reported that the inhalator above referred to had been received and that this inhalator is interchangeable with those used in New Rochelle, White Plains and Xamarcneck, thus affording greater protection in case of necessity. Upon motion by Justice Leeds- seconded by Justice iaessersmith it was upon roll call unanimously RESOLVI'D, that all of the purchases above referred to by Justice Leeds for the Fire Company be and they hereby are ratified, confirmed and approved. The Clerk reported that he had been informed by Auditor kannix that the Board of Auditors had been individually served with Court Urdem directing them to appear in Supreme Court on March 26 in connection with the claim of Officer John Grennan of the Weaver Street Police De- partment for back pay. The matter was ordered -referred to Counselor Gamble. A communication dated. March 11th was received from John P. Broomell in regard to a tax sale against lot 131, Waverly subdivision of Grand Park. The matter was ordered referred to Counsel. The report of the Town Clerk for the month of February was- ordered received and placed on file. A copy of a resolution passed by the Building Commission on March 24th appointing Morton P. Sarfaty, Acting Secretary during the illness and absence of Secretary Charles F. Mink, was received and ordered placed on file and the clerk directed to extend the sympathy of the Board to Tyr. ldiriy. The Clerk reported that he had been served with a notice of application to the Commissioners of Land Office for a grant of land under water, dated February l7th, 1931. The matter was ordered re- ferred to Counsel. L communication was received from F. A. Nield, 3-41 Murray Avenue, dated March 5th, thanking the Board for the improvement in his garbage collection service as a result of a recent complaint made by him. The letter was ordered received and placed on file. .Fustice Leeds reported for the fire House Committee saying that the committee had investigated the suggestion of Mr. j. B. Clifford in regard to the parking area in the rear of the Vea.ver Street Fire House and said that the committee recomarended extending this area north and south of its present limits to within a fey: feet of the sidewalk- lines on. Edgewood Avenue and Hillcrest Road, constructing a low curb on three sides of the parking area, and improving the surface of the area. Upon motion by justice Leeds, seconded by Justice Yessersmith it was upon roll call unanimously. RESOLVED, that the Fire House Committee: be and: it hereby is authorized, empowered and directed to have the parking area in the rear of the Weaver Street Fire House improved in accordance with the recommendations of the committee as above outlined by justice Leeds, after obtaining estimates for the cost of this v:ork.
