HomeMy WebLinkAbout1985_02_21 Conservation Advisory Commission Minutes corrected TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION AND WATER CONTROL COI,DIISSION JOINT MEETING A regular meeting of the Town of Mamaroneck Conservation Advisory Commission and the Water Control Commission was held on Thursday, February 21, 1985, at the Weaver Street Firehouse. The meeting commenced at 8:05 p.m. Members present: Dr. C .Alan Mason, Chairman, CAC & WCC Archie Messenger, CAC Orlando Ciraco, CAC & WCC James Santos, CAC Mary Ai:ie Johnson, Emeritus Also present: Clifford Emanuelson, Conservation Consultant Tom Leddy, Beautification Director Elizabeth Imperato, Recording Secretary Administrative Matters: The uncorrected minutes for the November and January meetings were discussed and approved for distribution. The next meeting of the CAC and WCC is scheduled for March 21, 1985, at the Weaver Street Firehouse, 8:00 p.m. Water courses and water bodies: Dr. Mason reported the hydrological study on the Sheldrake has been completed by the Soil and Water Board and is being distributed by James Johnson. Dr. Mason reported our Commission was asked to attend a panel discussion on successful CAC's in the area; details will be forthcoming. Coastal zone management: Wallace Irwin has completed a pre-final draft of coastal zone. Mrs. Johnson reported that responsibility for oil spills will be turned back to DEC-not DOT. Russ Keller has urged Village and Town police officers , clerks and engineers to contact the Oil Spills Bureau in Albany for action. (2) Environment: Dr. Mason reported the sign for the wildlife nesting area at the Reservoir is before the Village Attorney. Dr, Mason also discussed the revised Town SEQRA law where an attempt has been made to take out the clause that provided for a public hearing of 25 people; however, the device is back in. Mrs. Johsnon will investigate the Village of Larchmont's law. Mr. Santos spoke with John Carroll from Bayberry Association who assured Mr. Santos the requested modifications have been made. Mr. Emanuelson and Mr. Hohberg will monitor again at a later date. Solid Waste Disposal: Efforts will be made for members of the Commission, Tom Leddy and Cliff Emanuelson to meet with the deputy commissioner of Public Works for Solid Waste Refuse. Development Projects in Works: Beringer/Maloney Subdivison Dr. Mason reported that Mr. William Morgenroth gave a presentation at the last Planning Board meeting. Mr. DuBouchet reviewed the engineering report; je dosagreed with the figures for various reasons which were discussed by Commission memebers. A general discussion was held of roads and retention basins regarding their advantages and disadvantages a presented in the two plans. Mr. Emanuelson and Mr. Leddy will answer Mr. Lee Hoffman's memo regarding the plan and will provide suggestions to be presented to the Planning Board. A motion was made and passed giving unanimous support on the recommendations of Mr. Leddy and Mr. Emanuelson and that a homeowners association should carry the responsibility for maintenance of the constructed catchbasins. (3) New Business: Mr. Emanuelson reported the annual report is ready to be submitted to the printer. • The third quarter financial reports are completed and ready for signatures. Mr. Hohberg's proposal on the Mamaroneck River was discussed; Mrs. Clarke has been asked to submit it thru Village of Mamaroneck channels. Freshwater Wetlands Act: seminar will be held in Yorktown on March 18, 1985. There being no further business to discuss, the meeting was adjourned. Dated : February 21, 1985
