The meeting commenced at 8:20 P.M. Members Present: Louise E. Perez, Chairwoman Robert Hohberg, CAC Emeritus, Water Monitoring Ruth Merson, new CAC Member Mary Anna Johnson, CAC Emeritus Charles Bernstein Martha Kaufman Lynn Reichgott Lee Leitner Kathleen Tracy 0/Flinn, Liaison Ginny Neumeister, Village of Mamaroneck, Trustee Liaison ADMINISTRATIVE MATTERS Approval of Minutes - - August 5, 1993 - in Consultant report, change Pin4brook to Pine Brook. - cross off "biggest problem" on page 1 and make it "one problem'. - page 2, change "outpour" (1st paragraph) to "outfall of the- Fine Brook Romer". - June 3, 1993 - page 2, second paragraph after "Outgoing", should read Mrs. Courtney Benford, not Denford - approved with change. - approved with change. Next Meeting - October 7, 1993. ANMUMEMENTs - Environmental Fair at Harbor Island 9/11 - Cancelled. - International Coastal Beach Clean-Up - 9/19 Sunday, 11-2 Run by Life Center. - NYSAEMC/NYSACAC Conference 10/22 -10/24 - Crown Plaza, White Plains Louise said Bob Hohberg will be there with an exhibit. Louise may also have a poster on storm drain stencilling at the conference. Louise said the cost of attending will be picked up by the Town of Mamaroneck. Cost? - PPPA Meeting - will be on 10/24 as reported by Mary ,bane Johnson, at Richard Coioo's house, Pryer Manor Road. Dr. Barbara Dexter will be speaking on Riverwatch. CORRESPONDENCE - $50 check from Shelley Smith Miydns for the Hammocks Salt Marsh Study was received. (Louise applied for a grant for the balance of the cost of the study from Open Space Institute in Ossining. They must meet this Fall to decide. - SEQR Handbook - everyone received. - Louise suggested we look through it and then turn it into the Conservation Office Library set up by Phyllis Wittner. - John Varvayanis died this past sumer. - head of Appalachin Trail Group; created Greenway Trail - headed Sunday walks at Reservoir. - his friends and family would like to name it the Varvayanis Greenway Trail. - Supervisor Silverstone would like comments from CAC. (Lynn Reichgott recommends the CAC renames the trail - made a nation; -Charles Bernstein seconded the motion. -entire CAC agreed; nation carried.) - Louise read a letter from Rick North requesting approval to start an orienteering program at Hammocks. - Louise showed examples of maps made. - Martha Kaufman brought up safety (or lack of) of the Boardwalk at this time. - Classes are not allowed in there until it is repaired frau recent storm and potential problems with markers. - Lee Leitner said they would have to take markers down when thru. - Martha Kaufman brought up the fact the Salt Marsh is protected - shouldn't be walked on - fragile. - 7th and 8th graders don't know the dangers involved and harm they could do. - Robert Hohberg agreed with dangers present. - Lynn Reichgott recommends not giving approval -place not appropriate. - Martha Kaufman will draft a letter to Rick North with CAC conclusions. CAC Minutes September 9, 1993 Page 3 LIAISON REPORTS Kathleen O'Flinn made a few announcements. -October 12 & 13 NYS DEC Forestry Program if anyone interested. -Eve Nudelman will replace Claudia Ng as Environmental Coordinator. - - She has worked for Rockland County - Has worked on Environmental Impact Statements - worked for a Consulting firm in New Jersey. -Schedule for Final Environmental Impact Study - Proposed Conservation Recreation Zone. -Final Draft should be received before September 22(?) meeting of Town Board. Public Meeting in Mid October; then will prepare the Findings re: rezoning. Want finding done by end of December. CONSULTAND REPORTS Robert Hohberg reported - 1,61,0t. ,94-C3.44 ? iv-- c° �v��e -? -Got full 19 stations all the way up to Beecbm ont Lake, which was the hypothetical problem source. Will prepare final report with graphs -Took 3 teachers out to show them where monitoring has been done in past. -Hopefully they will follow in Bob's footsteps. Charles Bernstein - -spoke of his monitoring efforts in Mamaroneck Harbor. -suggested working with Bob Hohberg to develop direct connections. BUDGET DISCUSSION -Louise suggested that LIFE Center details dollar figures for each specific project that affects the Town. -Louise suggested increasing LIFE to $7500 to make up for $3000 taken out of cash reserves. -LIFE reduced personnel this year - changed to increase budget to $5,500. -Funds for Mary Anne Johnson's Watershed booklet were discussed. -Mary Anne Johnson had a rough draft. -wants to have 5,000 or 7,500 copies printed. -perhaps funding may cane in part from The Westchester League of Women Voters. -should there be 1 or 2 booklets? -$4,000 put in for printing and stationary. CAC MINUTES September 9, 1993 Page 4 CONSULTAND MONIES - have to put in $2,500 for Steve Coleman. Lynn R. suggested we spend money on what Steve Coleman suggested not other new project. - +$2,000 for another project, possibly on "buffers". - put in $2,000 for summer help (to work on trails) . (has been matched with Friends of Reservoir) . The meeting adjourned at 10:45 P.M.
