1983_04_28 Conservation Advisory Commission Minutes
Corrected TOWN OF MAMkRONECK CONSERVATION ADVISORY COMMISSION © AND WATER CONTROL COMMISSION JOINT MEETING A regular meeting of the Town of Mamaroneck Conservation Advisory Commission and the Water Control Commission was held at the Weaver Street Firehouse on Thursday, April 23, 1983. The meeting commenced at 8:05 P.M. Members present: Dr. C. Alan Mason,r'Chairman, CAC & UCC Susan Amlicke, CAC Mary Anne Johnson, Emeritus Elinor Fredston, CAC & WCC Kathryn Clarke, CAC & WCC Also present: Cliff Emanuelson, Conservation Consultant Tom Leddy, Director of Conservation James Anderson, Village of Larchmont Liaison Joe Messina Elizabeth Imperato, Recording Secretary Administrative Matters: The minutes for the March 17, 1983, meeting were discussed and approved; 4 r (,) the next meeting for the Conservation Advisory Commission and the Water Control Commission is Thursday, .May 19, 1983. Environment: A discussion was held on the status of 2155 Palmer Avenue Project; Dr. Mason reported the developers went to the Building Department for permits and will have to go to the Zoning Board to get a variance for the third story. A discussion was held concerning the sidewalk opposite 2155 Palmer Avenue; Mr. Leddy felt if it was needed that the Town is equipped. The Commission favored the construction of this sidewalk. Mrs. Johnson expressed Concern about the asphalt dumping near the Pinebrpok k. • drain- harmful materials were being put there as landfill. A discussion was held concerning the Garfield Property. Mr. Leddy reported ,Zj, • the trees on the Garfield property were removed at the request of the Town (to clean up the property). Page 2. Recycling: Mrs. Amlicke reported the Murray Avenue School aluminum program has been abandoned because of the State bottlel•bi11; Hy Papierman felt there is no longer enough aluminum to make it worthwhile. Mrs. Amlicke suggested the Commission should recommend to the Town Council that Hy Papierman be given a certificate of recognition as he has been collecting aluminum at Murray Avenue School for 13 years. The presentation could be made on Monday, May 23rd. Mrs. Fredston suggested a plaque written in calligraphy. Dr. Mason will write a letter to the Town Council to this effect. Mr. Leddy stated that mixed paper is being taken to Thruway Company in New Jersey ($1.00 per ton). A discussion was held about the Finast trees cut down- Commission will check into the tree ordinance. The Planning Board turned down Finast's request for a sign; the sign ordinance prohibits signs facing residential areas. Dr. Mason stated that the Commission's position is that the Town should enforce sign ordinances as written. Mr. Anderson stated a joint planning-zoning committee is underway; Mrs. Fredston requested a C.A.C. member be on this joint committee. Mr. Anderson also stated that the Village of Larchmont passed local legislation several years ago for site plan approval. The commission recommends that all three municipalities have site plan approval. Water courses and water bodies: Mrs. Fredston reported the coastal zone management is progressing; a meeting will be held Tuesday night to discuss boundaries. Bob Hohberg will be invited to attend join the committee. Mrs. Clarks stated we -should all work together on coastal zone management to get a better handle on siltation and flooding problems. Mr. Emanuelson discussed the summer consultant's job. Several Page 3. applicants were considered including Lynn Clements for coastal zone management and Gregg(2 Renkes for the work/study program at the Reservoir. Both are Yale. School of Forrestry and Environmental Studies graduates. Solid Waste Disposal: Mrs. Clarke reported the Village of Mamaroneck is seriously considering the development of the Taylors Lane property; a new composting site will have to be found. Mrs. Clarke stated the Village was considering joining the county. Mr. Leddy reported the county operation is not functioning; Mr. Emanuelson recommended checking the site at Old White Plains Road. Mr. Emanuelson and Mr. Leddy will meet with Mr. Fraioli :to look into:a possible leaf composting site at Old White Plains Road. Historical Preservation: Mrs. Fredston discussed the rescheduled Federated Conservationists conference. Some points of interest discussed at the conference were preservation of trees, the importance of coastal zone management. The county has no landmarks preservation; it must be in the zoning. There should be some formula between the size of the house and acreage of the house. Communications to Commission: Dr. Mason and Mr. Emanuelson will campile ani give a review of stwte funding for 1983-84 (50% sharing) when notified by the state. Mrs. Clarke reported the Hampshire Country Club is concerned about a proposed 54 condominium development on the Elkin4 property; however, there may not be an adequate water retention system proposed in the site plan. The Conservation Advisory Commission is requested to review the reports which Mrs. Clarke will provide to Mr. DuBouchet and Mr. Emanuelson. The Zoning Board is calling for an E.T.S. on the Fenimore Road property. • • Page 4. New Business: The Friends of the Reservoir are contributing funds to the Conservation Advisory Commission, through the Town, for a work/study supervisor and three interns. Discussion followed among Commission members. Mr. Leddy is requested to be present at the final selection of the three interns. A motion was made by Mrs. Fredston that $6,700.00 to be provided bytthe Friends of the Reservoir be used this summer for work at the Reservoir; Mrs. Clarke seconded the motion which was approved unanimously. Mrs. Johnson reported that Nancy Munno saw someone taking water out of the Reservoir (the new parking lot) ; such violations should be reported to Tom Leddy. Mr. Emanuelson reported the poor condition of the mainbridge at the Sheldrake Trails required immediate work action; a detailed report was given to Mr. Leddy who will take care of this urgent situation.
