HomeMy WebLinkAbout1977_09_22 Conservation Advisory Commission Minutes MINUTES 0 OF REGULAR MEETING OF THE TOWN OF MAMARONECK • CONSERVATION ADVISORY COMMISSION • A regular meeting of the Town of Mamaroneck Conservation Advisory Commission • was held Thursday, September 22, 1977 at the Weaver Street Firehouse. • CALLED TO ORDER • The Chairman called the meeting to order at 7 :30 p.m. ROLL CALL Members Present: Mr. Amlicke, Chrmn. • Mr. Gunsalus Mr. Burke • Mr. Hohberg • Mrs. Brauman • • Mrs. Fredston • Mr. DeSalvo • Mr. Ciraco • Mrs. Munzer, Emeritus • Mrs. Johnson, Emeritus • Also Present: P.T. Leddy, Town Conservationist Mr. Emanuelson, Conservation Consultant • Lt. Thomas Mahoney Mr. Harry DeMaio, Councilman MINUTES Mr. Amlicke recognized Councilman Harry DeMaio. Mr. DeMaio presented • his concerns regarding youth disturbing users of the Conservation Area with minibikes and bee bee guns. Mr. Ciraco and Mr. Leddy will meet with Mrs. • Baumblatt, youth officer with the Town of Mamaroneck Police Dept. to see • how the activities can be controlled. Mr. DeMaio will supply names of youths to Mr. Leddy. Minutes of the August 4, 1977 meeting were reviewed and a final copy was prepared for typing and distribution. • 1. Mailing List • Mailing list completed and will be typed and sent to all members. -1- 2. Budget Review 1978 budget was reviewed and the only change made was in Item 405. Photo Supplies reducing the 1978 request to $100. the same as 1977. • 3. Annual Report • Mr. Amlicke sited the various letters received from various State officials • regarding the overall outstanding work being done by the Commission. It was • recommended that copies of the letters be sent to the Town Council. 4. Community Assistance Funding Program • Mr. Amlicke reported on letters and phone conversations with State officials • regarding our Community Assistance Funding proposals. They were all encouraging • • but requested breakdowns of personal services. Mr. Emanuelson and Mr. Elfrich • will submit breakdowns of their respective areas as soon as possible. Mr. • Amlicke will contact Mrs. Hartford for a breakdown of L.I.F.E. funds. • 5. Solid Waste Management and Recycling Mrs. Brauman reported that the Recycling Center has been very clean and read Mr. Kellogg's memo of September 2, 1977 reporting that in the first eight months of 1977 the income and savings on paper recycling had doubled over the same period in 1976; $15,779. 10 to $31,983.65. Other indications of increase savings in the future are: 1) There is a $3 increase anticipated per ton for tonage taken to Croton; 2) a change • from Peirmont, NY to Tallman, NY (which is a shorter hauling distance) and • increase of $4 per ton delivered "clean". • Mr. Leddy was asked to follow up with Mr. Kellogg regarding signs on the • Town trucks stating "Paper Pickup Every Wednesday". • Mr. Emanuelson was requested to prepare a recycling statement to be sent • out with the January tax bill. • • -2- Aluminum Recycling - Mr. Emanuelson reported that all elementary schools and the middle school principals have been approched and the reactions have been favorable. Mr. Ciraco reported that the Hommocks School Mechanical Arts Dept. will be taking on the project. Mr. Papierman of Murray Ave. School is preparing a one page "How to" for use in the other schools. The stumbling block to a system wide school program at this time is storage of aluminum at the various elementary schools. A storage area at the Recycling Center and pickup arrangements are being worked out. 6. Energy Tabled. 7. Environmental Legislation Mr. DeSalvo stated that new revised rules and regulations for S.E.Q.R. Act have been released and he will check them for changes. Mr. DeSalvo will check with Mr. Maggini regarding the progress of the revision of S.E.Q.R. Town law. 8. Natural Resources Inventory Review of Composite Map for Purposes of Updating Same. The Commission reviewed the Natural Resources Inventory Maps. Four additions and changes were recommended and accepted. The map was approved for publication. 400 copies at $600 plus type setting and additional printing in of additional names was approved. 9. Wetlands and Watercourses Update of 208 Water Quality Task Force - The final stages of 208 plan formulation are approaching as the deadline for plan implementation and completion is March 1978. Technical draft plans are supposed to be completed in August and next week Mrs. Fredston will attend the citizen policy Commission to review the plans. The data collected in Westchester will be used to assess the current water quality of the major streams and lakes of the County, and -3- 4 to determine the impact of storm-related run off and landfill leachates. Mr. Amlicke read his letter to the Supervisor regarding the Water C:D7.trol 4:11 Commission's revisions of the Inland Wetlands Law and requested 1978 budget. 10. Water Monitoring 1. Thanks to the repair work on the sewer lines (Village of Larchmont) , Manor Park has exhibited: a. exceptionally low bacteria swimming conditions. b. a low algae bloom (in particular Ulva) . c. without a heavy algae bloom, "Sea Lice" (Gammerids) did not proliferate and their annoying "Biting attacks" on swimmers did not occur. 2. The lab at school has been dry, so far, and perhaps we can assume that the roof has been repaired. Joan Devlin, a member of the Board of Education, recently visited and has promised her help in having electrical and plumbing repairs made. 3. The new Chemical Science classes are being instructed in preparation for their assuming "field work" in water monitoring. The only problem is to obtain permission from administration to convene our "outside laboratories" instead to having our work considered "field trips". 4. Hopefully, our last equipment order will include a new Limnology Kit from Bausch and Lomb. 11. Zoning and Planning Boards Mr. Gunsalus reported that the Cluster Development Project for Larchmont Nursery property is moving ahead. Test borings are being done on the filled area. 12. Land Use Planning and Housing Mrs. Munzer reported that the Master Plan Commission has had a special meeting with the Town Council on Transportation and Traffic. The Master Plan • Commission will continue and will have meetings with speical interest groups -4- and commissions on the various aspects of the report such as Open Space with the C.A.C. and interested citizens. Mr. Amlicke asked Mrs. Munzer to check on the Hazen and Sayer Research regarding Wetlands and Watercourses in the County. Especially the Sheldrake and Mamaroneck Rivers. What is its prupose? What is it to do? Mr. Gunslaus raised the question as to where to go with specific questions regarding Westchester Planning. 13. Parks, Cemeteries and Conservation Areas Usage of Larchmont Reservoir Area tabled until next meeting. Premium River encroachment situations have been referred to Town Clerk and legal department. Hommocks Walk Book Committee was formed. Mr. Emanuelson, Mrs. Johnson, Mrs. Munzer and two L.I.F.E. naturalists to be recruited by Mrs. Johnson. This committee will develop a walk book using the materials prepared by Donnell Curley this past summer. Mr. Leddy was instructed to treat all signs with Tanglefoot to deter vandalism. 14. Miscellaneous - The N.Y.S.A.C.C. dues of $50 was approved for payment. - The Westchester County Report was sent to Mr. Munzinger in August. - Mr. Hohberg may attend the N.Y.S.A.C.C. Conference in Albany. - Mr. Emanuelson was requested to follow up on application for NY State Youth Conservation Corp program and funding.
