HomeMy WebLinkAbout1977_06_09 Conservation Advisory Commission Minutes MINUTES OF REGULAR MEETING OF THE TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION A regular meeting of the Town of Mamaroneck Conservation Advisory Commission was held Thursday, June 9, 1977 at the Weaver Street Firehouse. CALLED TO ORDER The Chairman called the meeting to order at 7:30 p.m. ROLL CALL Members Present: Mr. Amlicke, Chrmn. • Mr. Burke Mrs. Brauman Mrs. Munzer, Emeritus Mrs. Fredston Mr. Gunsalus 1111 Mr. Hohberg Mr. DeSalvo Also Present: Mr. Emanuelson, Conservation Consultant Mr. Leddy, Town Conservationist • Mr. Lee Bloom, Town Councilman MINUTES Mrs. Munzer suggested that the back of paper be used in printing the minutes. 1. Revision of Mailing List Members will receive copies of the mailing list for review of the names, addresses and code numbers. Names with #1 will receive meeting notices only, code #2 original minutes and code #3 will receive revised minutes. • 2. Annual Report I (2 The annual report has been submitted to the Town Council and approved. 3. Solid Waste Management and Recycli Mrs. Brauman reported that Philip Stein, a former employee of the _t_ Highway Dept. , has been hired as the Saturday attendant for the Recycling Center at the Town Yard. It is hoped that the general appearance of the• • Center both at the paper depot end and the glass site will improve under • his care. • Posters for the business area paper pick-up have been prepared by the L.I.F.E. Center. These will be distributed to the merchants and businesses • • at once. It was suggested that the Chamber of Commerce be given a pitch • on recycling. " Mrs. Brauman was asked by the Chairman to visit the Recycling Center at random times and report conditions to the Commission. • Mr. Emanuelson will meet with school principals about aluminum recycling • so a program for the fall can be instituted. Mr. Burke will handle the • high school,and will contact the principal and the General Association president. • The Town Council will support bottle bill legislation according to a • • letter from the Town Supervisor, Joseph Vandernoot. • Mrs. Brauman will speak to Mr. Kellogg in an attempt to have sanitation • • men pick-up refuse without littering. Mr. DeSalvo suggested a competition • among sanitation men to achieve cleaner pick-ups. Mr. Bloom will check • on a Town ordinance against littering and report to C.A.C. • Mr. Gunsalus will check on the project of Andy Williams, Boy Scout, who would like to have a project of educating citizens on recycling. • 4. Energy It was announced that the school bond issue to conserve energy was passed. Mr. Weitzman should contact the Chairman concerning energy saving program as it relates to Town offices. "Regional Plan As'n Comments on National Energy Policy" and the Ottinger energy report are to be sent to Mr. Weitzman. • • -2- • • • • • • 5. Environmental Legislation I (:: Mr. DeSalvo reported that after SEQR legislation was adopted by the Town, a committee .was set up to amend appropriate sections of the legislation to • • fit the Town of Mamaroneck. As the present time it is believed that the • • part which deals with exempt and non-exempt areas is too broad and as a • • result many areas ennumerated do not affect Mamaroneck. Members of the • • committee studing the legislation are Mr. Amlicke and Mr. DeSalvo from C.A.C. , • two members of the Planning Board .and two of the zoning board and two from • the League of Women Voters. • After the Committee's first meeting it was decided to get input from • various officials of the community who. have expertise in the enumerated • areas. Mr. DeSalvo is preparing a letter to go to these officials inviting • them to a meeting to decide what input is needed. The meeting will be held • • in July with Mr. Amlicke, Mr. DeSalvo, Mr. Gunslaus and Mrs. Fredston. 6. Land Use Planning and Housing • Mrs. Munzer urged each Commission member to read carefully the summary • report of the Master Plan Review Committee and to be ready with suggestions. • • Several suggestions were made at the meeting: • • Careful study .of .the recreation potentials of the Larchmont Reservoir Conservation • Area, with an eye to environmental impact as well as to .the complicated problems of land and water ownership by several municipalities. Mr. Emanuelson feels items 7&8 pertaining to private clubs and their future use should be endorsed by the C.A.C. Mrs. Fredston suggested the need of an active policy to grant tax incentives and/or abatements to acquire property for future recreation use such as access to waterfront property. • (This would apply more to the • 'raw., Village of Larchmont than to the Town.) Mrs. Fredston urged aggressive publicity to promote citizen awareness of organizations such as the Nature -3- • • Conservancy, etc. She would also like to see bicycle paths incorporated • in the Master Plan. Mrs. Munzer emphasized the need of constant review • of the Marks property situation. • All members of the Commission are requested to attend the Town Council • meeting on July 6 to present these and other suggestions. • Larchmont Reservoir, Sheldrake and Leatherstocking areas' usage should • not be allowed until poison ivy is controlled. Mr. Leddy will have the loose • bridge repaired and the sign reinforced. Possible usages of reservoir • will be discussed at the next meeting. It is hoped that cars will not be. • permitted. Discussion of dedication will also be tabled to the next meeting. 7. Wetlands and Watercourses - 208 Water Quality Planning Mrs. Fredston reported that most of the data has now been collected on population projections, land use and water waste flows and delineation. An interim report will be ready soon. The next step will be to develop • a comprehensive plan and then the most important phase will be the implementation. Testing in the Mamaroneck Harbor is complete and alternative plans on a cost effective basis are now being studied. A new person has taken over the Army Corps' responsibility in the Sheldrake-Mamaroneck River Flood Plan and for the first time, possible as a result of Town and C.A.C. urging, the 208 personnel have been consulted about the data collected for these rivers. The landfill study funded by the Dept. of Environmental Facilities and written by the 208 Task Force fared better than expected as there were no PCB's. The North County, however, in sparse and secluded areas showed the lake to have heavy metals, PBC's and pesticides. The Town Council has asked the C.A.C. to review the Freshwater Wetlands Act,• to amend and clarify procedures and to make recommendations. Mrs. Fredston, • -4- s Mr.Mrs. Johnson, Gunsalus, Jacques Dubouchet, and Mr. Amlicke are , qon the committee. (:: Mr. Emanuelson will be asked to join also. It will be necessary to get Mr. Elfrich to join the group. Town Council wants a report by September 15. Mr. Emanuelson will check with Mrs. Munzer re watershed. Mrs. Munzer will contact Edith Reid of County Soil and Water Conservation District to get status of Hazen and Sawyer report , when it will be out and if it covers Mamaroneck and Sheldrake watersheds. Mrs. Fredston will give a report at next meeting on "Interim Program • for the Disposal of Dredged Material in L.I. Sound". June 15 DEC will have reclassification of saline waters off Westchester. • 7. Natural Resources Inventory • Mr. Emanuelson will distribute to members composite maps for possible corrections before updating. 8. Conservation Board Tabled temporily pending development of SEQR legislation. Mr. Emanuelson will go to the June 27 DEC meeting of Community assistance programs and will report back on scope of legislation on local funding on C.A.C. projects. Two are proposed;water monitoring and updating of Natural Resources Inventory. Mr. Emanuelson will send a copy of the wetlands law to Norman J. Van Valkenburgh, regional director of NYS DEC. 9. Zoning and Planning Board • The Chairman reported that the C.A.C. letter on nursery property recommendation was delivered. 10. Parks, Cemeteries and Conservation Areas Premium Marsh will have a sign saying "No Dumping - Cleared Beautification Day, March 1977". -5- • 4. Fifty gallon drum and safe are to be removed from the Marsh area. Two411 homwowners in "Marsh have encroached on the Marsh area. Mr. Bloom suggested the Town Council ask Town Attorney Johnston to write the owners that they will be penalized if corrective action is not taken. Mr. Leddy will first make certain of property lines. A suggestion was made that a chain at the entrance of the Marsh area be moved back in the winter so residents can use dirt road. 11. Miscellaneous The County Environmental Management Council will be formed soon. FCWC dues of $25 will be paid by Mr. Leddy. Next meeting Thursday, August 4, 1977.
