A regular meeting of the Conservation Advisory Commission (CAC) was held
on Thursday, June 4, 1992 in Conference Room A of the Town Center, 740
West Boston Post Road, Mamaroneck, New York. The meeting commenced at
8:20 p.m.

ADMINISTRATIVE MATTERS
Minutes - The minutes of May 7, 1992 were approved after a minor
change was made on page 4.
Next Meeting - July 9, 1992. Susan Cavalieri will chair this
meeting. The August meeting date will be decided at the July 9 meeting.
OLD BUSINESS
Long Island Sound Water Monitoring - Chairwoman Perez reported for
Mr. Bernstein. There is a problem in getting the boat which has delayed
the start of water monitoring. She said he mentioned again wanting to do
an updated survey of Mamaroneck Harbor because of the dredging done last
year. Trustee Neumeister said the Village might have a survey and will
check on this. It was also again suggested by Mr. Martin that Messrs.
Hohberg's and Bernstein's reports be correlated.

Reusable Dry Cleaning Bags - Martha Kaufman had given the letter she
wrote to the dry cleaners to Claudia Ng. Chairwoman Perez distributed
copies of a newspaper article entitled "Dry Cleaner to Eliminate Plastic
with Reusable Garment Bags" which was instrumental in CAC pursuing
plastic recycling of garment bags in our community. It was again
suggested giving out rewards for those merchants who recycle. Chairwoman
Perez asked the Commission if CAC should form a task force for recycling
involving nurseries and other merchants with plastic products. She spoke
to Nancy Munno, Head of the Citizens to Promote Recycling, and asked the
Commission if CAC should appoint a member of that group as an ad hoc
member of CAC. It was agreed that Ms. Munno be asked to be a liaison, or
someone from her group, and that she be invited to attend July or
September's CAC meeting. Trustee Neumeister said the Village has an
excellent recycling committee and asked if anyone would like to attend
one of their meetings.
Chairwoman Perez read the letter drafted by Mrs. Kaufman to the dry
cleaner establishments. She will make some changes and have the letter
sent out.
Nursery Plastics Recycling - Chairwoman Perez called the nurseries
and three of them have not returned her call. It was felt the reason for
not responding is that this is a very busy time for the nurseries with
little extra space to store the pallets necessary for recycling.

5/8/92 - Letter from Federated Conservationists of Westchester
County re: Protection of Sochurek Property. As this
property borders on Cranberry Lake and housing might be
developed there, they are asking CAC to write County
Legislator George Latimer requesting that property be
preserved. Sue Cavalieri volunteered to write the letter
to the County Legislator.
4/29/92 - Copy of a memo to Trustee Virginia Neumeister from Paul
Noto re: liaison to CAC.
6/2/92 - Copy of a letter to Phyllis Wittner from Cheryl Lewy re:
being a liaison and reviewer to the County LWRP.

CONSULTANT/LIAISON REPOR'T'S
Street Trees - Councilwoman O'Flinn reported that the Town recently
planted a good number of trees to replace damaged or diseased trees that
were removed over the past year. This is part of the Tree Planting
Program. One concern is that the home owner be instructed in the care of
the newly planted trees. Councilwoman O'Flinn asked if CAC would be
interested in distributing that information. Mr. Martin suggested that
the County Forester would have some information and Mrs. Johnson added
that the Cornell Cooperative Extension in White Plains would also have
information. Councilwoman O'Flinn said to check with the County
Extension or DEC for information. Chairwoman Perez asked Susan Cavalieri
to work on this.
Tree/Shrub Planting Grant - Councilwoman O'Flinn reported that
Phyllis Wittner said that Pryer Manor is contributing $500 and she is
trying to get more funding. Chairwoman Perez noted that the Friends of
the Reservoir have donated money to the Town so that two students could
be hired to work for the summer.
TASK FORCE REPORTS
Landscaping/Maintenance Articles - This task force has been asked to
work on a part of the Tree Planing Program as mentioned above in the
report on "Street Trees".
Golf Course Rezoning Study - Councilwoman O'Flinn said the
supplemental EIS is mostly complete. She believes the public hearings
will be postponed until after the summer as many people will be away.
Storm Drain Stenciling - Sue Cavalieri has finished stenciling in the
Village of Tarchmont. She wrote thank you letters to the first grade
class who helped. She is awaiting the names of the sixth graders to
write them also. There was difficulty in getting more stenciling done by
the children due to their sports involvement and the rainy weather. They
will probably resume again in September. Mrs. Cavalieri will call a
representative of the boy scouts who are anxious to help. Chairwoman
Perez suggested they have a news photographer available when the scouts
are stenciling. Mrs. Cavalieri will write up the article and send it in
to the newspaper.
Premium Sign - Budget - Chairwoman Perez asked Councilwoman O'Flinn
if she needed CAC's approval for using money for the sign. It had not
been voted on at the last meeting. Councilwoman O'Flinn replied that
they did not have a copy of the budget at the meeting and the Town Board
approved it subject to money being available. She was told by Ms. Ng
that money is available. Councilwoman O'Flinn had suggested to Ms. Ng
that for future meetings Ms. Ng bring the budget should questions arise.

Martha Kaufman reported that the LIF Center, funded by the
Larchmont/Mamaroneck Joint Sanitation Commission with 75% reimbursed from
a NY State recycling grant, will purchase reusable canvas lunch bags for
$2.40/bag. They are also purchasing from the Rubbermaid Company a three
piece, "litter-less" lunch kit for $2.07/kit. They hope to sell the two
for $3 along with a contract to the parents and students to use the kit
for three months. They will distribute fliers to the schools before the
start of summer. It is planned to have a teacher document the amount of
garbage before and after using these kits in the lunchrooms. These
reusable kits will tie in with the County recycling law going into effect
in September.
DIFORIO SUBDIVISION (707 WEAVER STREET) - UPDATE
Chairwoman Perez and Ms. Ng attended the Planning Board Meeting and
submitted CAC's comments which Ms. Gershun wrote up derived from Mr.
Hindin's notes. Chairwoman Perez and Ms. Ng added more details with Mrs.
Johnson's help. Mrs. Johnson had concerns about the pipes being used for
drainage. Mr. Martin replied that the sub-storm drainage is the sanitary
sewer. The concept being that sewage will be taken from the house and
pumped back out to the sewage system on Weaver St. Since there's a
similar sanitary sewer system planned for the back, lower area, serving
the water treatment facility, the property should only put in a sewer
just for storm drainage. Chairwoman Perez stated that everyone is
concerned about the water table and once it is established what it
actually is, their plans might have to be changed.
ENVIRONMENTAL COORDINATOR REPOR'T'S
Trap Shooting - Martha Kaufman gave all her information to Ms. Ng who
was not present to give her report.
Westchester Land Trust - Chairwoman Perez spoke about this
organization which is interested in conserving open land and affordable
housing. They have conferences a couple of times a year and meetings in
Bedford. It was asked what kind of things they should focus on and Ms.
Ng asked Chairwoman Perez to ask the CAC if they had any new items or
issues in general for them. Councilwoman O'Flinn wants to make them
aware of how little open space is available in southern Westchester.
Chairwoman Perez will ask Ms. Ng to find out if they would be interested
in dealing with CAC.
NEW OR OTHER BUSINESS
Martha Kaufman said the LIFE Center is have a ceremony at Manor Park
on Saturday, June 6 at 11:30 a.m. to mark the Earth Summit.
Community Recycling Awards - CAC would like to promote this in the
community.
