HomeMy WebLinkAbout1977_08_04 Conservation Advisory Commission Minutes MINUTES OF REGULAR MEETING OF THE TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION A regular meeting of the Town of Mamaroneck Conservation Advisory Commission was held Thursday, August 4, 1977 at Mr. Gunsalus' house. CALLED TO ORDER The Chairman called the meeting to order at 7:30 p.m. ROLL CALL Members Present: Mr. Amlicke, Chrmn. Mr. Gunsalus Mrs. Brauman Mr. Burke Mr. Hohberg Mrs. Munzer, Emeritus Also Present: Mr. Emanuelson, Conservation Consultant Mr. Lee Bloom, Town Councilman MINUTES 1. Conservation Advisory Commission Mailing List No further corrections were made on the mailing list. 2. Annual Report Letters from FCWC and DEC in response to Mr. Amlicke's distribution of the 1976 Annual Report were read. They were very complementary and congradulated the Commission on a job well done. FCWC asked permission to copy and distribute the Appendix on Recycling. Mr. Amlicke send a letter granting approval. 3. Community Assistance Funding Program Mr. Emanuelson submitted to the Commission possible projects which would qualify for the State aid. The 1977-78 and 1978-79 requests were discussed and revised by the Commission. Mr. Burke and Mr. Hohberg were to follow through regarding the retyping and submission of proper letters from Mr. Vandernoot, Town Supervisor, to the State and Regional offices of Mr. Moberg and Mr. Van Valkenburgh. The major request was for Local Freshwater Wetlands Mapping. -1- • 4. Solid Waste Management and Recycling Recycling Center - Mrs. Brauman was happy to report that there has been a . marked improvement in the appearance of the Recycling Center since Phil Stein has been the Saturday attendant supervising both the glass and the paper depot. On frequent visits the glass area was found swept up and free from litter of paper bags and cartons that used to pile up, hindering easy access to the bins. Phil is doing a very good job in keeping the Town Yard in tip-top shape. Glass - On June 22, 1977, Mr. Vandernoot, Mr Kellogg, Mrs. Hartford and Mrs. Brauman, at the invitation of Mr. Menkes of Menkes Municipal Services, Inc. , visited West orange, NJ to observe firsthand the recycling operations of that community with the thought of possibly changing our present method of disposing of our glass. Mr. Menkes, as reported previously, is most anxious to do business with our community. Selling our glass to Mr. Menkes would eliminate the rental • of the storage bins and hauling charges to the mill and could show more profit to the Community. There are some problems with Mr. Menkes' proposal, however, and these have been reported previously. Some of the problems involve the designing and building of permanent glass storage bins, use of front end loaders and the need for the glass to be free of contaminants such as metal rings, lids and tops to' be acceptable for recycling. At the request of Mr. Vandernoot and Mr. Kellogg, Mr. Menkes is to spell out the particulars of any future contract so that they, as well as our Town and Village Attornies, may study Mr. Menkes' proposals more closely before making any decisions. Aluminum - Mr. Burke will discuss the project further with Mr. Downey, principal of the high school. Mr. Emanuelson has met with Mr. Robert Wiser of Hommocks School and Mr. Robert Kraus of Mamaroneck Ave. School and both have agreed to follow up with a possible aluminum project for their schools in September. -7- 5. Energy Tabled. 6. Environmental Legislation Mr. Amlicke reported the SEQR review subcommittee has met twice and the Planning Board will now adit the Local Law for presentation to the Town Board. There was good representation on the part of the Town of Mamaroneck and Village of Larchmont at the review sessions. 7. Conservation Board Tabled. 8. Wetlands and Watercourses Tabled. However, the Water Control Commission has reviewed 60% of the law. The next meeting will be August 11. 9. Water Monitoring ,• . Manor Park has been testing 50% better than last year. 10. Zoning and Planning Boards The nursery project is moving well along. Roads are still a question to be resolved. A Sherwood Drive exit for emergency use by police and firemen is being arranged. 11. Land Use Planning and Housing No report. 12. Parks, Cemeteries and Conservation Areas Conservation areas are reported to be in good condition and bridge and catwalk repairs are near completion. Reservoir sign needs additional support bracing. Mr. Leddy and the building inspector will check the Premium Marsh C.A. boundary line and speak to homeowners who encrouch on the C.A. If the home- owners will not voluntarily remove the encroachments, the Town Attorney will write them regarding the penalty for crimminal trespassing. Mr. Emanuelson recommended that Donall Curley, Environmental Education -3- student at Colorado State, do a survey on vegetational cover at Hommocks Field. The Commission approved three weeks work, entailing the collecting of data and al the preparation of written report. 40 hours a week @ $3.50 = $140 3 weeks = $420. "No Dumping" sign crediting clean up by Cub Scout Pack II on Beautification Day, April 23, 1977, needs to be erected at the back line of the Larchmont Diner. 13. Miscellaneous Associate Students - Mr. Hohberg will invite high school students to the September meeting. The New York State Association of Conservation Commissions will hold its annual meeting in Albany on September 30 and Oct. 1. Commission members wishing to attend, please contact Mr. Amlicke. EPA report on the effects of Air Pollution on Trees and Shrubs - Mr. Leddy to get report. The Westchester County Dept. of Environmental Facilities requested clarification on Replacement of Larchmont Force Main of Sewer Line. Mr. I Hohberg was to find out the project details. Mr. Gunsalus was to complete Town of Bedford questionnaire regarding C.A.C. 's assistance to Planning Boards and forward it to the Town. 0 A
