MINUTES
DECEMBER 2, 1993
A regular meeting of the Conservation Advisory Commission (CAC) was held on
Thursday, December 2, 1993 in Conference Room A of the Town Center, 740 West
Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:10 P.M.

II. CONSULTANT/LIAISON REPORT'S
Bob Hohberg - Presentation on the Premium River-Pine Brook Water Quality
Monitoring Study - Highlights
Total coliform in the following areas are reported to be beyond 24,000
organisms per 100 ml. , well beyond the 2,400 that would close the beach.
These sampling locations are #9, Kane Park by Concrete Wall, #10, behind the
Larchmont Diner, #11, upstream of the boom at the Post Road, #12, behind 10
Mayhew Avenue, #15, Palmer Avenue before Harrison Drive and #16, 615 Fifth
Avenue.

The Fecal Count in the following sampling areas are reported to be beyond
24,000 organisms per 100 ml. Station #10, behind the Larchmont Diner, #11
upstream of the boom at the Post Road and #16, 615 Fifth Avenue. These high
fecal counts are all indicative of sewer line breaks; throe major leaks.
The conclusion and recommendations, as a result of this study, are that there
must now be some dye testing done, in order to find out exactly where the
breaks are and who is responsible for fixing them.
Edward Hindin questioned when these samples were known to contain such high
levels of contamination and what has been done since that time. B. Hohberg
reported these hot spots to the Town and Village in the summer but indicated
that Joseph Morgan, Village Engineer and the Town needed formal copies of
this report.
III. UNFINISHED BUSINESS
1.) Conservation Area Signs
Louise Perez reported that she had requested budget money for three wooden
signs to be placed at the Conservation Areas.
Martha Kaufman voiced concern that to spend money on a sign at the Premium
would be a waste of time and money, especially since there is a sign imbedded
in the boulder, stating that this is the Premium Conservation Area.
Phyllis Wittner mentioned that the trail to the boardwalk was completely
overgrown and that they are trying to discourage people from walking in the
Premium Marsh Area. .
Phyllis Wittner recalled that there were some specific recommendations in
Steve Coleman's bird survey report regarding signage.
L. Perez recommended having a big wooden sign with a list of do's and don't's
for the Hammocks Conservation Area, at the corner of the soccor field and the
Conservation Area.
Things to put on the sign:
1) Do not disturb living things, 2) Remain on the trails, 3) No dumping,
4) Hammocks Conservation Area - Owned and dedicated by the Town of
Mamaroneck and maintained by the CAC, 5) No littering, 6) Help us preserve
this conservancy and 7) No dogs.
Things that should not be on the list:
1) No hunting or fishing.
In addition to a wooden sign, a metal sign from the Town Highway Department
(green background - white lettering) stating, "Conservation Area - No
dumping", should be placed further dawn the Hammocks Road, near the field.
Ruth Merson felt that we may be able to have a sign similar to the one that
is at the Marshlands Conservancy in Rye. Eve Nudelman will go and look at
the sign that is there and report back to the Commission.
Louise Perez mentioned that she has discussed producing these types of signs
with Jim Hogan, the man who made the signs for Memorial Park and Garden's
Lake. He mentioned that he could make a more rustic sign for the
Conservation Areas. She mentioned that the sign could be secured in concrete
in order to deter people from stealing it.
2.) Hammocks Management Plan
Louise Perez mentioned that Steve Coleman sent the Inventory. The CZMC has
voted to put aside unused funds fruit their budget to help pay the balance of
what's needed to pay Steve Coleman for the Hammocks Management Plan.
Steve Coleman mentioned to Louise that there is alot to be done there; that
it is really a devastated area. He wants to take the CAC members through
there to show them exactly what needs to be done. Kathleen O'Flinn mentioned
that she would want to be apart of that as well.
ENVIRONMENTAL COORDINATOR'S REPORT
1.) Biodiversity Study
Eve Nudelman explained that she completed the study for the Westchester
County Planning Department, a biodiversity study of the ecologically
sensitive and biologically unique lands in the County. She put together a
packet that specified large tracts of vacant lands, open spaces and areas
adjacent to existing Conservation Areas and parks still remaining in the Town
of Mamaroneck.
2.) Conservation Areas - Formal Dedication
Eve Nudelman explained that she has lists of lots and blocks of the
Conservation Areas fruit the files of information on this subject found in the
Conservation Office. She explained that she has to verify that the parcels
indentified accurately reflect all the parcels within the Conservation
Areas.
Kathleen O'Flinn stated that Stephen Altieri should be made aware that the
CAC is concerned that the formal dedicating of these lands needs to be
completed.
IV. NEW BUSINESS
Annual Report
Louise Perez mentioned that the Annual Report needs to be written for the
year 1992-1993, and that the deadline for getting the individual sections
together will be the next meeting, January 6, 1994. L. Perez asked B.
Hohberg to put a section together on Water Monitoring, R. Merson to do an
illustration or logo and M. Kaufman to write up sections on Beautification
Day, edit the section on the reusable drycleaning bags, Arbor Day and the
Premium entrance. She will ask C. Bernstein to write the section on L.I.
Sound Water Monitoring.
E. Hindin suggested that the members go over the Annual Report to the
Larchmont Board of Trustees and add to the sections where they think
something needs to be added. Additionally, he suggested that L. Perez send a
list of subjects that need to be covered to members for continent.
In order to refresh memories, members can review the minutes on file in the
Conservation Office.
V. ANNOUNCEMENTS
Kathleen O'Flinn announced that Jan Kleger, NYCAP, is giving a talk, Monday
December 6, 7:30 P.M. in the Senior Center on alternatives to toxic
pesticides.
Environmental Planning Bulletin - If members aren't receiving the Westchester
County Division of Environmental Planning's Environmental Planning Bulletin,
they should contact the Conservation Office.
Eve Nudelman announced that Mary Anne Johnson dropped of the Summary version
of the Long Island Sound Comprehensive Conservation Management Plan (Work
Plan) and it will be on file in the Conservation Office.
The Work Plan for the LEAP reimbursement has to be completed by Parly
January, as there is a January 15, 1993 deadline.
