HomeMy WebLinkAbout1976_11_04 Conservation Advisory Commission Minutes MINUTES OF REGULAR MEETING OF THE TOWN OF MAMARONECK CONSERVATION ADVISORY CO`'@IISSION A regular meeting of the Town of Mamaroneck Conservation Advisory Commission Was held Thursday, November 4, 1976, at the Weaver Street Firehouse. CALLED TO ORDER: The Chairman called the meeting to order at 7:30 p.m. ROLL CALL Members Present: Mr. Amlicke Mr. Hohberg Mr. Gunsalus Mrs. Fredston Mr. DeSalvo Mrs. Johnson, Emeritus Also Present: Mrs. Hartford, L.I.F.E. Center Mr. McDevitt, Board of Education Mr. Aitchinson, Supt. of Highway Department Mr. R. D. Miller, Clevepak Mr. Kellogg, Engineer, Village of Larchmont Mr. Emanuelson, Conservation Consultant Mr. Leddy, Town Conservationist Mr. Lowy, Trustee, Village of Larchmont Mr. Irwin, Past C.A.C. Mr. Vandernoot, Supervisor, Town of Mamaroneck MINUTES: • 1. Larchmont/Mamaroneck Conference on Recycling - Sponsored by C.A.C. and L.I.F.E. Center A. Problems - seperation, packing, storing, pick up and/or delivery of recycled products. (Schools have the problem of storage, pick up and delivery) . B. Proposals - L.I.F.E. Center and C.A.C. will educate people to participate in programs. Garbage collection per household will be reduced to two days per week. Wednesday of each week will be for paper. Mr. Vandernoot and -1- , contract Mr. Kellogg will look into changing sanitation unionko conform. 2. Mr. Amlicke Called For Selection of Members For The Commission: A. Dr. Harold Weitzner - Village of Mamaroneck B. Mrs. Vivian Brauman - Town of Mamaroneck Also suggested: Mrs. Lehman - Village of Larchmont Mr. George Straub - Town of Mamaroneck Mr. Jacques L. Dubouchet - Town of Mamaroneck Mr. Moore - Village of Larchmont Members approved Mrs. Brauman and Dr. Weitzner. Mr. Amlicke will contact both in order to see if they will be willing to serve. If they are willing to serve, he will submit their names to the Town Council for approval. • 3. Solid Waste Management and Recycling Mr. Emanuelson reported bin cost of $38 per month and trucking cost There will be no acceptance of mixed products. $85 per trip to Elizabeth, N. J. for aluminum./( Separation of metals results in a labor/cost problem. A metals program needs supervision and dedication to a flawless method. Study will continue to find a workable method. Recycling notices may be included in tax bills by Village and Town of Mamaroneck. Mr. Emanuelson to coordinate preparation of notice, size of • notice and mailing of notice. Mr. DeSalvo suggested postage meter stamp advertising "Recycling Saves Tax Dollars". He will check costs and report at next meeting. 4. Environmental Quality Review Act Little progress to date. Mr. DeSalvo attended the October DEC meeting - outcome - DEC is printing a handbook as a guide for- local agencies. He will keep on top of this and advise on new developments. • -2- _ k t . S. Redesignation As A Conservation Board Mr. Amlicke sent a letter to Supervisor \►andernoot asking for specific reasons why the C.A.C. had not been redesignated as a Conservation Board. Chairman will report developments at the next meeting. 6. Wetlands and Watercourses she., and Mrs. Vreds ton reported that/Mr.. Lowy/Mr. Emanuelson _.. attended the Wetlands Control meeting sponsored by Westchester Municipal Planning Federation. The county must act by November 29 for municipalities not adopting their own laws by September. 1. As the Board of Legislators will discuss the role of the county, Mrs. Fredston would like. a letter to be written to DelBello and county for prompt action. The C.A.C. authorized her to sendsuch a letter. Mrs. Fredston reported that at 208 and Coastal Zone Management Conference the federal government feels water quality is its. number one objective. The state feels that more funds must be committed to this goal. Flume Plan - Mr. Emanuelson will study the reports by the Army Corps of Engineers and Mr. Elf rich and report on it at the next meeting. Formation of Watershed Association will be followed up and reported • on by Mrs. Munzer. 7. Water Monitoring Mr. Hohberg has secured a textbook on Water Monitoring which he will use for training purposes. 8. Zoning and Pl.annins, Boards Mr. Cunsalus reported that the decisions on the Guadagnola property appeared to be back at step I. -3- ., r (, • 9. Land Use Planning and Housing • . Mrs. Munzer will report on Master Plan at the next meeting. 10. Parks, Cemeteries and Conservation Areas Larchmont Reservoir "Walk Book" is almost complete. Mrs. Johnson and Mrs. Munzer, will proofread the final copy before printing and approval by C.A.C. at the next meeting.Chenge-sign will read . . ."dedicated 1976" - - (smaller print) . - - Mr. DeSalvo will check statute which provides for up to 75% funding- from the state to cover purchase of Larchmont Reservoir. The Sheldrake "Walk Book" should also be reviewed by C.A.C. before it is reprinted. • 11. Miscellaneous A. Mrs. Bern will report on NYSACC Conference at the next meeting. B. Mr. Leddy *ill pay NYSACC Dues. C. Annual Report has been sent to Trustees and Mayors-. •D. Beautification Day - April 23, 1977 (L.I.F.E.) E. County Environmental Advisory Council - Mr. Amlicke stated that • he was going to resign from the C.E.A.C. because he felt that he could not devote suffici4nt time to it. Mr. Irwin and Mrs. Munzer had already resigned. The following names were approved by the C.A.C. to take-their places: • • Mrs. Fredston - Village of Larchmont • Mr. DeSalvo - Village of Mamaroneck Mr. Gunsalus - Town of Mamaroneck F. Little Harbor Sound dredging proposal. Mrs. Munzerto speak to Dr. Utter in order to get his letter of recommendation. G. Budget for 1977 has been submitted and is being reviewed. Next meeting: December 9, 1976. Mr. Leddy will send out notices with RSVP i _ .
