DECEMBER 6, 1990 A regular meeting of the Conservation Advisory Commission (CAC) was held on Thursday, December 6, 1990, in Conference Room A of the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:00 P.M. Members Present: Kevin Ryan, Chairman Charles Bernstein Herbert Calman Edward Hindin Others Present: Bill Bruce Robert Hohberg, Water Monitoring Consultant Kathleen O'Flinn, liaison, Town Councilwoman Mary Anne Johnson, Emeritus Claudia Ng, Environmental Coordinator Irma Volk, former CAC member Lillian Sellers, Secretary ADMINISTRATIVE MATTERS NEXT MEETING - January 17, 1991. EMC LIAISON APPOINTMENT It was suggested that a CAC member be appointed as a liaison to the County's Environmental Management Council. Chairman Ryan said in view of the fact many members were not present this evening, it was best that voting upon the issue of that appointment be tabled for our next meeting. Mrs. Johnson added that the EMC puts out informative newsletters which members should obtain. Chairman Ryan asked that names be submitted so they could be added to the EMC mailing list. He also asked if anyone would be interested in monitoring CZMC activities and to give consideration to their areas of interest. TASK FORCE REPORTS CONSERVATION AREAS/WORK PLAN -The Chairman of the Task Force had been ill and therefore no meeting had been held. Chairman Ryan asked if it was possible to have a progress report ready for the next meeting. LANDSCAPING/MAINTENANCE PAMPHLET - Many people who have been collecting informative material relevant thereto appear to be interested in this program. CAC Minutes 12/6/90 Mr. Hindin stated about a month and a half ago he met with people from Life Center who had been reviewing pesticides. All types of literature are presently available on this subject--publications, articles and brochures, including one for which he still is waiting. He will be meeting with the same people again at a future date. He commented that reports received from both the Attorney General and O'Rourke were quite surprising in contents. Although the committee's objectives are to enforce existing pesticide regulations and to provide environmentally better alternatives, they have not yet decided on the format. Mrs. Johnson brought out the fact that Tracy Kay at Rye Nature Center has lots of data. Ms. Ng added that she has relevant information on file, some from the Cornell Cooperative Extension. Mrs. Johnson stated that County Management Council has data also. CONSULTANT/LIAISON REPORTS WATER MONITORING PROGRAM - Mr. Bernstein stated he had consulted Barbara Dexter at her office to see if she would work with Mr.Hohberg on some of the various studies involving school students. Dr. Dexter is looking forward to field trips with students and getting them interested in monitoring of streams. However, it was noted that it is difficult to get student work to be recognized as valid data. Mr. Hohberg has also spoken with Dr. Dexter in the past about his programs. He stated that he would like Riverwatch to tell us how we are doing with respect to the rest of the watershed after they receive our data. Mr. Hohberg suggested that the CAC may wish to push for certification of its own lab. He mentioned that the Larchmont Village waterworks employees would be interested in giving Mr. Hohberg the tests to conduct should that be extablished. He reminded the Commission that he will also be able to do lead testing and that this should get certified as well. Chairman Ryan stated he would like Mr. Hohberg, if it was feasible, to consider participating in the various activities of the Water Monitoring Program, beginning in January. ENVIRONMENTAL COORDINATOR REPORTS CAC WORK PROGRAM FOR 1991-92 - After Ms. Ng distributed copies of the 1990-91 work plan, the ensuing CAC discussion left most of 1991's goals unchanged. However, there are additions and deletions as listed below: a. Task Forces were established for working on improving the conservation areas and for creating a landscaping/maintenance pamphlet. The need for discouraging encroachment into natural growth and the need for clarifying dedication of open space lands were among the objectives to be focused on. b. With regard to the Sheldrake River Watershed Study, this has been included in the Town study on rezoning of the golf courses. , but CAC will follow up on its progress. c. Mr. Bernstein will continue to work on curbing boat pollution. d. The National Celebration of the Outdoors (alias Earth Day) has been completed and therefore was deleted. e. The planting guide would be incorporated into the landscaping/maintenance pamphlet. f. LIFE Center will assist in the two task force project mentioned previously. -2- CAC Minutes 12/6/90 CAC REFERRAL CHART - Ms. Ng distributed copies of state and local laws which explained the purposes and directives of the CAC. As requested by the CAC, she has perused the local codebooks to find other references to CAC involvement and reported that only the Site Plan Laws of the Town of Mamaroneck and Village of Larchmont contain references to the CAC. Mrs. Johnson mentioned that in the past both the Villages of Mamaroneck and Larchmont have solicited opinions from the CAC. The CAC decided to include in its work plan a clarification of the full role and responsibilities it should have with respect to the municipalities it is supposed to be representing and to seek additional legislation if necessary. LAND USE STUDY OF GOLF COURSES - Ms. Ng has the final scoping document in her office for those who are interested. HISTORICAL/BACKGROUND PAMPHLET Due to the fact that the pamphlet needs further review and possible correction, it is presently not finalized. HILLTOP ROAD CONSERVATION AREA Chairman Ryan suggested that the Conservation Areas Committee take the area on Hilltop as one of its projects and bring ideas before the whole Commission. NEW OR OTHER BUSINESS GUION CREEK With regard to the proposed development of Continental Manor, Mr. Bernstein stated that in his visit to the lawyer of the Organization to save Guion Creek, he was informed that they did not have Mr.Hohberg's report. Mr. Bernstein promised to go to the Guion Creek Committee personally to present Mr. Hohberg's report. He asked that consideration be given to the possibility of appearing befo the Zoning Commission to appeal this issue. EARTH DAY FUNDS - This issue was postponed. Meeting adjourned. -3-
