Mr. Kenneth I. Lesdale, Student Mr. George McCracken, Student Mrs. Schirmer, Secretary MINUTES: 1. L.I .F.E. Status of Fundi n? Mr. Purves met with Mrs. Helwig, Mr. Emanuelson, Mrs. Johnson and MSr. Lowy to discuss support for programs that can be handled more efficiently and cheaper by LIFE than by CAC at present. These could include senior citizen activities (crafts, classes, trips to parks, nature areas); after school programs for students; community-wide programs such as clean ups; broadening the scope of LIFE's newsletter when it gets it% tax-exempt mailing status to include CAC and recreation news; slide file for use in bicentennial and assembling various shams; tapes for outdoor walks. These programs could be funded on a contractual • basis. Mr. Purves will submit plan to Mr. Amlicke who will deliver to CAC members and arrive at a decision by the June 5 meeting of Town Board, Rs Board will want CCACIs approval before it will accept it. N;Y.S. Environmental Protection Bureau - LIFE members to meet with engineer, ll'" attorney oli,investigator from Attorney General Lefkowitz's office to inspect vi, East Greek and Hommocks Marsh area. At that time, we will ask for an inspection of Premium area too. Ne date set as yet. BI KF,IAT - LIFE, with the cooperation of the Town of Mamaroneck and Villages of Mamaroneck and Larchmont Recreation Commissions and Committee and Police Departments, will sponsor a bike-in June 2, 12:30 - 3:30 p.m.. Routes through all three communities will converge at Harbor Island, where there will be enter- tainment, LIFE contests and picnicking. v:ill write to N.Y.S.D.E'.C. for infor- f* mation on biking for itself and for CAC. -�1 GEDREY CEMETERY Nothing has yet been done about the dead branches and other debris there, but there are plans to develop it into a quiet park arca.. Mr. Leddy will look into this before the next meeting. 2. BEAUTIFICATION OF FLINT AND VAND ERBURGH PARKS A�1D QUAKER CEMETERY •• There are drainage problems at both parks. Mr. Emenuelson and Mr. Leddy will go with Fred Kellogg to Vanderburgh Park to see if its problem can be solved. Mr. Amlicke will write a letter to the Mayor and the Village Board of Trustees, with a copy to chairman of Parks Committee, Mrs. Green, requesting the use of wood chips in the play areas and more cans for litter at Flint Park. Mr. Emanuel- son will write a letter to the Village Board, with a copy to Fred Kellog ion the condition of the compost at Flint Park, which needs turning over and cleaning up, as it is unsightly and spilling into the marsh area. LEAF DUMPING - Mrs. Williams asked CAC to find a place to dump leaves. Mr. anuelson will explore this. QUAKER CTIETERY - This cemetsary borders on a square block front included in the Larchmont Planning Board's revitalization of the downtown area. Those in - 2 - 'charge of the cemetery have been contacted by Bill Steiner end Larry Lowy and are willing to contribute a nominal sum for its improvement. The Village will clean it out completely and asks CAC if it will go ahead with beautification. Mr. Emanuelson and Mr. Leddy will contact Mr. Kellogg on this item. It was mentioned that the state can allow a cemetery to be taken over as an historical site. 3. PREMIUM MARSH CAC agrees to put up a new designation sign. Mr. Emanuelson showed a proposed drawing that was accepted. The estimated cost is 3100.00, the money to be taken from the beautification funds. 4. OLD MILL SITE CONSERVATION AREA Mr. Warner has met with Mr. Domoto about fixing up the stream bed, as the side walls have fallen in in some spots. Mr. Warner will be advised that any damage to the Town's area must be corrected. This area needs some pruning and is on a regular clean up basis. 5. NATURAL RESOURCES INVENTORY PREK UM MARSH - This area grid is still not being worked. ass. Johnson :;_.T.- will ask Mrs. Lapham, when she shows her the drawing of the new sign, if she would be willing to undertake the project. If not, the Premium Marsh Preservation Asso- ciation will be approached. form FUNDING Scounty MY. fundsltoke'will complete and send in to the county an application pay for the inventory. If a project has county-wide application, and the county asked CAC to undertake this, the project could be funded. 6. RECYCLING PUBLICITY - Mrs. Johnson requested recycling publicity at P.T. Council +-- . meeting. She will repeat this, and get information into the school bulletins, in the fall. Mir. Kellogg will put information in the newspaper every Tuesday. Mr. Irwin gave a notice to Mr. Kellogg's office that will be sent out with water bills in mid-July. This notice will indicate the various pick up schedules. He also will contact Mr. Kellogg next week on poster printing and the sign for North -an. Avenue. Mrs. Brauan will work with Mrs. Gutmann on poster distribution. - 3 - Mr. Irwin will contact Jacques LeSourd of The Daily Times about the sign after the date is determined and will give him an advance copy of the Annual Report to be Cpresented June 5 at the Town Board meeting. Mr. Irwin will ask Mr. Kellogg about glass recycling and whether a sign about pick ups is feasible at the Maxwell Street depot, as well as signs on Town trucks. NEWSPAPERS - Mr. Irwin attended a New Rochelle hearing on mandatory newspaper pick up. City Council adopted an ordinance on this. They are having some problems, including scavengers. For CAC, this suggests a wait-and-see approach. They have been getting about 6 tons a week, less than Mamaroneck Town, but hope to get up to 18. They plan to use friendly persuasion, not legal authority, to increase the tonnage. Pirating papers is probably not illegal here since there is no Town ordinance on this. MAGAZINES - The Mamaroneck Football League accepts them at Harbor Island from 10 a.m.-1 p.m. May 4 and every other Saturday thereafter on a truck marked "Mario Favo.° Lawrence Sblens collects papers in two categories: 1 - newspapers and 2 - all other papers. Mr. Irwin will investigate and see if any advantage to CAC. ALUI•aNUM - Aluminum will be next, as soon as the glass is taken care of. 7. WETLANDS AND WATERCOURSES X Mrs.' Helwig wants a meeting set up of the Town Planning and Zoning Boards and CAC.on flood plain zoning. Mr. Gunoalus, as well as Mr. 1(4ndeCO00' nd Mr. Eggers, needs to be there. Meat in July, or later if necessary. Mr. Emanuelson and I-ir. Elfreich will make presentations. Mr. Emanuelson will coordinate. WATER MONITORING - Members of Mr. Hohberg's AP Biology class are formed into a number of crews to monitor water quality in such areas as the influent portion of the Duck Pond, Premium, Larchmont Reservoir and Hormocka Marsh. Abasic report will be ready before the end of school. - 4 - 8. PALnER AVENUE CONSERVATION AREA Not discussed at length since Mrs. Kennelley not at meeting. Mr. Leddy will ask Mr. Tripicco to clean up outside of the area, as it is the school's responsibility. 9. COUNTY ENVIRONMENTAL ADVISORY COUNCIL COUNTY SOLID WASTE PLAN - Mr. Irwin read a brief summary of the plan sub- mitted by County Executive DelBello. The plan now lies before the county legislature. A series of meetings will be held throughout the county to brief people on what the plan involves and to get reactions. There will be a June 11 meeting at the Westchester Rockland Newspaper Building in Harrison to which all CAC's in the county are asked to send representatives. The aim of the meeting is to generate thought on county policy on newsprint separation. Mrs. Johnson will attend or ask Mrs. Munzer to go. Mrs. Helwig wants CAC approval of county waste disposal plan, on environmental aspects. Mr. Irwin will formulate recommendations on the plan for the July meeting for CAC approval and will inform Mrs. Johnson of developments. On June 11, Mr. Amlicke will attend a meeting to discuss the solid waste plan itself. On June 15, Mr. Emenuelson, and possibly Mrs. Munzer, will attend a meeting in New Paltz on conservation advisory commissions. 10. ZONING AND PLANNING BOARDS The indoor tennis application on Fenimore Road was rejected. Trustee Williams will ask the La.rchmont Planning Board if it would like CAC to review applications for any impact on local ecology. Mr. Gunsalus will visit Tony's Nursery and report on what's happening there. June 15 there will be a tri-municipal meeting of Planning Boards, Zoning Boards, and CAC on the need for housing for the elderly. Mr. Eschweiler will address the meeting. As many CAC members as possible should attend. ,4111ftk 11. ENVIRONMENTAL COORDINATOR 0 The subject of intern as coordinator tabled until next month when Mr. Emanuelson will have more information. _ 5 _ F.C.71.C. - CAC is a member, and dues u are paid. BICENTENNIAL - Mrs. Helwig hopes that Quaker Cemetery will serve as an example for other cemeteries. This could be a big bicentennial project. 12. ANNUAL REPORT T own Council has the report now and may ask questions at the June 5 meet- ing. Mrs. Helwig wants CAC members present. Mr. Am1i cr e would like Mr. Leddy, Mr. Emanuelson, and, if possible, Mr. Gunsalus, to attend. 173. YR. tiIMRINtS RESIGNATION AND REPLACEMENT Mr. Nimkin is moving to the city and has submitted his resignation. Hr. Amlicke recommended Mrs. Fredston, as a resident of Larchmont Village and one to take responsibility for wetlands and watercourses. The CAC unanimously approved. Mr..-Amlicke will submit Mrs. Fredston's name to Mrs. Helwig on May 28 and hope for approval at June 5 meeting. 14. THRU1AY CEMETERY The beautification will be held until fall. 15. FEDERATED CONSERVATIONISTS OF WESTCHESTER COUNTY PARKS CONFERENCE JUNE 8 - Mr. Bijur will attend on behalf of CAC. Mrs. Helwig would like Mrs. Johnson or Mrs. Nunzer to attend also. DIRECTORY - F.C.W.C. has recently published a directory of county environ- mental groups, which Mr. Amlicke has. ANNUAL MEETING - Mr. Irwin and Mrs. Fredston will attend the F.C.ir.C. Annual Meeting on May 29. 16. SHELDRAE Mr. Emanuelson will have the conservation sign rebuilt and back in place by the end of June. Litter cans are being replaced. 17. PRI ORI TI ES FOR COUNTY GOVERN :ENT FOR 1975 Tabled until next meeting in the absence of Mrs. Munzer and Mrs. Gutmann. 18. ? RS. KURTZ - ROCKI 7'GSTO E AVE1UE Mr. Etanuelson will send her a letter and has news article for the paper. There is a real problem, as Town must do more to save or replace its old trees. The - 6 - r three municipalities should coordinate a shade tree program. More money has been requested in the budget for this. 19. COLORADO INQUIRY Mrs. Schirmer will send' a. Sheldreke Walk Book to Mr. Amlicke who will send it on to a. Carbondale, Colorado group in response to their request. 20. DEPART ENT OF ENVIRONMENTAL CONSERVATION Mr. Amlicke has sentthem a new membership list. 21. OUTDOOR RECREATION ACTION This is a new publication, free from the federal government, which Mr. Amlicke will order. 22. N:Y.S. CONSERVATION CCS: ISSIONS Sent in membership. , ' 25. LONG ISLAND SOUND REGIONAL STUDY Tabled until next meeting, when projects affecting this area will be reviewed. REEFS 24. WEST BASIN MX.
