CONSERVATION ADVISORY COL aSSION
A regular neeting of the Town of Mamaroneck Conservation Advisory Co.m;ission was held
on Thursday, September 12, 1974 at the Weaver Street Firehouse, Larchmont, N.Y.

1. LIFE CEITER DIRECTOR
• Mts. Johnson introduced Mts. Birnbaum, new E;:ecutive Director of LIFE.
Mrs. Birnbaum will attend each CAC meeting at which time she will give a short review of
LIFE'S activities. The report will also be in written form so that it can be attached
to CAC minutes. CAC will approve monthly pa.yraent,to LIFE after report.
2. BUDGET
Mr.• Emannelson prepared a preliminary budget, showing proposed changes for 1975.
Further changes were voted as follows:
rdintenance foreman's salary - Mrs. Helwig's recommendation, U3,435 instead
of 316,030 (32595. less than in the proposal), ryas accepted as likely to gain_
• Town approval. Additional responsibilities for the foreman include care of shade trees
and cemeteries.
OWater monitoring eq ui:rent - Mr. Hohberg will ask the school for funds required
for equipment for expanded testing and report back at the next CAC meeting.
Tools, Lumber and Hardware - All voted to restore 3500. for a roof for the premium
Marsh stone pump house and recommended boarding, up windows and doorway if roof is put on.
L 173 Services - Deducted 31400. since contract with LIFE has to be approved again
for 1976 to Dec. l97'.
Plants, Trees and Mosquito Control - Tree rerlacement program is covered in
item 402.
Mr. Era.nuelson will prepare a revised budget sheet to reflect these changes.
3. PARD AND CE .E SHIES
Compostinn - Mr. En .n_uelson distributed copies of a draft to Mrs. Helwig recom-
mending. the Court House site for the Town's leaf composting. The cost will be less in
transportation and actual operation than continued use of the Taylors Lane area shared
with. the Village of Lhnaronecic. Mr. Enani_elson reported that this area vas not big
enough for the Village of Larchmont.
Larchmont Reservoir - too s_rall and not an environmentally sound area for leaf
composting. Mr. Eraa,nuelson will present a preliminary rap and plan at the next CAC meeting
for its use as a conservation area.
Vanderburg and Flint Parks - Mr. Leddy will report at the next meeting, whether
additional fill has been put in the low areas and the status of an additi or .l drain in
Vanderburg Park and whether the necessary wood chips have been supplied to Flint lark in
the children's playground area in order to fill in the depressions that become flooded
during rain storms. Compost has been turned in Flint _Park.
Gedney Cemetery - Mr. Leddy will report at the next meeting, whether the
cemetery has been cleaned.
Quaker Cemetery - Mr. E a.rrael son will ask the town attorney for the law under
which the ceretery could be ride an historical site and under which funds could be obtained
for its iraintenance. - 2 -

5. RECYCLING
The center is now open until 4 p.m. on Saturdays. Er. E :anuelson will see that
a sign is placed on the truck body to identify it as the receptacle for newspapers.
Ma. ;azines - Mrs. Munzer will call County Recycling in Ht. Kisco about collection
and will report at next meeting.
Publicity - Mr. E:ranuelson will see that newspaper pick-up dates are posted
at the recycling center and prepare new home mailing, with additional dates, to be sent
in November before current listing expires.
Glass - Mr. Amlicke is studying the question of the collection of mixed glass.
Aluminum - Mr. Emanuelsor_ will ask Mr. Kellogg about adding a bin for aluminum
at the center, now that the price is up and collection would be profitable. He will report
at the next meeting.
County Solid Waste Plan - Er. Irwin will report at the next meeting. •
Recycled Paper - Mr. Bijur will call Mrs. Williams with information and coordinate
efforts with the Village of Larchuont.
6. WETLANDS AND '.';ATERCO'•,"?SES
,p Premium Marsh - See attached copy of letter from PKC. Spoto and M r. MacDonald
`� �' concerning oil pollution problem and action program. Mr. Elfreich has started inspections
through a catch basin device installed at the juncture of the New Rochelle and t-amaroneck
drainage. systems and recommends that inspections be rade weekly. Mrs. Fredston, Pres.
Johnson, Er. Hohberg and ht. Emanuelson will study the New Rochelle proposal and report at
the next meeting. Mr. Hochberg will also report on the feasibility of monitoring the water

in the Premium c and Mamaroneck River.
Mr. Enanuelson, with Er. Kellogg, will examine loose rocks in Pine Brook near
I:x, Ir6cDonald's house, and report to CAC their recommendations concerning removal.

Tony's Nursery - can do nothing without a perr:at which CAC would be able to review.
Best that can be done now is to restrain him from further action.

Funding For Restoration_ Of Wetlands - p_rs.. Fredston will call Lam. Fried for

names to contact in regard to funds under the bond act and report at next meeting.
Environmental Protection Bureau - See attached copies of letters sent by
CAttorney General Lefkowitz's office to Blood Bros., Village Ford and Tony's Nursery.
This action was prompted by a request from LIFE Center. CAC will monitor compliance.
Oil Pollution in 1h.rnroneck River - ih. Bijur reported that oil is frequently
seen on the water at the mouth of the river. Mt. Hohbor; will take a look at it. Mrs.
Johnson, in s. Fredston, Er. Bijur, Mr. Hohberg and err. Erm.nuelson will forts g,sub-co ittee
to consider the problem and a possible crash program, and report back to CAC.
Mr. Hohberg will bring some of his students working on water monitoring to a
CAC meeting at an appropriate time.
Report by Doctors Utter and Steineck - Yrs. Fredston to brief CAC on report.
Meetings - Yrs. Fredston will attend, if possible, September 18 meeting on
proposed New York State legislation on fresh water wetlands and October 5 forum-workshop
on wetlands, co-sponsored by F.C.C1.C.
7. NATURAL RESOURCES INVENTORY

will be completed this year. .
Mr. Amlicke reported that .our ap;:lication for funding of this inventory was ons
of three that was submitted to CEAC. He also stated that the CEAC had budgeted funds
for these applications.
8. ENVIRONMENTAL COORDINATOR
CAC voted to request the services of Lx. Erranuelson two days a week, since
funds for a full-time coordinator are not likely to be forthcoming; this year.

Mrs. Fredston will write for reports, meeting dates and information available
in the near future.
10. SHADE TREE PROBLEM
Mr. Ecnnuolson wrote Ere. Kurtz to the effedt that the tree renewal program

14. ENVIROd?•ENTAL PLANKING LOBBY CONFERENCE
Lr. Amlicke will call I:,r. Gunsalus and Er. Irwin to see whether either can
attend the conference Sept. 20-22 in Oneonta.
15. RECYCLING COURSE •
Westchester Community College is offering a recycling course by Garret Smith.
Anyone interested, contact Lx. Amlicke.

Amlicke will rake a report at this meeting concerning the purpose of CAC,
current activities and/or problems affecting Village of Larchmont and specific objec-
tives of CAC within a one year time scan.
