HomeMy WebLinkAbout1976_09_30 Conservation Advisory Commission Minutes S • MINUTES e OF • *gm..- REGULAR MEETING OF THE TOWN OF MAMARONECK • CONSERVATION ADVISORY COMMISSION A regular meeting of the Town of Mamaroneck Conservation Advisory Commission was held Thursday, September 30, 1976 at the Weaver Street • Firehouse. • CALLED TO ORDER • The Chairman called the meeting to order at 7:45 p.m. • ROLL CALL Members Present: Mr. Amlicke Mr. Gunsalus Mrs. Silberstein Mr. Hohberg Mr. DeSalvo Mr. Ciraco Also Present: Mr. Leddy, Town Conservationist Mr. Emanuelson, Conservation Consultant Mrs, Munzer, Emeritus Mrs. Bers • MINUTES 1. Mr. Amlicke called for recommendations of new members for the Commission. Current membership representation: Village of Mamaroneck 3 Town of Mamaroneck 2 Village of Larchmont 2 Suggested names for selection: Harold Weitzner - Village of Larchmont Nuclear Physicist - "Energy" specialist. Teaches. Physics and Mathematics at Pratt C Institute. Mrs. Munzer to contact. -1- 'irs. Edgar Lehman (Elizabeth) - Village of Larchmont. Teacher at Fieldston School. Mrs. Munzer to contact. Mrs. Murray Brauman (Vivian) - Town of Mamaroneck. Member of the Garden Club Mr. Leddy to contact. Mr. Amlicke suggested a need for a hydrologist. "ir. Amlicke recommended that all members present come up with additional names for membership and reserve selection until the next meeting. 2. Little Harbor Sound Association - Presentation of Dredging Proposal. Commission agrees with dredging proposal subject to approval of Dr. Utter who is to submit a letter of recommendation to the Commission. There is a problem with fill overflow in proposed dumping area (Hommocks playing field) . Town of. Mamaroneck will have to decide the best way to overcome this problem. 3. Budget 1977 budget will be submitted October 1, 1976. Mr. Amlicke suggested that each category be supported by reasons for suggested increases in 1977 budget, and that each new project to be included in budget be specific re cost and reasons for cost increases. 4. Annual Report Mr. Amlicke to send copies of the Annual Report to all officials of the two villages and the unincorporated area. S. Solid Waste Management and Recycling Mr. Emanuelson will get further details on the cost of the program, separation problem (tin vs. aluminum vs. mixed) , and to inquire further if inserts (notices) can be included in tax bills. Mr. Emanuelson will report findings at the next meeting. -2- AM 6. Master Plan Mrs. Munzer's report has been submitted to Town Supervisor. Impact 411/ of water run-off and soil survey to be disclosed at October 7, 1976 County Planning Meeting. 7. Environmental Quality Review Act Mr. DeSalvo has been in contact with Mr. Danskin re SEQRA phasing aspect - Assembly Bill 12175 - Sec. 8:0117. Phasing as follows: 8/1/76 Adoption of Rules and Regulations 9/1/76 Phase I - Any action taken on a State Agency. 4/11/76 Adoption of Rules and Regulations 6/1/77 Phase II Any action directly undertaken by a local agency. 7/1/77 Adoption of Procedures 9/1/77 Phase III All permitting action to be funded by loans, grants contact one or more state or local agencies. SEQRA Seminar - DEC will call together County leaders in early October (Westchester, Nassau, Suffolk, NYC and Rockland) . They will meet in NYC to instruct County officials on implementation of SEQRA on local level. It will then be up to County representatives to set up similar seminar for local representatives. Mr. DeSalvo will follow up and report progress to C.A.C. 8. Water Monitoring Mr. Hohberg reports Health Department testing of raw sewerage at beaches inadequate. Mr. Hohberg has suggested prolonged closing of beaches for additional tidal change tests. Recently, the County has initiated smoke checking of sanitary sewer lines - smoke infiltration of homes has been reported. Mr. Hohberg is training new people (students and teachers alike) to participate in Water Monitoring program. -3- 9. Change In Title of C.A.C. Mr. DeSalvo moved that Mr. Amlicke pursue reasons for Town's refusal to grant "Board" status to C.A.C. The motion was carried unanimously; 10. Environmental Education "Walk Book" - Mr. Emanuelson will have C.A.C. sign prepared, re-design cover page and map. Mr. DeSalvo's wife will edit the first page. Final editing at the next meeting. 11. October 23, 1976 Dedication of Christine K. Helwig Nursery, 10:00 a.m. 12. Emeritus awards for Mrs. Munzer and Mrs. Johnson to be presented. 13. . Wetlands and Watercourses The Freshwater Wetlands Legislation was passed in all three municipalities. The 208 Water Quality meetings have started again. The first phase of Landuse and Population study has been completed. The sampling of the Mamaroneck and Sheldrake Rivers is being done, but only over a two month period. We question the accuracy of this. Bob Green of the DEC field checked this area for the Tidal Wetlands Act with Mrs. Johnson and Mrs. Fredston. They changed and/or clarified the same area designation. 14. Solid Waste Management FCWC Board of Directors listened to DelBello discuss Solid Waste Management for two hours. There is still no source separation. It is recommended that we continue to press for this (and for the County to take the lead in.) Since then the Board of Legislators has approved site selection of Grasslands and Yonkers. County (:: executives are still negotiating with Union Carbide for the contract ' on the Grasslands site, on alternate means of disposal if the system breaks down. -4- 15. Master Plan Review Committee The report of the 1966 Master Plan Review Committee will at long Clast be released for study and discussion. It is at present being studied by members of the Town Council. The report will then be reproduced and made generally available. ( Mrs. Munzer served on the Committee as a representative of C:A.C.) Mrs. Munzer attended (September 24), a seminar on "A Socially Just and Sound Environment In Westchester", sponsored by the Suburban Action Institute. Cooperating organizations are: Federated Conservationists of Westchester Westchester Foundation Westchester Hispanic Council Westchester League of Women Voters Westchester Residential Opportunities 16. Next Meeting Wednesday, November 4, 1976, to discuss improvement in paper recycling program. Meeting to be attended by LIFE Center members and Town and Village officials. Meeting will be held at Weaver Street Firehouse (upstairs). CI -5-
