TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION
AND WATER CONTROL COMMISSION JOINT MEETING.
A regular meeting of the Town of Mamaroneck Conservation Advisory Commission
and the Water Control Commission was held at the Weaver Street Firehouse on
Thursday, May 19, 1983. The meeting commenced at 8:10 p.m.

Administrative Matters:
The minutes for the April 28, 1983 meeting were discussed and approved;
the next meeting for the Conservation Advisory Commission and the Water Control
Commission is Thursday, June 16, 1983.
Environment:
Dr. Mason reported the developers of 2155 Palmer Avenue Project feel they
have complied with the conditions of the variance. Mr. Amlicke stated the Garfield
Project is in litigation. Dr. Mason reported Finast presented an application for
a sign variance and were turned down.
Mrs. Clarke reported the developers of the Elkind Property have submitted
new plans; copies were given to Mr. Emanuelson who will forward them to Mr.
DuBouchet for his consideration. The Hampshire County Club is concerned if the
water retention will be adequate. Mr. DuBouchet, hydrologistfor the Commission,
will review the drainage report and give an evaluation. The Village of Mamaroneck

Planning Board will discuss this project at its meeting on May 26, 1983. Mr.
Emanuelson stated the County Club piping is inadequate in that it is a 15" diameter
pipe where the Boston Post Road outlet for this drainage is a 24" pipe. A
general discussion of the proposed project was held; due to the increase in runoff
which would be created by the project and the inadequecy of the drainage piping,
a motion was made by Mr. Ciraco requesting that the Commission write a letter to
the Planning Board, Hampshire County Club and C.Z.M. (Village of Mamaroneck)
stating we look with apprehension upon this project and that a report from our
hydrologist will be forthcoming. Motion was seconded by Mrs. Clarke and was
unanimously approved.
Dr. Mason has discussed cluster housing on Palmer Avenue with Joan Williams;
Fred Kellogg is adament about retention on site of drainage. A discussion was
held on the Pioneer Property - the Village of Larchmont is agreeable to this project.
Mr. Anderson stated that there was no height problem and parking is close to the
guidelines.
Recycling:
Mr. Amlicke reported the Town passed a resolution thanking Hy Papierman
for his years of service to Murray Avenue School. L.I.F.E. Center will also
make a presentation to Mr. Papierman this Monday at Murray Avenue School. The
award for Hy Papierman done in caligraphy by Ann Gunsalus was displayed for the
Commission; the cost of the mat and frame will be reimbursed by the Commission.
Mrs. Amlicke has called Fred Kellogg regarding complaints about mixed waste paper
trailer at the Recycling Center. The area becomes jammed when 3 or 4 people
recycle simultaneously; they cannot reach the door. Also the paper becomes
jammed up at the door regularly. Mr. Kellogg will see that the paper is pushed
back regularly. The small door cannot be changed.

Mr. Amlicke reported the Bottle Bill is deferred until after Labor Da

Water courses and water bodies:
Mr. Emanuelson introduced Lynn Clemmens and Nicole Schless who are candidates
for the Coastal Zone Management. A
g general discussion of various aspects of
Coastal Zone Management planning followed; Ms. Clemmens is in the proecess
writingof
a proposal for our consideration.
Oil in Premium Area:
Due to the increase in storms and runnoff, there has been shifting of mud
flats in the Premium area. This will be checked by Mrs. Johnson and Mr. Em

wanted to sign up for the Peekskill Plan. Y
Now, the county is trying to find a
transfer station site in White Plains and municipalities must either continue
the Countyor have a different plan byJune 1� with
1st. The Mayor and Supervisor wrote
to the County stating that we will continue to operate our transfer station here.
Mr. Amlicke reported the new aluminum trailer holds more garbage and has a
reliable compacting system. more
Discussion of Flood Problem:
Dr. Salviolo addressed the Commission regarding the backing up of water
affecting his home on Bonnie Way and Weaver Street. A general discussion
regarding the Sheldrake flooding was held

Communications to Commission:
Dr. Mason reported the meeting with the State funding people will be held
on June 8, at 10:00 a.m. Dr. Mason and Mr. Emanuelson will attend this review of
our work plan.
Dr. Mason will address a letter to Mr. Amlicke regarding the sidewalk on
Town property opposite 2155 Palmer Avenue.
Joint Planning Commission:
Mr. Anderson discussed the first meeting of the Joint Planning Commission;
membership needs more work. Mr. Anderson advised Joan Williams that the C.A.C.
would like to be invited to the Commissions meetings; next meeting is scheduled
for September. Mr. Amlicke suggested to Supervisor Goldsmith that former
Commission members be appointed to this Joint Planning Commission for their input
and expertise.
New or Other Business:
The composting sites were discussed; Mr. Emanuelson is to follow through
with Tom Leddy regarding the feasibility of the White Plains site with the Village
of Mamaroneck. The question of trade lands with the Village of Mamaroneck was
brought up; it was hoped that all of these arrangements could be worked into a
package arrangement with the Village.
Mr. Hohberg discussed his completed report on the lower Reservoir and upper
Sheldrake. Copy is attached of his conclusions and recommendations. A motion
was made by Mrs. Fredston that the Soil and Water Board and local officials be
notified that a point source of pollution has been identified by Mr. Hohberg and
actions should be taken to clear it up. Motion was seconded by Mrs. Clarke and
unanimously approved.

The Environmental Management Council is holding quarterly meetings; the
designated members are Mrs. Fredston (Village of Larchmont) and Dr. Mason (Town of
Mamaroneck) . Mrs. Clarke was suggested as a Village of Mamaroneck representative.
Mr. Emanuelson advised that Mrs. Fredston will be our representative for the F.C.W.C.
Mr. Emanuelson reported on the accident at the Reservoir where a girl was pushed
off the dam and injured. The Commission has talked about regulations and policies
but we are unable to enforce them. Some enforcement has to be taken.
There being no further business to discuss, the meeting was adjourned.

Conclusions
The data in this report indicate:
1. An area of\Clear Water in stations 11 1 and 2.
2. An area of Pollution in stations #3 through 12 with point pollution at or
about station #9.
3. An area of Decomposition in stations #13 through 27.
4. An area of Recovery in stations #28 through 39.
5. An area approaching Clear Water in stations #45 and 46.
Since these areas conform very closely to the model of a Self Purifying Water
System, close attention must be paid to the area of Recovery. These stations are
all within the Bonnie Briar Golf Course. This provides strong data that this land
should remain undeveloped so that the water shed continues to naturally purify
itself.
Recommendations
1. Point pollution at or about station #9 must be corrected.

2. Further coliform analysis should be performed at all stations with a count
716 organisms/100 ml.
3. Downstream analysis should be executed from station #46 (Garden Lake) to provide
more complete data on the Sheldrake River water shed.
