The meeting commenced at 8: 15 p.m. Members Present: Kevin G. Ryan, Chairman Susan Cavalieri Sandy Feldman Douglas Gould Edward M. Hinden Michael Scheffler Gladys Sherak Others Present: Claudia Ng, Environmental Coordinator Maureen Nobile, Mamaroneck Village resident ADMINISTRATIVE MATTERS Approval of Minutes - The minutes of July 19, 1990 were approved. Next Meeting - October 18, 1990. CHAIRMAN REPORTS Reorganization of Commission - It was decided that the presently established subcommittees would be reorganized into ad hoc task forces. The Commission will collectively decide on the projects that it will do. Members will then be given the chance to choose from among the prioritized projects as to what they would like to work on. The number of members allocated to each project will vary according to the size of the project. Prioritization of CAC Projects - The chairman distributed a short list of candidate projects (see attached) . The Commission first reviewed the list of projects needing the attention of the entire Commission. The Environmental Coordinator was asked to provide the Commission with the status of the Conservation/Recreation Zone GEIS at its next meeting. It was noted that a study of the Sheldrake River watershed was included in this GEIS and therefore was removed from the list as a separate item. Review of the Tree Preservation Law was reclassified as a project for a task force. CAC Minutes 9/13/90 Ms. Ng was directed to ask Robert Hohberg, the water monitoring consultant, to provide an overall plan of his work to CAC next month. Ms. Ng was asked to report on CAC's role in development review. She was asked to provide a list of enabling legislation from each municipality with a flow chart. The items under "Projects for Task Forces" were reviewed and ranked. The items determined as the most important were: (1) Landscaping/Maintenance Pamphlet, etc. ; (2) Conservation Areas Work Plan, etc. ; (3) Environmental Curriculum in Schools. The Commission decided to work on just the top two projects first. The members were assigned accordingly: (1) Landscaping. . . (2) Conservation Areas. . . Edward Hinden, Chair Michael Scheffler, Chair Susan Cavalieri Gladys Sherak Douglas Gould Sandy Feldman Charlie Bernstein Herbert Calman The Commission directed Ms. Ng to arrange press releases to announce to the community that the CAC will be working on these two projects and that it was forming task forces to which volunteers would be welcome. Proposed New Town Litter Law - Mr. Ryan requested members to convey their comments to him and that he would draft a letter for the Town Board. Earth Day Funds - Members had been considering providing some funds to the schools for sheds to house paper recycling bins, because their paper market, Recycling Material Inc. , had increased the requirements from two to four bins. However, Mrs. Cavalieri expressed her fears that the company may increase the number of required bins again as the paper market drops and then the sheds would be inadequate. She reported that the Superintendent of Schools, Norman Colb, may be receptive in working towards a more permanent solution. She and the Chairman will contact Mr. Colb. The Commission voted to allocate the Earth Day Funds to the school recycling program if Ms. Cavalieri and Mr. Ryan determined that it would be viable. If not, then the funds would be allocated towards the Conservation Areas Programs, project 02. ENVIRONMENTAL COORDINATOR REPORTS Annual Report - Ms. Ng reported that the Chairman's section and L.I.F.E. Center article were missing from the report. The L.I.F.E Center will submit their piece soon as they have just opened again. Mr. Ryan will speak to the Mr. Goldstein, the past CAC chairman, about submitting in an article for the 1989 year. Historical/Background Pamphlet. - Ms. Ng noted that the Commission should have received a draft of the historical/background pamphlet for CAC, which was compiled by Rene' Rathschmidt. She asked for the members to submit comments as soon as possible. -2- CAC Minutes 9/13/90 NEW OR OTHER BUSINESS Winged Foot Golf Club - The Chairman requested Ms. Ng to provide him with information about Winged Foot Golf Club's application to the Town Board which would result in breaking of the current moratorium. The Commission deputized the Chairman to speak on the CAC's behalf. Jay Property - The County Legislature will be voting on whether or not it should condemn the Jay Property by eminent domain. Maureen Nobile suggested that people should call their County legislator to encourage this condemnation.
