SEPTEMBER 19, 1991
A regular meeting of the Conservation Advisory Commission (CAC) was held on
Thursday, September 19, 1991, in Conference Room A of the Town Center, 740 West
Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:15 P.M.

ADMINISTRATIVE MATTERS
Introduction of New Member - Councilwoman O'Flinn introduced Mary
Landrigan, the new CAC member from the Village of Mamaroneck. Ms. Landrigan
works for the Westchester County Health Department.
Minutes - The minutes of July 9, 1991, were approved without changes.
DGEIS - Currently scoping is being done for a supplement to the Town's
Draft Generic Environmental Impact Statement for the golf course properties.
Ms. Ng was asked to check for acknowledgements of receipt for CAC's and Mary
Anne Johnson's comments.
Next Meeting - The next meeting was set for October 10, 1991.
DISPOSITION OF TOWN LANDS
The CAC discussed the Town Board's consideration of selling Town property off
of Locust Ridge Road, near the New Rochelle boundary, for residential
development. Several members have visited the site, which could accomodate

up to two residential lots. However because of its proximity to the
Leatherstocking Trail, the steep slopes and adjacent flooding problems in
Bonnie Way, the CAC recommended that none of the area be sold for
development. Instead, they recommended that this property he included as
part of the Leatherstocking Trail and preserved in perpetuity. Ms. Ng was
directed to send a memo stating such to the Town Board.
CONSULTANT/LIAISON REPORTS
Water Monitoring - Mr. Hohberg distributed copies of a newspaper article,
dated August 30, on the high coliform counts recently found in East Creek and
another article, dated September 10, featuring his overall water monitoring
work for the Town.
Mr. Hohberg explained that he was getting coliform counts of 16,000 at
the Boston Post Road outfall of the East Creek. Even after a rain, it
usually does not exceed 10,000. It was much cleaner where it emptied into
the Hommocks Marsh. Mr. Hohberg stated that it could be from a bypass, the
Thompson Place main pump, or from drainage from Boston Post Road. Ms.
Landrigan told the Commission that the County is now looking for a point
source. The County dye-tests the sanitary sewer lines starting near the area
of highest concentration and radiating outward until the leak, if any, is
found.
Mr. Tashoff suggested that the CAC schedule a field trip with Mr. Hohberg
to better understand his work.
With regard to funding, Mr. Hohberg reported that he could reduce his
budget by $2,000 by obtaining some supplies through Mamaroneck High School,
where he teaches. He further explained that he takes out two chemistry
classes throughout the school year to do qualitative testing. Currently, he
has several students working independently on the Sheldrake River below
Gardens Lake. He will be able to review the data soon. Most likely he will
continue down the Sheldrake next year.
In addition, Mr. Hohberg announced that he will be presenting his water
monitoring program to the American Legion this Friday.
1992 BUDGET
Councilwoman O'Flinn explained that due to loss of many outside funding,
the Town must trim its budget. Members were sent a copy of the budget
computer forms and Ms. Ng proceeded to run through the line items with the
Commission.
For the 1992 budget year, the CAC felt that restoration of the Premium
boardwalk was an priority project and directed Ms. Ng to get extimates on
hardware and lumber costs for inclusion in next year's budget.
An additional $4,000-$6,000 would be needed for printing of the pamphlet
on environmental tips for landscaping and maintenance. The taskforce
explained that the fall article for the Town newsletter has been
completed and they have plans for three more to be done quarterly, thereby
finishing by next fall. It is possible that the editing and layout could be
done for the remainder of the year with the printing to wait until the
following year.

111) With regard to the "Children's Guide to the Conservation Areas," Mrs.
Perez reported that Martha Kaufman felt that the Bonnie Briar Country Club
issue should take precedence and that it may be better to wait on the guide
and concentrate CAC efforts on this more urgent problem. the CAC proposed
hiring a consultant using the CAC' s budget to explore cost of acquiring
Bonnie Briar as a public club. It would entail in depth studies of other
existing public clubs. It was noted that a coalition of neighborhood
associations my be planning this already. Councilwoman O'Flinn asked the
Commission to submit a written proposal stating what the CAC would like to
specifically investigate and how much it will cost. Martha Gershun, Sandy
Feldman and Ed Hindin volunteered to investigate the idea. Discussion to be
continued at next meeting. For now the CAC will leave the consultant budget
line at $4,000.
Ms. Ng explained that the $2,000 in the operating supplies budget was
meant for the "Stormwater Sewer Stenciling Project. " She said that she was
unable to start the project so far this year, but could try to expend the
money this year and hold over for implementation next year.
The Commission agreed to keep the same budget for water monitoring
consultant services for next year.
ENVIRONMENTAL COORDINATOR REPORTS
Waterfront Environmental Fair - Ms. Ng requested CAC members to help man
the CAC booth that she will put together for the Fair being held at Harbor
Island this Saturday. Michael Scheffler, Sandy Feldman, and Louise Perez
volunteered to come and watch the booth part of the time.
NEW OR OTHER BUSINESS
Larchmont Centennial Parade - The CAC is on the list to march in the
parade being held this Saturday starting at noon. There will be placards
available for the Commission. Seven members agreed to march. Mrs. Feldman
will call the organizer of the parade to follow up.
