HomeMy WebLinkAbout1976_08_04 Conservation Advisory Commission Minutes MINUTES OF REGULAR MEETING OF THE TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION A regular meeting of the Town of Mamaroneck Conservation Advisory Commission was held Wednesday, August 4, 1976 at the Weaver Street Firehouse. CALLED TO ORDER The Chariman called the meeting to order at ROLL CALL Members Present : Mr. Amlicke Mrs. Fredston Mr. Ciraco Mr. Hohberg • Also Present : Mrs. Brauman, Garden Club of Larchmont Mrs. Amlicke, L.I.F.E. Mr. Leddy, Town Conservationist Mr. Emanuelson, Environmental Consultant Mrs. Johnson, Emitrus Mrs. Munzer, Emitrus Mr. Berardi, L.I.F.E. Mrs. Hartford MINUTES: 1 . TIDAL WETLANDS Mrs. Johnson, Mr. Emanuelson and Mrs. Fredston attended both the public information meeting and then the hearing on Tidal Wetlands, July 27, in Purchase. Previous to the hearing, Mrs. Johnson and Mrs. Fredston studied the maps at the DEC office in White Plains. In general the inventory maps are good. The maps pertaining to the tri-municipal arca are: 604528 604530 606 530 606 532 608 532: 608534 At the hearing, Mrs. Fredston commended the DEC on behalf of the C.A.C. and stated that they would send their comments in for the record. Their area was very well represented with the three of them, Armand Gianunzio, Mr. Robinson of the Nature Conservancy and Jim Utter. As they went over the maps after the hearing with Mr. Danskin, hearing officer, and Jim Utter ' s aerial maps taken in 1975, Mr. Danskin assured them that the area would be field checked for errors-that he would try to contact Mr. Emanuelson to go with field analyst. After the hearing, the three of them collated their suggestions which Mr. Emanuelsor has typed and these should be sent to the DEC office before August 1 to be included in the record. Mrs. Johnson attended the Public Information meeting and the Public Hearing and made a statement for the L.I.F.E. Center. She examined aerial maps five times (three at White Plains Office; two at hearings) and worked with Mr. Emanuelson and Mrs. Fredston on recommendations. Mrs. Johnson distributed Tidal Wetlands information to Larchmont Trustees Joan Williams, Larry Lowy and also to Pryor Manor Association President Phylis Wittner. She then spoke with Dr. Jim Utter as to any summer work being done in salt marshes. 2. FRESHWAnR WETLANDS The local law has been written and a public hearing will be before the Larchmont Village Board on August 16 and the Town of Mamaroneck on August 18. Mr. Frey, the Villag^ of Mamaroneck attorney notified Mr. Forbes that they are not interested in a tri-municipal ordinance although they will probobly enact almost the same law. Mrs. Fredston supplied Mr. Forbes with model local laws as well as the Pound Ridge ordinance and suggestions from Donald Thoroman of the Pound Ridge Water Control Commission. Also met with him were Mr. Johnston and Mr. Vandernoot-the penalty clause had been omitted. -2- There are still some questions to be answered. Mrs. Fredston feels that the C.A.C. is the logical agency to administer the Freshwater Wetlands ordinance rather than create a new body which would not meet • often. Her second choice would be the Zoning Board as they are set up to hold hearings. 3. FLOOD CONTROL MEETING - July 22, 1976 Joe Vandernoot called a meeting to discuss in fuller detail the proposals of the Army Corps of Engineers in regard to flood control of the Sheldrake River in the Brookside area. The engineers gave dollar and cents figures of costs for three different types of flume: 1 ) a concrete flume 2) an all masonry treatment (at least -1- million dollars extra) 3) a masonry veneer of facing (k million dollars extra) . Not only and two and three far more costly, but the yearly upkeep (an estimated $10,000) is an added expense Whether the federal government would pick up any fraction of this "beautification" cost is not known at this time. A reevaluation of the recent flood damage in the area downstream between Braircliff Road, Landsdowne Street, the lake and below, means that the Army engineers could include an extra $750,000 worth of work in updated plans. There was considerable discussion of the dam just above the falls : lowering it? removing it? notching the channel? There was disagreement about a tunnel just below the lake, to catch everything north of the thruway. Further discussion of these and other phases of the flood control problem in the designated area are in prospect. -3- r 4. A POSSIBLE WATERSHED ASSOCIATION Mrs. Fredston, Mrs. Johnson, Mrs Munzer and Dr. Mason are to meet with Mrs. Edith Read of Westchester Soil and Water Conservation District in early September to explain the possibilities of the formation of a Watershed Association of the river basins in our area. A possible tie-in with County plans should also be investigated. 5. MASTER PLAN REVIEW COMMITTEE At long last, the Committee 's report is nearing completion. It should be in the hands of Town officials by Labor Day. C.A.C. will want to study the report with environmental impacts of suggested changes in mind. 6. URBAN COUNTY STATUS Westchesters Urban County has just received $569,000 federal grant. Our three municipalities are included in the program. The Commission would like to express their appreciation to Wally Irwin for a job well done on the Annual Report. Next meeting- September 23, 1976 -4-
