TOWN OF MAMARONECK CONSERVATION ADVISORY COMMISSION
AND WATER CONTROL COMMISSION JOINT MEETING
A regular meeting of the Town of Mamaroneck Conservation Advisory
Commission and the Water Control Commission was held on Thursday, April 17,
1986, at the Weaver Street Firehouse. The meeting commenced at 8:00 P.M.

Administrative Matters:
The minutes for the March meeting were corrected and approved for distri-
bution; the next scheduled meeting for the CAC and WCC is Thursday, May 29,
1986, at 8:00 P.M., at the Town Conference Room.
It was requested that Paul Noto be added to the CAC's mailing list.
Environment:
A general discussion was held concerning sewage treatment upgrading;
the Harbor Island site was approved. Attached is a fact sheet of the Mamaroneck
Sewer District from the Westchester County Department of Environmental Facilities.
Dr. Mason reported that Malcolm Pernie will assist in updating the Wetlands
map; Mrs. Johnson requested that soil quality reports be done in conjunction with
the update.
Development Projects:

project- 15 houses on concrete and pilings; the possibility of an B.I.S. was
discussed.
Cherry Lawn: Mr. Emanuelson reported a field check was done on the siltation
basin. The developer has installed bails of straw about the concrete outflow
structure. This does strain the overflow waters to some extent, but does not
stop the siltation completely. Straw has been spread over the collected
siltation material in the basin and on the surrounding banks. This practice
slows run off and erosion. In order to have the siltation basin faction properly,
the collected siltation has to be removed from the basin so that the silt-laden
waters can collect in the basin, remain there long enough for most of the silt
to precipitate and then flow out of the basin. The work that has been done is
a poor stop gap measure. The collected silt in the basin needs to be removed
and the basin maintained using regular maintenance procedures.
Fusco Development: Mr. Funicello and Mr. Komitor attended the Planning Board
meeting; the project was approved.
Water Courses and Water Bodies:
Mr. Hohberg reported that our streams are not trout streams. Garden Lake
is filled to capacity with silt and must be dredged. "Stream Corridor Management,"
a basic reference manual, will be available at the Conservation Office.
A general discussion followed regarding regulations and laws; a review committee
was formed with Robert Funicello (Chairman) and Alan Mason and Robert Hohberg.
Discussion was held on the hearings on improvements on the Hutchinson
River Parkway; Robert Romitor and Alan Mason will meet with Ortwin Meyers to
review the proposal.

Solid Waste Disposal:
The job description and management plan for recycling was requested
by the Supervisor; Mr. Emanuelson will forward a copy this week.
Air and Noise:
A discussion was held on the noise barriers on the Thruway; Robert Komitor
will contact Mr. Altieri to assure the Town's involvement.
New or Other Business:
Revision of the L.I.F.E. contract is necessary. It was recommended that
Item #1 be deleted; Mr. Leddy will contact Mr. Altieri and advise the Commission
at a later date.
A general discussion was held regarding the proposed eight mile loop trail
involving Larchmont Reservoir and Leather Stocking Trails by John Varvayanis.
It was generally agreed that this would be a suitable use of the area and
suggested that this proposal be cleared with the Larchmont Reservoir Committee.
There being no further business to discuss, the meeting was adjourned.

WASTEWATER TREATMENT PLANT UPGRADING
FACILITIES PLANNING PUBLIC PARTICIPATION PROGRAM
FINAL FACT SHEET •
The Mamaroneck Sewer District is currently engaged in a program to
upgrade its facilities to bring them into compliance with State and Federal
regulations. This includes . repairing or replacing .the sewage conveyance
facilities as required to remove extraneous flows and as deemed to be
cost-effective. It also includes the upgrading of the level of treatment at the
sewage treatment plant in the. Village of Mamaroneck to meet specific effluent
limitations. The program has: been underway now for several years and the
first segment of the upgrading program is currently being constructed in the
Village of Mamaroneck.
The Mamaroneck Sewer . District comprises approximately 282 miles of
sanitary sewers extending into seven (7) different municipalities. These
sewers discharge into County intercepting lines which deliver the flow to a
County-operated sewage treatment plant in the Village of Mamaroneck.
Effluent from this treatment plant discharges into Long Island Sound.
Planning for the remaining segments in the upgrading program in
Mamaroneck is being undertaken in two phases. The first phase, which has
already been completed, includes the preparation of the basis of design for -
the rehabilitation of the collection sewers throughout the Mamaroneck Sewer
District. It also provides general background planning information regarding
wastewater flows generated within the District and projected over the 20-year
planning period. This first phase of district-wide facilities planning resulted
in the publication of a report in April, 1985. The improvements recommended
in this report are currently being designed.

The second phase of the Facilities Planning program is now nearly
complete. This phase involves all necessary planning for the upgrading of
the Mamaroneck Treatment Plant. Topics which have been examined during
this planning effort include:
1 . review of pertinent background information and data such as past
records, plant records, historical concerns, etc. ;
2. establishment of design flows and loadings, as well as effluent
performance criteria which will meet the new secondary= treatment
regulations;
3. evaluation of alternative sites for the treatment facility;
4. identification and evaluation of alternative treatment processes;
5. environmental review of the alternative treatment processes and
sites;
6. basis of design for diffusion of effluent as discharged vie a new
outfall pipeline into Long Island Sound; and
7. selection of the most cost-effective and environmenta',k -sound
treatment processes and site location.

L\Gj� Federal (USEPA) and State (NYSDEC) funding of eligible costs for the
treatment plant upgrading have not yet been finalized. Cost estimates for the
project will be presented at the public hearing and detailed estimates and
other pertinent information is contained in the Phase 2 Facilities Planning --
Report.
Report. The entire Phase 2 Report (Volume I - Facilities Plan and
Volume II - Environmental Assessment Summary) is on display at the sites
listed in the attached public notice.
The public hearing on April 15, 1986, will present the final
recommendations as follows:

This public hearing is being held to fulfill, in part, public participation requirements
associated with projects for state and federal funding through the Construction
Grants Program, and also to comply with New York State requirements regarding
the State Environmental Quality Review (SEAR) Regulations.
The Mamaroneck Sewage Treatment Plan Upgrading Phase 2 Facilities Planning
Report and Fact Sheet will be available on March 14. 1986 at the following locations:
