OF
REGULAR MEETING OF THE TOWN OF MAMARONECK
A regular meeting of the Town of Mamaroneck Conservation
Advisory Commission was held on Thursday, January 22 , 1976
at the Town Office Building, 740 West Boston Post Road,
Mamaroneck, New York.
CALLED TO ORDER:
The Chairman called the meeting to order at 7 : 10 P .M.

MINUTES :
1 - APPOINTMENT OF NEW MEMBERS
Two names were presented by Mr . Amlicke as proposed
new members ; Mrs . Edith Silberstein and Mr. Orlando Ciraco . On
motion by Mr. Amlicke and seconded by Mrs . Johnson, it was unani-
mously resolved that the above persons should be presented to
the Town Council for approval .
Mr. Amlicke then suggested to Mrs . Kennelley that
she choose student representatives to attend CAC meetings in
the future beginning with the next scheduled meeting on March 4,
1976 .
A motion was then made by James Gunsalus that the
remaining opening on the CAC be filled by a person from the
Village of Mamaroneck with a legal background and time to spare .
This motion was seconded by Mrs . Johnson and approved by the
Commission. Mr. Amlicke was asked to make such a request
through Supervisor Vandernoot .
2 - DR. JOHN J . BRADLEY - ASSISTANT PROFESSOR AT IONA COLLEGE
Mrs . Johnson introduced Dr. John J. Bradley of the
L. I . F.E. Center Board who will chair a workshop on Energy Con-
servation on Thursday, March 11 from 8-10 P .M. in the Central
School L. G. I . Room. Ogden Reid, State D.E . C . Commissioner,
has been asked to speak. Dr . Btadley asked CAC to co-sponsor .
Other co-sponsors are the Larchmont & Mamaroneck Leagues of
Women Voters and the Mamaroneck Board of Education. Dr . Bradley
and the L. I .F .E. Center hope this will be the first of a series .
The theme of this workshop is Conservation as Our Most Import-
ant Resource . It will argue that conservation does not always
involve sacrifice but improves the quality of life and health
through more efficient use of our energy resources , is more
economical and more environmentally sound. Suggested topics
to be covered include Consumer Habits , Transportation, Work
and Employment , and Health and Fashion. The Commission voted
to co-sponsor .

3 - ANNUAL REPORT
Mr . Amlicke read a letter to the Commission from
Mr. Emanuelson re the annual report in which Mr . Emanuelson
apologized for being absent due to illness but stated that
the report would be completed for the next meeting and pre-
sented at that time .
4 - SOLID WASTE MANAGEMENT AND RECYCLING
a. Paper Pickup - Larchmont Chamber of Commerce .
As a result of discussions held by Mr. Irwin
with the Larchmont Chamber of Commerce , the Larchmont-Town
of Mamaroneck paper pickup (first and third Wednesdays of
eash month) has been extended experimentally to include the
commercial areas in the Village of Larchmont and the unincor-
porated area. Mr. Kellogg has arranged that the same Highway
Department vehicles that collect paper from residents will
also cover business areas on the same days . The first par-
ticipation by merchants was in the special post-Christmas
pickup on December 26 , 1975 . Although collections were poor ,
partly because of bad weather, the Chamber is eager to con-
tinue its January bulletin and alerted its 150 members to
the new schedule . The February bulletin will follow up with
a questionnaire to members on their willingness to participate .
Several steps are being taken to give recognition
to the Chamber for its cooperation. Mr . Amlicke is sending a
letter to Mrs . Lilyan Hartley, President of the Chamber of
Commerce . He is also sending a letter to the Daily Times empha-
sizing the Chamber ' s participation. Also , on February 2 , 1976 ,

Mr. Irwin and Mrs. Hartley will make a brief presentation to the Tarch-
mont Village Board. An additional purpose of these steps is to maintain
and increase participation in the recycling program by residents.
b. MRS. KENNELLEY'S RECYCLING QUESTIONNAIRE.
Mr. Irwin will work with Mrs. Kennelley to design a recycling
questionnaire for use by her environmental studies classes, similar to
those of the past two years but yielding more detailed information on
participation by residents as well as merchants in the three municipal-
ities. •
5 - BUDGET
Mr. Leddy advised the Canmission. that the budget which was sub-
mitted to the Town Board has been approved.
6 - WETLANDS AND WATER COURSES
Section 208 Water Quality - Waste Treatment Management Planning -
Identifying and resolving water quality problems. The study is shaped
to protect the water quality of the major watersheds and reservoirs.
The emphasis is on the underdeveloped but expanding areas of Croton and
Long Island North basins. Judging from the budget allocations, only
$27,000 will be for Long Island South out of $1,080,000 for stream evalu-
• ation. Also, of a lesser priority is the preservation enhancement of
water quality in the vinicity of Long Island South fishing beds and
recreational beaches on the Sound and Hudson River. Other problems are
that the CEAC Board on 208 Planning Board is not functioning well and
David Stein, Director of the 208 Study has been dismissed.
7 - ENVIRONMENTAL QUALITY REVIEW ACT
A final draft has been received re SEQR being attacked from all
sides. Mrs. Fredston advised the Commission that there will be hearings
on January 27, 1976 on the rules and regulations of SEQR which she will

attend. She also reported, as a whole, the law is weakened but is better
than nothing. Mrs. Fredston contacted Mayor Wanderer's office as Mr. Leddy
requested and will notify them when Mr. Robinson has his workshop. She also
stated that June 1, 1976 will be the effective date for local implementation.
8 - NATURAL RESOURCES INVENTORY
Mr. Amlicke read a letter from Mr. Emanuelson dated January 22, 1976
re the Natural Resources Inventory Maps, which has been attached to these
minutes, giving some suggestions and corrections.
Mr. Leddy spread the maps on the table for the Commission members
to view. The maps were approved by everyone.
At the next CAC meeting, the maps will be further discussed and
then the maps, index and descriptive covering letter (to be prepared by
Mfr. Irwin) will be presented to the Town Council. Mr. Amlicke asked
Mr. Leddy to approach the Village of Mamaroneck, the Village of Tarchmont,
and the Zoning and Planning Board, before putting in the final order for
maps, to see if they would also want to purchase copies for their own
municipalities and boards.
9 - WATER MONITORING
Mr. Hohberg advised the Commission that training is in progress
for oil analysis and nitrate analysis in Pinebrook.
10 - PLANNING AND ZONING
Mrs. Johnson presented a report and letter, pro and con, addressed
to Mayor Wanderer and the Village of Larchmont Board of Trustees re the
Special Use Permit for Tarchmont Nursery Land for Tennis Court Proposal,
as attached to these minutes.

11 - LAND USE PLANNING & HOUSING
Mfrs. NUnzer advised the Commission of the fact that Westchester's
communities have agreed to form an Urban County and this is a development
the Commission should keep in close touch with.
In December there was a meeting of officials of the three muni-
cipalities with Mr. John Nolan of the Housing Action Council and Mr. David
Bogdanoff, a builder, centered on what an Urban County would mean to this
community. The possibility of housing for the elderly was also discussed.
This led to a visit to the Senior Housing Complex in Peekskill (one of
Mr. Bogdanoff's projects) . This meeting was attended by representatives
of the three municipalities. A possible next step would be that
Mr. Bogdanoff would visit with the appropriate government body or bodies
of the town and give us the benefit of his experience, once the Town
Fathers are ready to consider senior housing seriously enough to come
up with some possible sites. It is possible that more than one of our
three municipalities might want to cooperate on such a project. We
should keep all doors open.
12 - PREMIUM MARSH
Mr. Leddy reported that dredging is finished in the Premium Marsh
Area. Before the dredging, the outfall pipes were under the silt and this
runoff from Dillon Rd. had nowhere to go. Flooding is now relieved on
Dogwood Lane and Pryer Manor Rd.
13 - MISCELLANEOUS
Mrs. Johnson announced that the Mamaroneck Council of the Arts
for L.I.F.E. Center is giving a benefit, with poetry classes form the
schools on February 18th, at the Emelin Theatre, Mamaroneck, N.Y.
Mr. Irwin suggested there be a discussion on air pollution in this
community and that air quality readings should be acquired for the Town of
Mamaroneck.
