The meeting commenced at 8: 15 P.M. Members Present: Steven Goldstein Charles Bernstein Susan Cavalieri Sandy Feldman Douglas Gould Kevin Ryan Mary Anne Johnson, Emeritus Others Present: Willam J. Bruce, League of Woman Voters Bob Hohberg, Consultant Herbert Calman Claudia Ng, Environmental Coordinator Mary Lisa, Volunteer Rene' Rathschmidt, Recorder Members Excused: Michael Scheffler Irma Volk Members Absent: Thomas Amlicke, Emeritus Susan Amlicke, Emeritus ADMINISTRATIVE MATTERS Approval of Minutes - The minutes of June 15, 1989 were approved pending corrections. Next Meeting - The next meeting was scheduled for August 17, 1989. CAC Minutes - 7/20/89 CHAIRMAN REPORTS Save Long Island Sound - Steven Goldstein informed the Commission of an invitation he received from Marlene and Gerald Kolbert and Paula and David Willey. Mr. Goldstein stated that the invitation is for dinner at Mr. and Mrs. John Sann's residence on August 15, 1989. Mr. Goldstein stated that the purpose of this dinner is to discuss and learn more about Xanadu's land development proposal for Davids Island, meet with concerned residents, and have an opportunity to talk with local legislators on this topic. He also stated that the invitation is extended to any one who is interested and that a tax-deductable contribution of $100.00 per person is requested. Claudia Ng will circulate copies of the letter to those interested. Critical Environmental Areas (CEA) - Steven Goldstein also informed the Commission that he had received a copy of a letter written by County Leglistor, Diane Keane from Elaine Price. The letter was distributed by Ms. Keane to all Mayors and Supervisors asking for input regarding the County Executive's proposal for legislation designating critical environmental areas at the County level. Mr. Goldstein also said that the letter stated that a information and public input meeting on this topic is scheduled for Tuesday, August 8th at 7:30 p.m. in room 110 of the Michaelian Office Building. Mr. Goldstein requested the Open Space Subcommittee to review this. New Member - Steven Goldstein introduced new member Mrs. Sandy Feldman to the Commission. Mrs. Feldman briefly outlinedher background and reasons for interest in the Commission. Correspondence - Mr. Goldstein reviewed the following correspondence and articles: 1) ENVIRONMENTAL PROTECTION AGENCY a. June 10, 1989 - review of the proposed enforcement agreements for the phaseout of ocean dumping of sewer sludge in conjuction with reviewing the special ocean dumping permit applications submitted by New York and New Jersey generators. b. June 12, 1989 - review of proposed judicial consent decree and enforcement agreement in conjunction with reviewing the special ocean dumping permit application submitted by Nassau County Department of Public Works. c. June 16, 1989 - review of the special ocean dumping permit applications submitted by New York and New Jersey sewage sludge generators. J d. June 23, 1989 - review of the negotiation of proposed enforcement agreements for the phaseout of ocean dumping of sewer sludge in conjunction with reviewing the special dumping permit applications submitted by Nassau County Department of Public Works, New York City Department of Environmental Protection, and Westchester County Department of Environmental Facilities. 2) UNITED STATES DEPARTMENT OF AGRICULTURE - "Don't Feed the geese". -2- CAC Minutes - 7/20/89 Y 3) FOREST INDUSTRY - June 30, 1989 - Forestry 2000 Conference. 4) SAIL MAGAZINE - June 1989 - (recycling) "Stow it, don't throw it". 5) GARBAGE MAGAZINE - June 1989. 6) WASTE LINE NEWSLETTER - June 1989. 7) SOLID WASTE MANAGEMENT PLAN - June 1989. OPEN SPACE SUBCOMMITTEE Letter to Residents - Claudia Ng on 4e behalf of Michael Scheffler requested that Steven Goldstein review the Open Space Subcommittee's draft of a letter to be sent to residents bordering conservation areas. Mr. Goldstein stated that he felt the letter was too lengthy and would loose it's initial impact. After reviewing it for the Commission they too were in agreement and the draft was given to Douglas Gould of the Education/Legislation Subcommittee for revision. Mary Anne Johnson suggested that copies of the Open Space Subcommittee's report on conservation areas be distributed to interested residents and chairmt4 of neighborhood associations. The Commission concurred and Mr. OS .. Goldstein suggested that Mrs. Johnson tell them to contact Ms. Ng. 47-' Work Plan - No Update. Steven Goldstein reported that he had walked the trails last week and had found their condition disappointing. Mary Anne Johnson responded that the weather was making progress difficult. Mr. Goldstein also said that he had contacted Mr. Leddy about availability of woodchips and had discovered that there is a supply on hand. EDUCATION/LEGISLATION SUBCOMMITTEE I /��i (O (I_ From g-+[vvint acks I�/l U€ U14001 School Projects Charles Bernstein reported that he had yet to hear from Rick North or Cal Chan He stated that he will continue to try and contact them to set up a meeting in which to discuss the making of signs for the conservation areas. Steven Goldstein suggested the meeting be set up for the fall. Mary Lisa suggested contacting John Zappala, a Hommocks schoolteacher who has been very involved in Project Sea, and enlisting his help. Tree Preservation Law - Douglas Could reported that since the subcommittee was unable to meet since the last CAC meeting an update was not available at this time. Charles Bernstein reported on his research into the Harrison Tree Law and discussed ways in which provisions of the Harrison law could be incorporated into the proposed new law. The topic of enforceability was also discussed. RECYCLING TASKFORCE Small Metals - Susan Cavalieri reported to the Commission that the Recycling Taskforce had drafted and approved a memo to the Joint Sanitation Commission for small metal pickup on Wednesdays. -3- • CAC Minutes - 7/20/89 M Signs - Ms. Cavalieri displayed a map for the Commission which flagged locations for proposed signs informing the public of recycling and recycling locations. Some of the areas discussed were as follows: a. Chatsworth Avenue near Post Road b. Corner Palmer/Chatsworth (near bank) c. Myrtle Blvd - on trianglular ground or near apts. d. Corner Maxwell/Madison e. Corner Chatsworth/Jefferson f. Over bridge on Interstate 95 (Notifying public that Larchmont/Mamaroneck recycles) g. Hut on Myrtle and Chatsworth Ms. Cavalieri also asked for the Commission's input and Steven Goldstein suggested placing one in the parking area of the train station (near Murray Avenue) . Herbert Calman felt periodic news advertisements telling where to go for recycling would be helpful. Ms. Rathschmidt informed the Commission of a sign that was alterable which she saw at a intersection in Hastings which could be useful to advertise recycling. Recycling in Apartment Complexes - Ms. Cavalieri noted that enforcement of mandatory newspaper recycling law was a major topic of conversation on this subject. Ms. Ng noted that the list of addresses for co-ops and ✓�(- � � apartments is being made ready for mailing to owners of these buildings in jt ' order to contact superintendents and the residents to help them to utilize the service of curbside newspaper pickup in anticipation of the mandatory legislation. The taskforce will also be calling in a consultant from the Environmental Action Coalition to assist in developing programs for housing complexes. Plastics - Ms. Cavalieri noted that the bin for plastics is now in place at Maxwell Avenue. Ms. Ng also noted that the Village will be participating in the effort in order ensure joint cooperation. ENVIRONMENTAL COORDINATOR REPORTS Sheldrake Watershed Study - The draft of the request for proposal of the Sheldrake Watershed Study was submitted for the Commissions approval. After a brief discussion is was approved. CONSULTANT/LIAISON REPORTS Larchmont Reservoir Water Monitoring - Bob Hohberg reported to the Commission that he had covered 16 out of the 20 stations and completed 19 studies. Mr. Hohberg stated that the nitrate and nitrite levels were good but, the coliform level was low even though the water remains very accessible to animals. He also said that the oxygen levels had dropped which correlates to the amount of algae which is apparent on the surface and the pH was slightly on the alkaline side. Discussed was the use of pumps to aerate the lake but, Mr. Hohberg stated that he didn't think that was the remedy since circulating the water would interfere with the natural process of temperature which would then interfere with the growth of natural plant and fish life. -4- CAC-Minutes 8/20/89 • Steven Goldstein asked whether Mr. Hohberg had seen any changes in the bottom growth and Mr. Hohberg responded "not yet". Mr. Hohberg suggested using dye to help in controlling the growth of algae within the lake'. Ms. Cavalieri inquired as to whether or not Barbara Dexter was still doing studies of the lake and if so she suggested that Mr. Hohberg contact her to compare findings. ONGOING Golf Ball Ocean Litter - Steven Goldstein will write a letter to the Chief of Police asking him to enforce the penalties regarding litter on those dumping golf balls in the Sound. Trapping - no update. Livingston/Hilltop Road - The Commission requested Ms. Ng to compile a list of conservation area properties to allow the CAC to request the Town's adoption of them as such in order to prevent future question as to their designation. Inventory of Streamside Properties - no update. Jay Property - Mary Anne Johnson reported that Diane Milestein is open to selling the property but, is still waiting upon the County's appraisal. Pesticides - Mr. Bernstein reported that the Westchester Day School is in the process of developing a large football field. He said that they had preserved the trees along the border and had added soil to the area. He said that he had some concerns about the Sound (because of its proximity) since there will be a need to apply pesticides. He said that he had spoken to the principal and had asked that only the minimum amount be applied to the area. He feels that the CAC should write a letter to those involved stating adverse affects of pesticides. Mr. Goldstein concurred and asked Douglas Gould to draft a letter citing the pesticide law for the Commissions approval. Steven Goldstein requested that Ms. Ng distribute the letter regarding pesticides to the Town and Village Newsletters. Historical/Background Pamphlet of the CAC - no update. NEW OR OTHER BUSINESS Membership - Ms. Ng informed the Commission that their membership in the Federated Conservationist of Westchester County was due to expire. A brief discussion followed as to whether or not to continue the membership. The Commission voted 4 to 3 to continue on with it. Meeting Adjourned at 9:45 P.M. -5-
