HomeMy WebLinkAbout1982_01_21 Conservation Advisory Commission Minutes Uncorrected MINUTES OF TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION AND WATER CONTROL COMMISSION JOINT MEETING A regular joint meeting of the Town of Mamaroneck Conservation Advisory Commission and the Water Control Commission was held on Thursday, January 21, 1982, at the Weaver Street Firehouse. The meeting was called to order at 8:04 P.M. Members present: Robert Barrett, Chairman, CAC & WCC Elinor Fredston, CAC & WCC Dr. Alan Mason, CAC Mary Anne Johnson, CAC Jacques DuBouchet, WCC Robert Hohberg, CAC Orlando Ciraco, CAC Susan Amlicke, CAC Also present: Tom Leddy, Town Conservationist Thomas Amlicke, Town Board Representative Miriam Curnin, Village of Larchmont Trustee Elizabeth Stern, L.I.F.E. Director Susan Boyle, Westchester County E.M.C. J. Henry Neale, Westchester County E.M.C. Elizabeth Imperato, Recording Secretary Minutes The minutes for the November 19, 1981 meeting were presented to the Commission. Subject to correction, the minutes were unanimously approved and authorized for distribution. The date for the next joint meeting of the CAC and WCC is Thursday, February 25, 1982, at 8:00 P.M. Mr. Barrett signed the letter of submittal for the Third Quarter Report for Community Assistance. Annual Report Mr. Emanuelson is currently working on the Annual Report for 1981. ,Page 2. D.E.C. Meeting Mr. Barrett reported on the meeting he attended with Mr. Emanuelson, Dr. Alan Mason, Paris Mastroddi and Charles McNulty on January 14, 1982. All involved would like to meet to review annual work plans and budgets. Mr. Barrett stated the main criteria for re-imbursement by the State is that the Commission should act in an advisory capacity to local governmental agencies. In a new change of procedure concerning activities for consultant services (L.I.F.E. Center) , the Department of Environmental Conservation requests a letter of proposal outlining work programs and cost factors. This cost factor should be included in our budget. Pollution and toxic substances Mr. Hohberg reported his two chemistry classes have sampled the waters of the Sheldrake from Rockland Avenue to Columbus Park and the Mamaroneck River from Warren Park to the Post Road. Tests for hardness, sulfide and alkalinity were performed. He has also analyzed three pond samples for salinity. Main Topic The Chairman presented Susan Boyle, from the Westchester County Environmental Management Council (E.M.C.) . Ms. Boyle addressed the Commission on landfill sites in the Larchmont/Mamaroneck area. In 1979, the D.E.C. requested that all counties take an inventory of hazardous waste sites. The Health Department working in conjunction with the E.M.C. assembled sixty five currently active sites. The D.E.C. requests an annual listing of sites. A general discussion was held between Ms. Boyle and Commission members and a landfill site data sheet was distributed to members for their input in developing a landfill inventory. In the appendix, you will find a list of Page 3. possible landfill sites; the list is to be reviewed by members and additions or deletions will be discussed at the February meeting. Mr. Barrett asked if a press release would be helpful and requested Susan Boyle to send him a copy which will be forwarded to the Daily Times. Solid Waste and Recycling Susan Amlicke received the year's totals on recycling. She stated overall we did very well - our savings amounted to $36,320 for the year and we averaged 30-35 tons weekly. Mrs. Amlicke reported that tarps have been requested for garbage trucks as litter was being scattered from open trucks. Mr. Barrett stated he would like to invite Mr. Fred Kellogg to our next meeting to discuss paper recycling. Mr. Amlicke held a general discussion on the glass recycling depot with Commission members. Mr. Barrett will discuss with Mr. Emanuelson the preparation of the recycling savings notice that will be sent with tax bills. Zoning and Planning Boards Garfield Property: Mr. Barrett reported the Planning Board of the Town of Mamaroneck originally voted not to require an environmental impact study (E.I.S.) with regards to the Garfield property. The Conservation Advisory Commission recommended an E.I.S. and wrote a letter to that effect. Since thea, an E.I.S. is now required. The Commission's help was requested in the preparation of this E.I.S. Mr. Barrett and Henry Neale outlined the basic procedures: submission of proposals by at least three consulting organizations which will be sent out to interested persons Page 4. and developers. Once a consultant is selected, he will attend a public meeting; an outline will be set forth as to what the consultant will do and a draft form will be made available for comments in a public hearing. A final E.I.S. will be made based on these comments and will be sent to us and to the Planning Board for their action on the site plan approval and road closing aspects. Discussion on the Berton project was tabled until the next meeting. Water Control and Watercourses Dredging: Dr. Mason has not received any correspondence from the Army Corps of Engineers. Coastal Zone Management Study: Mr. Barrett contacted Martin Quigley who will bring up the study at the next Village of Larchmont Board meeting. Best Management Practices Manual Update: Mrs. Fredston stated another letter should be written to Fred Kellogg with regards to salting the streets. Mr. Barrett requested Mrs. Fredston to draft a letter to this effect. Mrs. Fredston presented a copy of the manual to Commission members. Dr. Mason reported on the Sheldrake River hydrological study conducted by County level engineers. He stated it was a good "foundation" meeting with top people. Mr. Cropper and Mr. Tomecek (Soil Conservation Service) suggested a possible sollution for flood control would be a V-notch in the main dam weir. After discussion, it was recommended that a feasibility study be made regarding the structure of the dam to withstand the revised structure for the V-notch. Mr. Barrett requested that Mr. DuBouchet and Dr. Mason contact Steve Tomecek and Page 5. Jim Cropper to test out their assumptions. Mr. Emanuelson was also present at this meeting at the Sheldrake River. Mr. Henry Neale discussed Governor'Carey's proposed budget cuts with regards to all C.A.C. 's and EMM.C. 's (funds will be discontinued) and the new bottle bill (chances are at least 60%) . Historical Preservation Mrs. Fredston reported on plans for the historical workshop to take place in February. The Larchmont Historical Society has inventoried 150 different sites and now requires professional help. Mr. Barrett requested Commission members be notified of the date of this workshop. Land Use, Vegetation and Wildlife Mr. Barrett advised that Larchmont was designated a Tree City in December and is working on its tree inventory and implementation of the program. Mr. Leddy will contact Mrs. Ina Meyers regarding the copper beech tree fund. Parks, Cemeteries and Conservation Areas Discussion on the leaf composting area proposal and adopt-a-cemetery program was deferred until the next meeting. Miscellaneous The Environmental Planning Lobby is holding a fund raising concert at the Brooklyn Academy of Music on Saturday, January 30, 1982; contact Mr. Barrett for further details. Mr. Barrett would like recommendations for vacancies on the Conservation Advisory Commission: Town of Mamaroneck and Village of Mamaroneck. Page 6.
