ADVISORY COMMITTEE, HELD THURSDAY, APRIL 2, 1970, IN THE COUNCIL
ROOM OF THE WEAVER STREET FIREHOUSE, LARCHMONT, NEW YORK.
CALL TO ORDER
The meeting was called to order at 8:30 p. m.

APPROVAL OF MINUTES
The minutes of the meeting of February 10, 1970, were hereby ap-
proved, recorded, and filed for the record.
Mr. Weeden began the meeting by reiterating what had transpired
at the previous meeting as well as expressing his hopes that the
first symposium might have invoked some action from those citizens
present.
• Mosquito Control
Mr. John B. Forrest reported that he had attended the meeting
with Mayor Phillips on mosquito control and suggested that the
Town propose an anti-pesticide ordinance similar to that of the
Town of Rye.
Citizens Committee
1- It was decided by those members present that this particular
committee be independent of the Conservation Advisory Committee
as well as the Town Government.
2- Mr. Weeden, with the advice and approval of the other members
of the Committee appointed Mr. Walter Coupe chairman of the
Citizens Committee. Mr. Coupe then replied that he would organize
all interested citizens together at a meeting at the Weaver Street
Firehouse on Tuesday, April 14.
REPORTS
Mrs. Helwig
1- Mrs. Helwig reported that she had followed up on the mosquito
control meeting with Mayor Phillips and that there would be a
survey of the marshlands on April 27 with Drs. Goode and Weber,
and with Mr. Clifford Emanuelson. She explained that these
people would then report and advise on not only what sections
could be dealt with, but also exactly what would improve the
situation.
Mrs. Helwig also requested informative material on the topic
that might be reviewed.
2- Mrs. Helwig reported the receipt of a letter from County
Executive, Mr. Michaelian, addressed to Mrs. Read, under the
date of March 20, 1970. Mr. Michaelian explained that the
Federal Government was willing to appropriate $25,000.00 a year
of County funds for the next three years for the Soil and Water
Conservation District Survey. He then referred this recommendation
to the Budget and Appropriations Committee of the Board of Leg-
islators and is optimistic that the proposal will be passed by
the said Board.
3- Mrs. Helwig also reported receipt of a letter addressed to her,
by T. P. Curran, Central Permit Agent of the State of New York
Water Resources Commission, under date of March 17, 1970. Mr.
Curran advised her that the Memorandum of Understanding between
the Town of Mamaroneck and the Water Resources Commission was ex-
tended for an additional year, effective January 1, 1970 and
terminating December 31, 1970. This particular agreement renews
the Town's cooperation in the protection of the waters of the
State under the Stream Protection Act.
4- Mrs. Helwig presented the Committee with a copy of the pro-
posed Conservation Act. Two of the proposed articles were ex-
plained by Mrs. Helwig:
a) Members of the State Council on Enviornmental quality would
be appointed by tie Gove gmolit.
h) Mat c_tizens have the right to appeal to the Su,.1n-tmce Court in
cases of pollution charges.
ADJOURNMENT
There being no further business to come before the Committee, the
meeting was adjourned at 9:40 p. m.
