JANUARY 7, 1993
A regular meeting of the Conservation Advisory Commission (CAC) was held
on Thursday, January 7, 1993 in Conference Roan A of the Town Center, 740
West Boston Post Road, Mamaroneck, New York. The meeting catmenced at
8:10 p.m.

ADMINISTRATIVE MATTERS
Minutes - The minutes of December 3, 1992 were approved after a minor
change was made on page 4.
Next Meeting - February 4, 1993.
Chairman Reports
1. Community Recycling - Chairwoman Perez reported on Embassy
Cleaners' new recycling garment bag. When a customer brings
their clothing to the cleaners in the recycling bag, the dry
cleaner will launder that one and return the clean clothes in
another clean reusable bag. The back of the bag contains a
pocket to store the hanger. This bag can be used for coats,
dresses and suits.
Claudia Ng reported on Westchester County's preliminary figures
for recycling based on the past four months. The average
tonnage collected per person was .015 which is equal to about 30 Am

Ms. Ng stated that the Town and Village plan to reevaluate the
use of the blue bag system. Options include recycling every
other week as opposed to every week and/or providing residents
with a sticker to place on a recycling container of their own
choosing. Mr. Hindin suggested eliminating the bags and
recycling every other week by alternating the newspapers and
recyclables. In conclusion, it was decided to write a memo to
the Sanitation Commission (Mayor Cheryl Lewy and Supervisor
Caroline Silverstone) and request that the Sanitation
Superintendent Stephen Altieri appear at a CAC meeting to report
on the status of the recycling program.

ENVIRONMENTAL COORDINATOR REPORTS
1993-94 Workplan & Budget for LEAP - This workplan must be submitted
to the DEC in order to be reimbursed for same of CAC's expenses. The
workplan was drawn up by first having each member identify those areas
that they wanted or they felt should be addressed. After completing this
list it was rewritten with same items being combined and all the items
being prioritized. The final major list and the members working on each
item include:
1. Recycling: Martha Gershun, Martha Kaufman and Lynn Reichgott.
2. Storm Drain Stenciling: Martha Kaufman and Louise Perez.
3. Long Island Sound: Charles Bernstein, Ed Hindin, Mary Anne
Johnson and Martin Luskin.
4. Water Quality and Sediment: Charles Bernstein, Bob Hohberg, Mary
Anne Johnson, and Virginia Neumeister.
5. Management of Conservation Area: Ed Hindin, Martha Kaufman,
Louise Perez and Lynn Reichgott.
6. Open Space Conservation: Advisory only.
7. Conservation of Trees: ongoing project.
8. Wetlands Planting Guide and sea walls: Mary Anne Johnson.
CONSULTANT/LIAISON REPORTS
Water Monitoring Update - Mr. Hohberg reported that he has retired
frau teaching and that there will now be five teachers involved in the
water quality and monitoring. Mr. Hohberg will remain as a liaison
between CAC and the teachers. Mr. Hohberg reported that the research
students would like to present the results of the work they did last
summer to the CAC. It was agreed to have the students cane before the
CAC in February. Mrs. Johnson requested that these students or other
volunteers might remove the Japanese knotweed and phragmites and that
there might be a grant available for this work. Chairwoman Perez
requested that Mrs. Johnson obtain more information about this grant for
further discussion.
1993 Budget - Ms. Ng distributed copies of the CAC budget and Steve
Coleman's proposal for the Hammocks Salt Marsh Plan. She noted that Mr.
Coleman is willing to reduce his fee by $500. It was questioned why Mr.
Coleman's project is so important and it was requested to have someone
from the CZMC, specifically, Phyllis Wittner, and Steve Coleman came to
explain the importance of his project. Ms. Ng will schedule their visit
for the February meeting. The new budget reflects $2,000 under the
"Consultant's" line.

NEW OR OTHER BUSINESS
Chairwoman Perez announced that the DEC is sponsoring a water
symposium to be held on March 16 in Valhalla at Westchester Community
College. Registration is $25 and it will be from 9 a.m. till 4 p.m.
Chairwoman Perez also received a letter frau the Department of
Agriculture requesting comments from CAC on the gypsy moth control
efforts for their Taskforce.
