HomeMy WebLinkAbout1975_06_05 Conservation Advisory Commission Minutes MINUTES OF REGULAR MEETING OF THE TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION A regular meeting of the Town of Mamaroneck Conservation Advisory Com- mission was held on Thursday, June 5, 1975 at the Weaver Street Fire- house , Larchmont, New York, • CALLED TO ORDER: The Chairman called the meeting to order at 7:50 p.m. ROLL CALL: Members present: Mr. Amlicke Mrs, Munzer Mr. Gunsalus Mr. Irwin Mrs. Johnson Mr. Hohberg Mrs. Fredston Also present: Mr. Leddy, Ranger Custodian Mr, Emanuelson, Environmental Consultant Mrs. Bers, Planned Parenthood Mrs. Braumah, Garden Club of Larchmont Mr. Grutman, M.H.S. Mrs. Schirmer, Secretary MINUTES : 1 - RESIGNATION OF HERBERT BIJUR AND RECOMMENDATION OF A NEW MEMBER FROM THE VILLAGE OF MAMARONECK Mro Amlicke read a letter of resignation from Mr. Bijur, who is moving away. It was agreed that Mr. Amlicke would reply on behalf of the CAC, expressing appreciation for Mr. Bijur' s contributions, Mr. Amlicke will inform Mrs. Helwig of Mr. Bijur' s resignation and discuss a replacement with her. In discussion, several names were suggested as possibilities. Since the vacancy is to be filled from the Village of Ivlamaroneck, Mr. Amlicke will also solicit suggestions from Mr, Gianunzio. 2 - NATURAL RESOURCES INVENTORY Mr. Emanuelson reported that Mr. Buffi is currently making corrections on, and copies of, the maps. Mr. Emanuelson summarized his recommendations on open space areas and will send a list ofa areas to each CAC member before the A next meeting: CAC members are to study Mr. Emanuelson' s recommendations, attached to the April 3, 1975 minutes, to prepare for discussion of priorities at next meeting. Mr. Emanuelson also recommended stronger checking by the high- way department at the Guadagnolo property. He will speak to Mr. Elfreich concerning siltation, and a subcommittee to study the problem will be set up at the next CAC meeting. Mr. Amlicke gave Mr. Gunsaltxs a copy of information and statutes concerning commissions and boards, and Mr. Gunsalus will copy and return it. Mr. Gunsalus will study the procedure necessary for CAC to become a board. He will contact the chairmen of the Pound Ridge and Bedford boards. 3 - LIFE CENTER LIFE' s monthly report was accepted and payment approved. See attached copy of report. Lifeline - The summer issue is at the printer' s and will be mailed in mid-June. Mrs. Johnson reported that the cost of printing 10,000 copies of the six-page issue was $375; $275 for four pages. In response to Mr. Amlicke' s question, Mrs. Johnson expressed doubt whether LIFE would be interested in publishing a newsletter consisting exclusively of CAC news. In view of this, Mr. Amlicke will write to Mrs. Helwig asking her suggestions on a future CAC newsletter or other .publication. Meanwhile it was agreed on Mr. Irwin' s motion that the" agenda of each future CAC meeting should include the question of a news story based on some aspect of the month' s activities. - 2 - 4 - SOLID WASTE MANAGEMENT AND RECYCLING Mt. Kisco One Way Beverage Container Resolution - Mr. Irwin has a copy of the resolution, will get additional information and report. at next meeting. Commercial Pick Ups - Mr. Irwin attended a May 15 meeting of the Larchmont Chamber of Commerce, and the Chamber agreed to appoint a committee to consider the problem of commercial pick ups. Mr. Kellogg said, that the Village hasn' t the staff and trucks to pick up now. Mr. Amlicke will pursue this subject at the Village of Larchmont commission chairmen' s meeting in September. Aluminum - Mr. Emanuelson and Mr. Leddy reported that they have obtained four 50-gallon oil drums in preparation for collecting aluminum at the recycling depot. Reynolds has agreed to pick up the aluminum when 1500 to 20001bs have been collected and deposited at one pick=up area. Signs - Mr. Leddy reported that some existing signs still need to be changed, and the new signs have not yet been made for the sani- tation trucks. The sign at the Chatsworth Avenue bridge has been cor- rected. Survey - At the next meeting, Mrs. Kennelley will report on the final results of the recycling survey and compare them with last year' s statistics. 5 - USE OF RECYCLED PAPER A motion was made and unanimously approved to buy recycled stationery for CAC, when reordering is necessary. Mr. Gunsalus will send Mr. Leddy a piece of watermarked recycled paper. General Use of Recycled Paper - Tabled until Mr. Bijur has been replaced. - 3 - 6 - WETLANDS AND WATERCOURSES Department of Army Corps of Engineers Report - Mrs. Fredston rtorted that a U.S. District Court has granted expanded authority to tile Department of Army Corps of Engineers in regulations which control the disporn.l of dredged or fill material to include all waters of the U.S. Ordinance Concerning Maintenance Standards for Owners of Property Abutting Natural Streams - Mrs. Fredston reported that Mr. Johnston, Town Attorney, recommends that the Town adopt an ordinance, adding it to the 6.)- 3! existing stream control ordinance, requiring property owners to keep c9. 2 streams clear to the middle. Mr. Amlicke will write a letter to the Town concurring with Mr. Johnston' s recommendations. Mrs. Fredston said that Larchmont Village has no law to which such an: amendment could be appended. She will study the matter further and report at next meeting. Coastal Zone Management Act - Mrs. Fredston reported that there are still problems: coastal zone has not been defined; there is no agency with clear responsibility; and planning, implementation and regu- latory processes are not developed. . She urged CAC input to New York State )policy and will continue to study the problems. I"\ Dredging - Mrs. Fredston reported that applications are being ‘`� made for permits for dredging in Larchmont Harbor. Dr. Utter is trying to get funds to study currents and the dredging/operation itself. Mrs. Fredston reported that there will not be a hearing on Paul Hoffman' s petition for dredging. Funds for Marsh Restoration - Mrs. Fredston and Ivr. Hohberg will study Dr. Utter' s report, then meet with him and formulate recommendations to be used as the basis for a possible application for New York State funds for Premium Marsh restoration under the Environmental' Quality Bond Act. �.. 6:"‘'A) 41' 1.-1t3""-‘ 4 • tt w� Grasses in Guion Creek - Mrs. Johnson and Mr. Eman_uelson or Mr. Hohberg will inspect the Guion Creek site and make their recommendations, C to Mr. Gianunzio on his question whether cutting of cordgrass there may aggravate flooding, 7 - WATER MONITORING Mr. Hohberg reported that much qualitative analysis has been done on the Sheldrake and the industrial area leading into Pine Brook but not yet on the Mamaroneck Rivera Quantitative analysis is the next step, Mr. Connors and Mr. Spoto in New Rochelle have been con- tacted. Mr. Hohberg does not think New Rochelle' s problems come from our site. 8 - PLANNING AND ZONING BOARDS Mr. Gunsalus will attend the June 18th meeting of the Town. Zoning Board, when the Guadagnolo application will be considered. Plans, submitted are the same as those rejected previously. Mr. Gunsalus will question the building of structures flush with the sideway and the pos- sible need for a revision in the building code. 9 - LAND USE PLANNING AND HOUSING Master Plan Review Committee - Mrs. Munzer reported that the committee has had several meetings. A key question is whether to change zoning procedure to rezone appropriate parcels even though no specific applications are pending. Before deciding on use, a clearer factual picture of the needs of the community is needed. • Park Monitoring, - Mrs. Munzer reported plans for senior citizens, in conjunction with the Human Relations Commission and the Parks Depart- ment, to monitor the quality of maintenance in some parks. Housing and Community Development Act of 1974 - Mrs. Munzer will study this act as a possible source of funds for purchasing conservation areas. - S - • ' 10 - PARKS, CEMETERIES AND CONSERVATION AREAS Recommendations from LIFE Center for Clean Up - Mr. Leddy will study the list submitted by Mrs. Amlicke and incorporate what can be done into the summer work program. He will report at next meeting. Barker and Quaker Cemeteries - Mr. Emanuelson will ask Mrs. Helwig whether CAC is to be responsible for maintenance of these ceme- teries, and report at next meeting. Flint Park - Mr. Leddy will see that fill is put in and report at next meeting. Premium Marsh Conservation Area - Mr. Emanuelson reported that the barrier is being built. Larchmont Reservoir - Mr. Leddy reported that he will have Town personnel this summer to proceed with plans. YES will fund Nursery and Country Road projects. Palmer Avenue Conservation Area - Mr. Emanuelson reported that the sign is expected July 1. Sheldrake - The bridge has been replaced, and the catwalk needs some repairs. 11 - ENVIRONMENTAL EDUCATION Tabled in absence of Mrs. Kennelley. 12 - FCWC REPORT ON "EVALUATION OF A MODEL ENVIRONP,MENTAL PROTECTION ACT FOR WESTCHESTER COUNTY" Mrs. Kennelley will report at next CAC meeting. 13 - BICENTENNIAL Mr. Emanuelson reported that Mr. Forrest suggested a broad tree planting program, in the spring of 1976. This will be discussed at next CAC meeting. 14 - FCWC Mr. Leddy reported that CAC' s dues have been paid. - 6 - • 15 — ENVIRONMENTAL CONSERVATION WORKSHOP, JULY 6-11 No CAC member can attend. 16 — SHELDRAKE WALK BOOK nn , C�C Y y k Mr. Leddy will send a walk book to the Sheldon Valley Field Studies Centre in Alliston, Ontario, from which a request was received, 17 — NEW YORK STATE ASSOCIATION OF CON SERVATION COPi'1ISSIONS Dues of $50.00 are due. Mr. Leddy will see that payment is made. 18 — REQUESTS FOR RECYCLING INFORMATION Mr, Leddy will send Mr. Amlicke 10 copies of CAC' s annual report, to be used in response to requests ' for information on recycling. Mr. Irwin will reply to requests for information from the Village of Lewiston, the Bethlehem Environmental Advisory Council and the Monroe County Recycling Information Center.
