HomeMy WebLinkAbout1990_06_21 Conservation Advisory Commission Minutes Town of Mamaroneck Conservation Advisory Commission 740 West Boston Post Road 914-381-6133 Mamaroneck, NX. 10543 MINUTES JUNE 21, 1990 A regular meeting of the Conservation Advisory Commission (CAC) was held on Thursday, May 17, 1990 in Conference Room A of the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:25 P.M. Members Present: Charles Bernstein, Acting Chairman Herbert Calman Susan Cavalieri Edward Hindin Mary Anne Johnson, Emeritus Others Present: Robert Hohberg, Water Monitoring Consultant Tom Le y, Highway Superintendent Claudia Ng, Environmental Coordinator Rene' Rathschmidt, Recorder ADMINISTRATIVE MATTERS New Member - Claudia Ng introduced the newest CAC member, Edward Ilind:in, to the Commission. Approval of Minutes - The minutes for May 17, 1990 were approved pending a minor correction. Next Meeting - The next meeting has been scheduled for July 19, 1990. CHAIRMAN REPORTS Conservation-Recreational Zoning Proposal - Unfortunately the Chairman, Mr. Ryan, was out of town at the time of this meeting. In preparation of his absence he mailed out a draft memorandum to all members. In his cover letter he requested that the Commission discuss in detail the project and refer to the State Environmental Quality Review (SEQR) Scoping Checklist which he had also enclosed with the draft memorandum. In the draft Mr. Ryan outlined CAC MINUTES 6/21/90 the proposed local law as trying to create a Conservation-Recreation zone providing for single family residential units for each 50,000 square feet of lot area, with a mandatory cluster and provisions for maintaining open space and existing recreational facilities. The Commission discussed in detail Mr. Ryans draft and made additions and deletions where they felt appropriate. The Commission also added some additional items to the checklist. Ms. Ng relayed comments made by Sandy Feldman re this proposed law. She noted that Mrs. Feldman wanted to emphasize the No Development Option. After some discussion the Commission decided that this stance would be premature at this time. Mr. Hohberg after looking over a map of the affected areas, noted that a section which he had discovered to be a vital recovery system in his 1982 water analysis of the area, had not been slated for rezoning. He noted that this should remain so because if the area were to be developed, the area of re- covery would surely be destroyed. Earth Day Funds - Item tabled. CAC Priority Setting - Item tabled. ENVIRONMENTAL COORDINATOR REPORTS Annual Report - Claudia Ng reported to the Commission that she is in receipt of only two articles for the annual report. Robert Hohberg and Susan Cavalieri's. She requested that the rest of the members complete and submit their articles very soon since the report is past due. Proposed new Town Litter Law - Item tabled. NEW OR OTHER BUSINESS Long Island Sound Monitoring - Item tabled. Conservation Areas Work Plan - Highway Superintendent, Tom Leddy, was on hand to discuss the Town's plan for cleanup and maintenance of the Conservation Areas during this summer. Mr. Leddy stated that the work would begin at Premium Marsh and flow from there. Ms. Ng brought to note the need of sign replacement and the additional trail that is located behind the Water Works Plant at the Reservoir. Brief Notes - Herbert Calman quoted recycling facts which he read from a Reader's Digest magazine. Mary Anne Johnson noted that Continuing Education sponsored a presentation on home composting and made available several different flyers regarding conservation topics. Susan Cavalieri mentioned that she is aware that newspapers are being recycled into brown paper bags. MEETING ADJOURNED AT 10 P.M. -2-
